Question & Answers

2018 National Agriculture Imagery Program (NAIP) Page 1 of 4

1. Question

When are Past Performance Questionnaires (PPQ) due?

Answer

References must submit electronically a completed PPQ on or before 5:00pm Mountain Standard Time/7:00pm Eastern Standard Time, Thursday, May 10, 2018 directly* to the Contract Specialist:tracy.jackson@ftc.usda.gov.

2. Question

Can PPQs be completed by Aerial Photography Field Office (APFO)?

Yes

3. Question

Can vendors confirm the receipt of PPQ’s submitted by references?

Yes, vendors can email on or before 5:00pm Mountain Standard Time/7:00pm Eastern Standard Time, Thursday, May 10, 2018 to Contract Specialist:

tracy.jackson@ftc.usda.gov to confirm which PPQ’s have been submitted on their behalf.

4. Question

Who should complete the PPQs?

If the person wasn’t in a position to accurately judge the firm in comparison to the contract we aren’t interested in hearing from them.

The government only requires a PPQ to be completed by a person in a position of knowledge and authority to report on a firm’s scope and quality of performance. This would be a CO, COR, Project Manager or someone in a similar position

5. Question

On page 51 of RFP, if the USDA determines the vendor being evaluated was involved in drafting or supporting the drafting of a customer’s response in any manner, the past performance relating to the questionnaire will be excluded from consideration.

Answer

No, unfortunately the Government doesn’t want to open the door for any vendor involvement. The only acceptable involvement with the Government/Commercial client is to provide the PPQ for completion along with the Statement of Work. Instead ensure it is clear in your past performance write-up. If the two were widely incongruent we will follow up with the customer.

6. Question Are vendors able to use a single-award IDIQ/BPA (and its awarded calls/task orders) as one of our past performances?

Answer

Yes, vendors may use a single award BPA or IDIQ with awarded BPA calls/ IDIQ task orders as one of their Past Performances.

7. Question

Is a vendor required to submit five (PPQs)/project summaries?

Vendors can submit up to five (PPQs)/Past Performance summaries.

8. Question

How many Past Performance Summaries are required?

Answer

Past Performance Summaries should align with how many PPQ’s are submitted by Government/Commercial clients.

To ease the burden on the Government/Commercial client providing the questionnaire, is it acceptable to assist in providing the administrative details requested in the project summaries.
