About this file
This is a Performance Work Statement (PWS) for janitorial and custodial support services at the National Agricultural Library (NAL) in Beltsville, Maryland. The NAL is one of four national libraries in the United States, housing over 3.5 million items with approximately 125 employees and 10,000 annual visitors. The contractor must provide all labor, supervision, supplies, materials, and equipment (except government-furnished items) to maintain custodial services across 185,700 square feet of the 315,000-square-foot facility, including 36 restrooms. Services are performed Monday through Friday, 8:00 a.m. to 6:30 p.m., excluding federal holidays, with performance evaluation based on customer satisfaction, inspections, and best trade practices rather than prescribed methods or frequencies.
Key performance requirements include daily trash collection and removal, restroom maintenance, and carpet vacuuming using mandatory HEPA-filtered equipment; weekly mopping and buffing of non-carpeted floors; monthly scrubbing of bathrooms and carpet shampooing; and yearly stripping and waxing of select floors. Miscellaneous cleaning tasks performed three times weekly include dusting, elevator cleaning, stairway maintenance, glass cleaning, and special attention to high-touch surfaces. Special Collections on the fifth floor requires three-times-weekly cleaning using only government-furnished supplies and equipment due to security and environmental constraints. The contractor must submit cleaning schedules to the Contracting Officer Representative (COR), maintain Material Safety Data Sheets for all hazardous products, use EPA-registered disinfectants effective against SARS-CoV-2, employ biodegradable products where possible, and ensure all contractor personnel wear uniforms and complete security clearance requirements. The government furnishes specific equipment including backpack vacuums, floor buffers, scrubbers, office space, one radio, one telephone, and supplies for the fifth-floor Special Collections area, while the contractor is responsible for replacement of defective contractor-provided equipment.
