MEMORANDUM FOR ALL PROSPECTIVE QUOTERS

FROM: Connie Williams, Contracting Officer United States Department of Agriculture (USDA), Rural Development (RD)

SUBJECT: Establishment of Blanket Purchase Agreement (BPA) for Foreclosure Legal Services and Related Technical Support for the State of Florida

1. The United States Department of Agriculture, Rural Development proposes to establish multiple, Blanket Purchase Agreement(s) (BPA), for Foreclosure Legal Services and Related Technical Support for the State of Florida, for services/items listed in the attached Quote Schedule (Attachment 1). Your law firm may be interested in providing these services for the State of Florida. Please keep in mind, a BPA is not a binding contract, they are agreements, and as agreements, prices must be established prior to any orders being placed against the BPA. Additionally, since it is an agreement and not a contract, either party may choose to terminate an agreement provided a 30-day notification is given.

2. In addition to the Quote Schedule, please find attached general terms and conditions of a BPA (Attachment 2). You do not need to submit a signed copy of the Blanket Purchase Agreement with your quotation package. If you are selected, you will be given instructions on when to submit a signed copy. If you are interested in establishing a BPA with the USDA, RD, please complete and submit the Quote Schedule indicating any and all services/items your firm is ready, willing and able to provide, along with other documents required by the solicitation. Do not add any items to the list. Your prices should be as low or lower than those charged your most favored customers, including any discounts for prompt payment and delivery to the USDA, RD. The Government will establish multiple BPA’s for Foreclosure Legal Services and Related Technical Support for the State of Florida. Who is actually chosen for the agreement will be determined and based on best value to the government considering all the evaluation factors listed in the solicitation. I cannot stress enough to provide your best pricing terms. Furthermore, pricing for the initial year of the agreement shall not be revised unless authorized by a Contracting Officer.

3. Return the Quote Schedule (Attachment 1) with your pricing, along with other required documents as noted in the solicitation, to my attention no later than July 3, 2018, 2 pm, CT (CentralTime) as it is the Government’s intent to have BPA's in place and effective on or before July 30, 2018. If your company is selected to establish a BPA with the USDA, Rural Development, I will forward you additional information to complete. This information will include how calls are placed, as well as a list of individuals who are authorized to place calls for this proposed agreement.
