RFIs Received with Responses
A total of sixty-nine (69) RFIs were received on this project.
Please note, if the submitted RFI was asking the same, similar question, as another submitted RFI, only one RFI was addressed on the topic.
RFI #1: How far out from the buildings do we need to remove trees/ bushes?
Government Response: The contractor shall maintain a distance of 30 feet between the building and the outer limit of disturbance. That means the contractor shall not extend beyond 30 feet of the building during demolition. The contractor shall notify the CO and COR at any time should this become an issue.
RFI #2: At Bldg. 166-A, Are the 4 silo’s empty?
Government Response: There are no significant amount of material in them. However, the mechanical unloaders are still in the bottom of them so there could still be residual material in the bottom of the silos.
RFI #3: What was in the silo’s?
Government Response: Stored in the silo’s were haylage and corn silage.
RFI #4: Do you have any Drawings or sketches to show were the utilities need to be cut/cap?
Government Response: Maps of each building showing the existing utilities are attached. See Attachment 12 Location of Utilities.
RFI #5: Any idea how deep the utilities are?
Government Response: The depth of utility lines vary that depends on the type of utility.
RFI#6: The owner will need to have the eclectic capped.
Government Response: The SOW states “All utilities outside the building (plumbing, mechanical, water service, gas service, steam lines, waste sewer line, and electrical service) shall be turned off by the government. The government will turn the water valves/steam valves off at the building support termination.” The Contractor is responsible for the capping at the point of distribution on the lines after coordination with COR. All outages are to be coordinated with the COR seven (7) days in advance. All lines are to be abandoned in place.
RFI #7: Is the owner removing anything that’s in the buildings at this time?
Government Response: The owner of the buildings, BARC, has removed everything of interest from the buildings with the exception of the shoring post (porch post/pier) that is to be salvage in terms with the contract.
RFI #8: CLIN 0005 – Option 3, Salvage Material Processing - 018 shoring post.
Are the shoring post what we need to salvage? How many are there?
Government Response: The shoring post (porch post/pier) is the only item that is required to be salvaged in this project. The porch post quantity is one. See Attachment 1 SOW, page 4 of 11 Reclamation.
RFI #9: Wage Determination No.2015-4281, last revision – 07/22/2024 *This wage does not list any rate for equipment or Haz-Mat Handler* Is there a wage-rate we need to use for equipment operators (Excavators, Bobcats)?
Is there a wage-rate we need to use for Hazardous Material Handlers for Asbestos, Lead?
Government Response: Davis-Bacon Act Wage Determination #MD20240106 is being added as Attachment 13 WD MD20240106, Highway, dated 01/05/2024 to address covered construction work under this project.
RFI#10: In the front of Bldg. 050, There is a concrete box with vents on-top. Is this part of the Demolition? What is it used for? Is there any connection to bldg.050?
Government Response: The vents are for the steam lines connected to building 050. This is to be included in the demo work of the building.
RFI #11: The SF 1449, block 8 indicates offers are due at 1700 ET. Section L (page 47) indicates proposals are due by 11:00 am ET. Can the government clarify what time the proposal submission is due?
Government Response: The Offerors due time identified in Section L, AGAR 452.215-71, is incorrect. This should match the time stated in block 8 of the SF1449, 1700, unless amended.
The due date and time for receipt of proposals has been revised, See Amendment 0001.
RFI #12: Section L (page 48), paragraph (4), item (a) states, “1 copy of the completed, signed offer (Sections A through K of the solicitation package).” However, paragraph L.3 Proposal Submission requires only the submission of the SF1449, Amendments and completed Representations and Certifications (Section K) from the solicitation. Are offerors required to submit all pages of Sections A-K, or only those pages that require fill-ins?
Government Response: Providing only the pages of the solicitation that require fill-ins should be submitted as part of the submitted proposal package.
RFI #13: Section M (page 57), Factor 5 – Sustainable Product Usage states, “The evaluation will include a review of the list of products submitted, Certification, and Operation Plan.” However, Section L, Factor 5 – Sustainable Product Use (page 51) does not specify any requirements for an Operation Plan. Can the government please clarify what "Operation Plan" should be submitted to satisfy the Factor 5 evaluation criteria?
Government Response: In Section M - Evaluation Factors for Award, paragraph M.2. Criteria for Evaluating Proposals under Factor 5 – Sustainable Product Usage, the words “Certification, and Operation Plan” have been removed as a requirement for this Factor.
RFI #14: Section L, Factor 5 – Sustainable Product Use (page 51) requires offerors to “Identify the biobased products to be purchased and used under this contract.” in addition to providing prior experience and past performance involving USDA-designated biobased products. However, Section L (pages 53 and 54) lists eight sustainable product categories.
Can the government please clarify if proposal responses are required to address all eight sustainable product categories, or should proposal responses be limited to only include the biobased products?
Government Response: Proposal shall identify any biobased products to be purchased and used this contract. In any of the eight categories, multiple categories are permitted but not required.
