This is a Performance Work Statement (PWS) for janitorial support services at the National Agricultural Library (NAL) located at 10301 Baltimore Avenue, Beltsville, Maryland. The NAL is one of four national libraries of the United States, housing over 3.5 million items, approximately 80 employees, and receiving approximately 10,000 visitors annually. The contractor shall provide all supervision, labor, supplies, materials, equipment including vehicles, and employee training necessary to maintain custodial services across approximately 185,700 square feet of the facility's 315,000 total square feet, including 35 restrooms. Services must be performed between 8:00 a.m. and 6:30 p.m., Monday through Friday, excluding federal holidays, with all work adhering to commercial standards and federal, state, and local laws. Performance evaluation will be based on results and customer satisfaction rather than frequency or method of performance.

Key service requirements include daily trash collection and removal, weekly mopping of non-carpeted floors, monthly buffing, daily carpet vacuuming using mandatory HEPA-filtered equipment, and daily restroom maintenance. Additional requirements performed three times weekly include elevator cleaning, dusting common areas, cleaning drinking fountains, stairway maintenance, spot cleaning of hallways and common areas, ceiling inspection for cobwebs, telephone area cleaning, light fixture cleaning, glass cleaning, blind and curtain cleaning, furniture and cabinet cleaning, and entrance area maintenance. The contractor must submit a cleaning frequency schedule prior to contract start and comply with special requirements for the 5th floor Special Collections area, which has distinct security and environmental protocols. The government will furnish electrical power, utilities, specific equipment including backpack vacuums and floor burnishers, office space, one government radio and phone, storage space, janitorial closets, and cleaning supplies for the Special Collections area. The contractor must supply all other materials, maintain Material Safety Data Sheets for hazardous products, use biodegradable and recycled products to the greatest extent possible, ensure all personnel wear uniforms with company identification and USDA-issued badges, and provide employee training on technical skills, customer service, and workplace safety. The contract anticipates one one-year base period with four one-year option periods, with potential occupancy levels increasing from current levels to 350 and potentially 500 occupants, allowing the contractor to restructure pricing accordingly.
