M.3 CRITERIA FOR EVALUATING PROPOSALS

The technical evaluation factors has been revised with the addition of technical Factor 4 Biobased Product Purchasing.

The Government will evaluate each Offeror’s proposals for merit and the ability to satisfy the objectives of the acquisition based on the evaluation criteria outlined below. The Government intends to award without discussions, but if discussions become necessary, they will be accomplished in accordance with FAR 15. All proposals shall be subject to evaluation by a team of Government personnel. An objective technical evaluation will be performed based solely on the information furnished and not on previous knowledge or associations.

Offer Compliance: Offers will be reviewed for timeliness. If the offer is received after the closing date and time, the offer may not be evaluated. Offers will be reviewed for compliance to the solicitation. If the offer is not compliant to the solicitation it will not be evaluated, and the offeror will be notified.

The technical evaluation factors consist of the Technical Approach Narrative and Past Performance Experience, and Biobased Product Purchasing.

1. Factor 1 Price For evaluation purposes, the evaluated price will be the combined total of Base and Option. The Government will evaluate the Offerors proposed price for reasonableness and realism.

2. Factor 2 Technical Approach Narrative The evaluation will assess the technical merits and relative risk associated with the likelihood of success in executing requirements.

3. Factor 3 Past Performance Experience The evaluation will be based on the offeror’s capability and capacity to meet the contract requirements, based on past contract performance. Past performance will be assessed based on references provided to the procurement office. If no references are provided and there is no known past performance with the procurement office, the offeror will be given a neutral rating.

4. Factor 4 Biobased Product Purchasing This evaluation will be based on the offeror’s identification of all biobased products to be acquired, used, and installed in the performance of the contract and based on prior experience in specifying, purchasing, using, and installing biobased products.

The offeror shall document past performance by providing a list for all relevant contracts over the past three years involving the specification, purchase, and/or use of biobased products.
