DESCRIPTION OF PROJECT

BACKGROUND

The USDA Headquarters (HQ) in Washington D.C. consists of two buildings – Whitten and South Buildings.

Whitten Building was constructed in 1905 and South Building built between 1930 and 1936. The two buildings are connected by bridges that span Independence Avenue. Both buildings are listed on the National Register of Historic Places.

The South Building is USDA’s largest office building. The South Building encompasses approximately 2.2 million gross square feet occupying two (2) city blocks between Independence Avenue and C Street and 12th and 14th Streets, SW. There are six (6) main floors, a Sub-Basement (Ground Level), a Basement, and an Attic. The South Building has seven (7) wings, connected by a north building section called the Headhouse and a south building section called the Tailhouse. Clustered at the ends of each of the seven (7) north-south oriented wings are elevators, stairs, toilets, telecom, and electrical closets. In between the wings are six (6) open courtyards for staff parking, excepting Court 4 which is for shipping and receiving. Courts 1, 2, and 3 have enclosed ramps which lead to the sub-basement level. The courtyards have side doors which allow access into or egress from the building wings. The building contains special spaces such as the main cafeteria above Court 2, a 478-seat auditorium, a TV studio and a training center in Court 5, a major data center at Wing 4 basement, and a retail zone in the Wing 3 sub-basement.

Approximately 33% of the South Building was modernized previously between 1998 and 2011. The Master Plan and the Modernization Concept Plans were completed circa 1995. The previous modernization phases were implemented through the design-bid-build process. Wing 3 modernization was completed in 2000, Wing 4 in 2003, the headhouse offices from Wing 3 through 5 in 2005, Mail Operations Center at Courtyard 4 in 2006, and Wing 5 in 2011. The design for the Tailhouse offices from Wing 3 through Wing 5 was completed in 2011; however, construction was not initiated due to insufficient funding.

Additional information on the South Building can be found in the USDA Facilities Management Division’s office, through the USDA and GSA websites and in the Appendices of this Program of Requirements document.

AECOM and its consultants have created drawing and specification documents (BD) for the modernization of wings 6 & 7; dated July 2, 2021. The drawing and specification documents provided are the project requirements for the modernization. Though the provided specifications and drawings provided may appear in some instances to be engineered solutions they are in fact only conceptual and cannot be relied upon as fully engineered solutions for any portion of the work. The Design-Build (D/B) contractor is responsible for fully developing the design drawings, details, and construction specifications. The drawing/sketches and details shown in the AECOM BD packages are Program requirement clarification only and not considered as final design package. The D/B contractor is responsible to propose innovative means and methods to achieve the full scope of the work in a reasonable time frame.

The Government intends to award the Wings 6 & 7 D/B modernization as one contract, but it is a phased project; Wing 7 design (final and stamped) and construction (partial) completed before the start of Wing 6 design and construction. Government will not allow the winning D/B contractor to proceed with the Wings 6 & 7 design and/or construction concurrently, except items like the Wing 6 equipment such as the air cooled chiller located in the Wing 7 attic space, transformer replacements etc. that may results in significant cost savings to Government, reduces occupant outages and needed to be completed simultaneously. The D/B contractor shall present these items in writing to the Contracting Officer (CO) for approval prior to proceeding with design and/or construction.

OBJECTIVES

The design and build shall meet the requirements in the provided Documents for Wings 6 and 7. These requirements are the minimum requirements. The drawings and sketches in these documents convey general conceptual ideas and shall not be construed as architectural and/or engineering design drawings.

Contractor is responsible to provide temporary space for their project management personnel and staging area. Part of the side walking along the C Street is possible temporary office and staging area, but they are subject to the approval of the District of Columbia (DC) government. DC permits and associated cost shall be responsible of the contractor. The temporary space shall not interfere with the traffic in and out of the USDA South Building courtyard entrances on the C Street side, and with the safety, health, and normal business of USDA employees as a whole. Contractor is responsible to protect and return the sidewalk to the pre-construction conditions.

It is the Government's objective that the South Building Wings 6 & 7 modernization have a minimum of 50-year useful operational life before a possible re-use/re-purpose or renovation requirement, to include normal sustainment, restoration, and modernization activities. Therefore, the design and construction shall provide an appropriate level of quality to ensure the continued use of the facility over that time period with the application of reasonable preventive maintenance and repairs that would be industry-acceptable to a major civilian sector project Owner.

The Contractor shall follow this ethos in selection of the quality of materials and methods that will yield the most appropriate type of construction meeting code and physical security requirements for the facility based on occupancy and usage. The design and construction of this project shall meet applicable Anti-Terrorism Force Protection (ATFP) and blast requirements.

The Government is required by Public Law 102-486, Executive Order 14008 Tackling the Climate Crisis at Home and Abroad, The Energy Policy Act of 2005 (EPAct), and Federal Regulations 10 CFR 435 to design and construct facilities in an energy-conserving manner while considering the life cycle cost of facilities. It is a project objective that sustainability and energy performance are addressed in the development of the building renovation design process and resulting documentation. The U.S. Green Building Council’s (USGBC) LEED (Leadership in Energy and Environmental Design) Green Building Rating System shall be used as the criteria for determination of the project’s compliance with sustainability standards.

The Government’s intent is to develop an inclusive and collaborative partnering relationship with the contractor to meet the objectives of the project within budget requirements that results in a project that reflects the quality of design, material finishes, and detailing consistent with a high- profile, “iconic” office facility, reflective of its function as the USDA Headquarters Building. The Senior Government and Senior Contractor Representative shall jointly host partnering sessions and determine the frequency of follow-on sessions. Partnering sessions shall be held at or near the project location. Participants shall be responsible for their own travel, lodging and meal expenses to attend these session(s).

Government requires all work to be completed prior to accepting the Contractor’s request to perform Substantial Completion Inspection. Government may consider Substantial

Completion Inspections (SCI) for work completed on a phased per floor basis. Final Inspection and Acceptance by Government will not be provided until the completion of all Work by Contractor. Phased SCIs per completed floor shall permit the Subcontractors to submit for payment less retention. This summary of the work is intended as a generic overall description of the Work and suggested phased occupancy.

SURVEY, DESIGN and BUILD The D/B contractor shall conduct an onsite survey to design the above-mentioned requirements; the D/B contractor shall then proceed with the design drawings and specifications for the project. Once the Design of Record (DOR) has submitted and sealed 95% design drawings and specifications for a segment of work it has been reviewed and approved by the government, the D/B contractor can request and be issued a limited notice to proceed with mobilization and construction on that segment of work. The D/B contractor shall continue with their effort to complete the final design build drawings and specifications as per the project schedule.
