About this file

This document is a Questions from Industry (Q&A) file for federal contract opportunity 1232SA26Q0412, dated as of 21 April 2026, containing 33 industry questions and corresponding government responses regarding the project scope, specifications, and implementation requirements.

The project involves replacement of two air handling units (AHU-4 and AHU-5) in a basement mechanical room of a 1960s federal building with a 180-day period of performance from Notice to Proceed. Key technical requirements include: extension of existing Siemens building automation system with Niagara Framework; grooved piping acceptable for all sizes; testing of new ductwork only within mechanical rooms; 3rd-party commissioning required with government-hired provider; phased work sequencing with AHU-4 and AHU-5 unable to have simultaneous outages; self-contained electrode steam humidifiers using potable water; UV-C germicidal emitters meeting minimum 820µW/cm² intensity at coil face and 500µW/cm² at furthest point; new 120V single-phase circuits for VAV boxes; and temporary areaway enclosure with daily locking. The project includes asbestos and lead abatement per AERO EH&S survey findings in Specification sections 02 82 00 and 02 83 00; however, no PCB-containing materials were identified. Equipment access routes proceed through areaways with confirmed structural adequacy for new AHU weights and dynamic loads. Work hours are Monday-Friday 7:30 AM–4:30 PM with after-hours/weekend utility cutover work included in base bid and pre-scheduled through the Location Monitor. Fire alarm integration requires duct smoke detectors compatible with existing NOTIFIER NFS2 3030 addressable panel with existing equipment reused. Existing chilled water and sprinkler systems have sufficient capacity without modifications; hard-copy sprinkler as-builts are available at NAL for viewing.
