About this file
This document is a solicitation amendment for a design-build modernization project at the USDA South Building in Washington DC. The amendment provides changes to the solicitation including allowing organizational charts to be presented on 11" x 17" paper, reducing the page limit for Factor 2 to no more than six pages, deleting the requirement for resumes under Factor 2.3, revising language under Factor 3, replacing the page listing attachments to renumber and rename the attachments, and answering questions submitted by the July 6 deadline. The response due date remains July 26, 2021. The project involves modernizing Wings 6 and 7 which are each approximately 150,000 square feet. Phase II documents will be provided to the three highest rated offerors and will include drawings, specifications, programs of requirements, and renderings.

7. Provides answers to all questions posted by the July 06, 2:00PM due date.
Following answers questions posted to date:
1. Based on the Solicitation published, the anticipated period of performance is stated to be 9/21/2021 to 11/09/2025. With the Phase 1 response due 7/15/2021, there is strong concern with the anticipated Phase 2 timeframe. Please clarify the Governments current into for Phase 2 release, Phase 2 response due, and Anticipated Award date. For a project of this scale and complexity, all Offerors will need adequate time to review the bridging documents to finalize the Phase 2 response.
ANSWER TO QUESTION # 1 USDA anticipates releasing the Phase II RFP on or about the middle of August 2021 with a deadline for Phase II responses 30 calendar days thereafter. The Anticipated Award date will be on or about the middle of October 2021.
2. Will the Government allow for a 2 week extension in order to allow enough time to create a more complete response and factoring the timeframes it takes to receive PPQs?
ANSWER TO QUESTION # 2 Refer to posted Amendment # 0001 dated June 29, 2021, extending the due date for Phase I responses to Monday July 26, 2021 2:00 PM (EST).
3. Will the Government allow a 1 week extension for questions to be asked (with the understanding of a
Phase 1 response extension)?
ANSWER TO QUESTION # 3 Refer to posted Amendment # 0001 dated June 29, 2021, extending the due date for questions to July 6, 2021 2:00PM (EST).
4. General: A complete Phase I technical proposal is required. Would the government consider extending the submission deadline to around 07/24, to provide interested firms with the customary 30 days (from solicitation issuance) to respond?
ANSWER TO QUESTION # 4 Refer to ANSWER TO QUESTION # 2.
5. [Page 59 of 81] Factor 2 MANAGEMENT ORGANIZATION (TEAM ORGANIZATION & KEY PERSONNEL) (1 and 2): Both sections 1 and 2 of Factor 2 require descriptions of subcontractor management. Would the government consider omitting this requirement from the chart (section 2)?
ANSWER TO QUESTION # 5 No.
6. [Page 60 of 81] Factor 2.3 Key personnel: Field key personnel, such as superintendents, safety managers, and quality control managers are not typically selected until the Phase II stage, at which point an award date can be better anticipated. Would the government consider omitting these positions in favor of key design personnel, which can be anticipated at the Phase I stage?
ANSWER TO QUESTION # 6 Amendment # 0002 revises Factor 2 and deletes paragraph 2.3.
7. [Page 60 of 81] Factor 2.3 Key personnel: Can the government confirm that resumes are not required for the Key Personnel section, and that instead, the government is looking to confirm personnel identity and availability only?
ANSWER TO QUESTION # 7 See language in Amendment # 0002 and refer to ANSWER TO
QUESTION # 6.
8. [Page 61 of 81] Factor 3 SPECIALIZED EXPERIENCE: Projects must be relevant in scope, size, magnitude, and complexity. Can the government confirm the size and magnitude standards required for relevant projects?
ANSWER TO QUESTION # 8 The size of Wings 6 & 7 is approximately 150,000 sf each. The magnitude of this project is as described in the RFP. Relevant projects are projects of similar size and magnitude to Wings 6 & 7.
9. [Page 64 of 81] Factor 4 PAST PERFORMANCE OF DESIGN-BUILD CONTRACTS: Bullet point 1 notes design/build and design/bid/build projects in excess of $60M. This Factor requires design/build past performance. Must projects submitted in this Factor be design/build projects, or may they be design/bid/build projects?
ANSWER TO QUESTION # 9 Offerors may submit design/bid/build projects; however, preference be given to design/build projects over design/bid/build projects.
