12314421Q0023_0001_Attachment 1 Questions and Answers
The following are questions submitted by vendors with corresponding answers
Question 1: Is this a follow-on requirement to any work performed currently or in the past, or will this be a new requirement?
Answer 1: This is a competed follow-on requirement.
Question 2: Can you please provide the most recent contract or task order number?
Answer 2: AG-3144-C-15-0023
Question 3: On page 31 of the Solicitation under Evaluation Factor 1 - Prior Experience, subfactor 4 states: “Offeror shall submit at least one example but no more than three examples of when the offeror provided consistent and continuous updated to course material based upon changes to Federal laws and regulations.” – QUESTION: Do you only want to see 3 items that are updated, or do you mean updates for three topics (with some specific examples under each topic) such as: 1) updates due to federal benefits and tax law changes; 2) updates due to regulation changes; 3) updates to TSP or 401(k) ?
Answer 3: The intended purpose of this evaluation factor is to determine if the vendor has updated their course material to match requirements due to external changes. Any or all of these examples could provide such information. It is up to the offeror to determine how much information and how many examples (up to 3) they wish to provide.
Question 4: On page 6 of the Solicitation it states: “POST-AWARD/PRE-PERFORMANCE CONFERENCE: A pre-performance conference shall be scheduled by and held at the office issuing this RFQ prior to the commencement of any work under the contract which will be awarded as a result of this solicitation and offer. The Contractor or his duly authorized representative shall be required to attend the pre-performance conference.” – QUESTION: Can this conference be attended virtually or will contractor need to plan for travel?
Answer 4: Any meetings held will be virtual.
Question 5: On page 4 of the Performance Work Statement (PWS) under 3.0 Technical Requirements / Tasks, it states:
“The vendor must supply the following self-paced, eLearning course content for the following topics:
• Financial Planning, Retirement and TSP Courses for early, mid, and late career Federal employees
- Minimum 3 civilian courses for FERS and CSRS (1 course per career stage)
- Minimum 3 civilian courses for FERS Special and CSRS Special (1 course per career stage)” Question: Can you clarify this for CSRS and CSRS Special? These retirement systems don’t have early- or mid-career employees, so you should just need Late-Career courses for these retirement systems. (Since 1987, all new employees have been enrolled in FERS or FERS Special.)
12314421Q0023_0001_Attachment 1 Questions and Answers
Answer 5: Offeror shall provide one course per applicable career stage. CSRS and CSRS Special will only require late-career courses.
Question 6: On page 7 of the Solicitation, it states: “The offeror shall submit the example of experience(s) as a .pdf file not exceeding 25 pages in total for all Prior Experience subfactors combined.
The Government will not consider for evaluation any pages received exceeding the limit previously stated. The example of experience(s) shall be submitted as a separate file from the price response.”
QUESTION: The “Executed Combined Synopsis/ Solicitation Documents” are to be included in Volume I along with the Prior Experience. Can those documents be additional pages beyond the 25 pages for Prior Experience?
Answer 6: In accordance with the synopsis/solicitation – “the quotes will be broken into two parts: Prior Experience (Volume I) and Executed Combined Synopsis/ Solicitation Documents – Price (Volume II).”
Executed Combined Synopsis/ Solicitation Documents in Volume I:
(3) Offeror shall submit Representations from FAR 52.204-2(d) and FAR 52.204-26, (see attachment 4)
(4) Offeror shall submit representations and certifications from FAR 52.213-3, enclosed herein.
(5) Any exceptions/assumptions to the terms and conditions of this combined synopsis/solicitation package shall be identified on a separate page within volume 1.
Volume II is the price schedule documents and are not included in the Volume I page count.

The Price Schedule shows “Base Period (05/01/21-04/30/22)” with successive years beginning on May 1. QUESTION: Should we change the dates on the price schedule to begin May 15?
Answer 7: The correct period of performance for the solicitation is currently beginning May 15. Please use this date when submitting your response. An updated price schedule has been provided.
