About this file
This is a Statement of Work for the USDA Invasive Plant Research Facility (IPRL) Building 17 quarantine glasshouse glass replacement and resealing project located at 3225 College Ave, Davie, FL 33314.
The contractor must replace at least seven damaged or weakened double-paned, tempered, gas-filled, impact-resistant glass panels meeting Miami-Dade hurricane impact resistance standards, with additional panels to be replaced if discovered during inspection. All exterior impact-resistant windows and sealant in IPRL Building 17 must be resealed or recaulked, with sealant originally installed over two decades ago requiring replacement. Work must comply with ARS 242.1, Florida state codes, and applicable building codes. The contractor shall provide all labor and materials, complete all work within a 6-month timeframe, and maintain interior and exterior work spaces in a safe and clean condition throughout the project. Work may be phased one or two glasshouses at a time to maintain facility operations. The government will furnish two operational scissor lifts for interior use within quarantine spaces. All progress reports and documents must be provided electronically. Contractor personnel must undergo USDA biocontainment protocol training prior to facility access and adhere to all federal, state, and local safety precautions. Contractor employees are restricted to work spaces only and must not travel through unrelated facility areas; the contractor must provide portable toilets for employee use throughout the project duration. HSPD-12 compliance is required, mandating successful identity proofing and a National Agency Check with Written Inquiries (NACI) or OPM/National Security Background Investigation for all contractor employees with routine physical access to the federally-controlled facility.

STATEMENT OF WORK (SOW)
Project: IPRL Quarantine glass replacement/resealing
Background
• The USDA Invasive Plant Research Facility (IPRL) Bldg 17 was constructed during 2002-05. The facility contains approximately 9000 ft2 of biocontainment (quarantine) spaces including five 600 ft2 glasshouses (Figure 1) for plant and insect growth.
• The exterior of the glasshouses are comprised of various shaped panels made of double paned, gas-filled, impact-resistant glass meeting Miami-Dade hurricane impact resistance standards.
• It is vital for the IPRL quarantine to maintain the integrity of its purpose during repairs. This means insects and plants must be prevented from escaping. Special protocols for maintaining biocontainment integrity must be established and approved by the IPRL Research Leader/Biocontainment Manager.
Figure 1. USDA Invasive Plant Research Laboratory Biocontainment (quarantine) glasshouses.
Objectives
• Re-instate IPRL biocontainment structural integrity by replacing flawed/damaged impact-resistant glasshouse panels and re-sealing all panels.
• Maintain operational integrity by establishing and following protocols designed to prevent escape of insects & plants contained in the IPRL quarantine spaces.
Scope
• There are at least seven (7) panels that are damaged or weakened and which must be replaced (see Figure 2). Other damaged/weakened panels discovered during preliminary inspections must also be replaced.
• Additionally, the sealant for all panels was installed over two decades ago and needs to be replaced/repaired/refurbished.
Tasks or Requirements
• Inspect all glass panels for evidence of damage or lost integrity, and report findings to IPRL Research Leader/Biocontainment Manager.
• Obtain replacement panels of similar design (double-paned, tempered, gas-filled, impact-resistant glass panels)
• Work with IPRL Research Leader/Biocontainment Manager to implement protocols for completing work while assuring continued safe operations of the facility
• Reseal/recalk all exterior impact resistant windows, especially quarantine glasshouses, in IPRL Bldg 17.
• Adhere to ARS 242.1, state of Florida, and other applicable building codes. Replacement panes to meet or exceed Miami-Dade impact-resistance codes.

Deliverables or Delivery Schedule
• Contractor shall provide all labor and materials
• All work needs to be completed within 6-month time frame.
• Interior and exterior work spaces will be maintained in a safe and clean manner throughout the project.
• Strict quarantine protocols are required to permit facility to remain operational throughout project. Project may need to be phased (one or two glasshouses at a time) to facilitate operational activities.
• Supplies should be delivered to 3225 College Ave, Davie, FL 33314, POC: Dr. F. Allen Dray Jr.
or Lexa P. Greenley
Government-Furnished Equipment and Government-Furnished Information
• Government has two operational scissor lifts for interior use in the quarantine spaces.
Reporting Requirements
• All progress reports and other documents must be provided electronically
Travel
• This is a single jobsite, so no travel between sites is required.
Place of Performance
• All work must be performed on site at 3225 College Ave, Davie, FL 33314
Homeland Security Presidential Directive (HSPD)-12 (If applicable)
• When contract performance requires contractors to have routine physical access to a Federally-controlled facility and/or routine access to a Federally-controlled information system, indicate that all applicable contractor employees must go through the identity proofing and registration process, and must have been successfully identity proofed, and have a successfully adjudicated National Agency Check with (Written) Inquiries (NACI) or Office of Personnel Management (OPM)/National Security (NS) Background Investigation (BI) to serve on the contract.
Other Considerations:
• Contractor personnel must follow all applicable federal, state, and local safety precautions.
• All contractor personnel will be trained in biocontainment protocols by USDA staff prior to entering the quarantine spaces and will be expected to adhere to said protocols throughout the project. Violations will result in revocation of employee access privileges.
• Contractor employees will be restricted to workspaces only and may not travel through unrelated IPRL Bldg 17 offices, laboratories, hallways, etc. Thus, contractor must provide portable toilets for their employees use throughout the duration of the project.