10. Page 61 of the RFP states, “Incorporating or highlighting the information requested under paragraphs 1) through 10), below into the six (6) project examples[…] Failure to address paragraphs 1) through 10) below may result in an incomplete submission and rejection of offer.” The owner has only provided paragraphs 1 through 9. Please confirm there are only nine required paragraphs to address or update the list to include the 10th item.
ANSWER TO QUESTION # 10 See language in Amendment # 0002. Confirmed - only nine (9) paragraphs to address.
11. Page 63 of the RFP indicates that Factor 3 Specialized Experience will be given a rating of High Confidence, Some Confidence, or Low Confidence that the, “vendor understands the requirement, proposes a sound approach, and will be successful in performing the contract.” This evaluation appears to be related to a Management or Technical Approach rather than descriptions of the contractor’s specialized experience. The evaluation criteria for Factor 4 seems to be more appropriate. Please review these criteria and advise.
ANSWER TO QUESTION # 11 Technical Confidence Ratings are the ratings that will be utilized.
12. Factor 4 is defined as “Past Performance on Design-Build Contracts” and page 64 states “The offer shall provide the Offeror’s assigned performance evaluations for the submitted projects that demonstrate the Offeror’s performance on recent and relative Design-Build projects.” However, the first bullet on page 64 states “Design-Build and/or Design-Bid Build Projects in excess of $60M.” Please confirm that projects submitted under Factor 4 may only be design-build projects.
ANSWER TO QUESTION # 12 Refer to ANSWER TO QUESTION # 9.
13. Please confirm that the offeror is allowed to expand and modify Attachments 1, 2, and 3 to provide the details needed for evaluators to verify the relevance and similarity of the submitted projects to the USDA Wings 6 & 7 project.
ANSWER TO QUESTION # 13 Offerors shall only use the pdfs / word documents provided as attachments and may not edit them; however, add all the relevant information in the fillable fields which are expandable.
14. Page 57 states that proposals shall be written in “portrait mode on letter size paper; except charts and matrices may be displayed in landscape mode.” Please confirm the Organizational Chart can be provided on size 11” x 17” landscape paper.
ANSWER TO QUESTION # 14 See language in Amendment # 0002. Yes, the Organizational Chart may be provided on size 11” x 17” landscape paper.
15. [Page 56 of 81] In the phase 2 evaluation process, is price weighed heavier than all other factors combined? Ie is the final award based on primarily evaluation of low price?
ANSWER TO QUESTION # 15 Refer to Page 56 of 81, paragraph E. Basis of Award.
16. What level of design/engineering bridging documents will be provided in phase 2?
ANSWER TO QUESTION # 16 General details about the design are provided beginning of Page 12 of 81 – additional information will be provided during Phase II.
17. Page No. 59 / Factor 2 - Management Organization / Request for Information/Clarification - Please provide if there is a page limit to the Factor 2 Management Organization.
ANSWER TO QUESTION # 17 See language in Amendment # 0002. Factor 2 shall consist of no more than five (5) pages long for Paragraph 1 CONTRACT TEAM ORGANIZATION – and – a one (1) page for paragraph 2 ORGANIZATIONAL CHART for a total of no more than six (6) pages.
18. Page No. 61-65 / Factor 3 - Specialized Experience and Factor 4 - Past Performance of Design-Build
Contracts. / Request for Information/Clarification - Please confirm that the project experience sheets provided in Factor 3 are not the same as the project experience sheets to be provided in Factor 4.
ANSWER TO QUESTION # 18 See Page 68 of 81 has been replaced as part of Amendment # 0002 and the Past Experience form provided in reference in Factor 4 has been deleted. The form referenced in Factor 4 has been changed as indicated in Amendment # 0002.
19. Page No. 64 / Factor 4 - Past Performance of Design-Build Contracts / Request for Information /
Clarification - Page 65 states that Offerors may use PPQs filled out previously without having them re-accomplished for this specific solicitation. Can CPARS past performance information be provided for completed projects in lieu of PPQs?
ANSWER TO QUESTION # 19 No. Offerors should provide completed PPQs. Separately, the government may review CPARS and any other sources of information for evaluating Past Performance for the proposed team members.
20. Page No. 11 / General Instruction / Request for Information/Clarification - Please confirm that affiliate experience can be allowed provided meaningful involvement is provided.
ANSWER TO QUESTION # 20 Yes, as long as it meets the requirements in Paragraph 4 on Page 11 of 81.
