16. According to the fair wages page, electricians will be paid $53.15 per hour ($36.32 base + $4.54 & $12.29 fringe benefits). Here are my questions:

a. Will a Master Electrician be required to be on site during the install?

i. ANSWER: No. The contractor is required to perform the requirements in the SOW.

b. What are the hourly wages for a Journeyman, Apprentice and Helper?

i. ANSWER: See Dept. of Labor Wage and Hour Division for compliance with Davis-Bacon

1. https://www.dol.gov/agencies/whd/government-contracts/prevailing-wage-resource-book/db-compliance-principles

c. Where are the certified payrolls, once the project is completed, to be sent for verification and approval for final payment?

i. ANSWER: The Contracting Officer. Certified payroll instructions are discussed here https://www.dol.gov/agencies/whd/forms/wh347

17. According to the specs listed, Buy American Certificate, etc., we believe this requires the LED 4’ lamps and all others to have a BAA rating. But when discussed with all the contractors on site, most did not know this. In order for the bids to be apples to apples, we all need clarification. BAA certified lamps are 3 to 4 times the cost of a normal 4’ LED lamp you can buy at Lowes, Graybar, Grainger, or the local hardware store. We just need to know if the rating is required or that the standard 4’ LED lamp can be bid. Both types come with a 5 year warranty on the lamp. So my questions are:

a. Is the BAA rated LED lamp required?

i. ANSWER: The solicitation contains clause 52.225-9 Buy American-

Construction Materials and provision 52.225-10 Notice of Buy American Requirement-Construction Materials. (Alternate I)(May 2014). An attachment is provided will full text for both.

b. Would you like everyone to submit two bids, one with the rated lamps and one without?

i. ANSWER: As explained in 52.225-9 and 52..225-10, vendors may submit a comparison if there is a claim of unreasonable cost of domestic construction material.

c. If required, who will verify on site that the lamps being installed are the BAA rated lamps and not the cheaper lamp?

i. ANSWER: Administrative Officer

18. During our discussion, 4100 Kelvin lamps would be used to match what has already been installed. Is this correct?

a. ANSWER: 4000 Kelvin is acceptable

19. The 4’ LED lamp wattage was also discussed. The consensus was that the wattage needed to be between 14 and 17 watts to match or improve the lumen output of what is there presently. Is this correct or is there a specific wattage you are requesting?

a. ANSWER: 14 watt to 17 watt is acceptable

20. Will we be able to work after normal working hours?

a. ANSWER: It may be possible during the week

21. Will we be able to work weekends? Holidays?

a. ANSWER: No

22. Will the project manager have key access to most of the building?

a. ANSWER: Yes

23. Will you require a “death certificate” on the old lamps that are removed from the existing fixtures from a qualified EPA disposal site?

a. ANSWER: No
