About this file

This document is a Questions and Answers (Q&A) file for an Operations and Maintenance (O&M) contract solicitation for a USDA site. Key details include a one-year contract with no option years, covering janitorial services for a 90,000 sq/ft cleaning area and 2.2 acres of grounds maintenance. There is currently no existing O&M contract at the site, and the current janitorial staff are contractor personnel. The site visit is scheduled for August 27th, with questions due on August 28th and quote submissions expected by September 3rd. Potential offerors can submit current experience with at least 1 year of performance, and photos of equipment will be allowed during the site visit. The government will not extend solicitation dates, and no Initial Deficiency List (IDL) will be permitted; instead, deficiencies will be managed through a workorder system as specified in the Performance Work Statement (PWS).

Question 6: The equipment list appears to be inconclusive of all equipment that would be expected to be maintained for this project. Is there additional equipment that needs to be placed on the equipment list that the O&M will be responsible for?

Answer 6: The equipment list is inclusive (and not inconclusive). The PWS has the type of equipment to be serviced, PM’d and maintained. Every piece of equipment will not be specified by model as there are too many to list. Please determine with the specifications given and during the site visit.

Question 7: Will an IDL (Initial Deficiency List) be allowed to be submitted at the beginning of this contract?

Answer 7: No, an IDL will not be allowed to be submitted. Once awarded, any current and future deficiencies will be provided via the workorder system (as stated in the PWS).

Question 8: Is it correct that this is only a one year contract with no possibility of additional option years added to the contract?

Answer 8: Yes, this is only a one year contract without additional option years.

Question 9: The timing of the site visit on August 27th, submittal of questions on the August 28th and expected due date of the quote on September 3rd after the holiday leaves no time to formulate proper questions after the site visit or to contact any sub-contractors that are needed to perform on this contract. Will any of the dates after the site visit be adjusted to give offers time to provide a proper price submittal?

Answer 9: No, at this time there is no plan to extend dates.