RFI #15: Section L, Factor 3 – Key Personnel Experience (page 50) states “The resumes must clearly show experience in managing similar size renovation projects at an active research facility.” Furthermore, Section L Factor 3 – Key Personnel Experience (page 56) states, “The evaluation will access the experience of key personnel in managing similar size renovation projects at an active research facility.” Given the description of work provided in Section C, these key personnel requirements do not seem relevant to the scope of work.
Can the government please confirm that proposed key personnel are NOT required to show experience managing renovation projects in an active research facility?
Government Response: Section L.3 Instructions for the Preparation of Proposals, Technical Proposal, Factor 3 – Key Personnel Experience has been revised. The resumes must clearly show experience in managing similar size demolition project.
RFI #16: Is a post construction Survey/GIS required?
Government Response: No
RFI #17: Will PE Engineered Demolition Plans be required.
Government Response: No, USDA does not require submission of engineered demolition plans, but the contractor must show that demolition is undertaken in a safe manner.
RFI #18: Who shall be responsible for locating and marking utilities?
Government Response: The BARC has a contracted locating service for in house utilities, Miss Utility of Maryland, will be contacted for locating of not owned or serviced by BARC. Marking of the gas utility will be accomplished by Miss Utility of Maryland. Coordination with the COR is required at least 10 calendar days to have the service organized.
RFI #19: Drawings for Buildings 050, 085A, and 1100 were provided in the solicitation, however there were no drawings for any other building included. Are there drawings available for the remaining Buildings that can be provided?
Government Response: There are no additional drawings of other buildings.
RFI #20: No MDE permitting requirements were addressed in the solicitation documents.
Total disturbances will far exceed the threshold for not requiring MDE involvement, design, and permits. Please advise.
Government Response: Large demolition projects in Maryland do require MDE permits, a stormwater prevention plan and NPDES permit is required for construction activities that disturb greater than 1 acre of land. This project will require a SWPPP. Also, this project will require an erosion and sediment control plan.
The MDE requirements since this work includes buildings with Asbestos is as followed, Prior to removing regulated asbestos-containing materials, written notification must be submitted to MDE (10 working days in advance for projects subject to the NESHAP).
Prior to the demolition of any regulated facility, whether asbestos is present or not, written notification must be submitted to MDE at least 10 working days in advance to the COR.
These requirements should all be included and completed by the contractor as well as any other state or federal requirements.
RFI #21: For clarification purposes, please confirm the “shoring post” listed as Option 3 in the price schedule is the same item at the “porch pier” as described and pictured on page 4 of the SOW.
Government Response: The shoring post referenced in the SOW for building 018 is the same as the porch post/pier, for Option 3 in the Price Schedule.
RFI #22: SOW specifies lead paint to be remediated prior to demolition. Typically, this would be handled through TCLP testing and disposed of as standard waste if below the total limits. Please advise.
Government Response: Attachment 5 HAZMAT Surveys 14 Buildings dated 05 August 2024 to the solicitation should be reviewed for the total limits. The contractor should follow all federal and state regulations in disposal of lead-based paint as well as any hazardous waste generated in building demo.
RFI #23: Please confirm BARC water will be permitted for uses during demolition at no cost to the contractor, through use of a BFP connected to local fire hydrants.
Government Response: There are functional hydrants near 009 and 050 and possibly some of the others to be determined later. Most of the sites do not have nearby functioning hydrants, the contractor will have to move water from the functioning hydrants identified by the COR to the job sites. Reasonable quantities as per FAR clause 52.236-14 Availability and Use of Utility Services. Coordination of use is required for fire safety of campus with a seven (7) day advance request to the COR.
RFI #24: Please confirm that the period of performance will be extended upon execution of the bid options?
Government Response: Options 1-3 will be awarded as a group. Upon the exercising of Options 1-3, the contract period of performance end date will be extended 365 calendar days. The work in the Options shall be performed concurrently with the Base during the contract period of performance. The entire work shall be ready for use no later than 545 calendar days.
RFI #25: Is it acceptable to use our teaming partner’s past performance?
Government Response: Past performance is that of the prime, the Offeror, on the proposal submission. If the Offeror is registered in SAM as a Joint Venture, then past performance will be acceptable from both or one of the companies in the joint venture.
RFI #26: Will the government allow projects completed seven (7) years ago to be used as past performance in lieu of the five (5) year requirement listed to demonstrate past performance?
Government Response: Past performance will only be reviewed on work completed on projects in the last five (5) years.
RFI #27: Please confirm the NAICS 238910, $19M size standard requirement, as this is a significant scope for firms meeting that size standard requirement.
Government Response: The NAICS chosen for this is based on the work in this project. NAICS 238910 Site Preparation Contractors is for contractors primarily engaged in demolition work.
RFI #28: Please confirm if any specific phasing will be required for the project, or if the contractor can proceed with abatement and demolition in the order that they see fit, subject to approval of the Contracting Officer and/or their representative(s). Additionally, please confirm that Contractor may only demolish one building at a time.
Government Response: There is no order for the demo work, but the contractors demo phasing/order must be approved before work starts. Demo work can be performed concurrently at multiple sites.
RFI #29: Please confirm the building foundation types and thicknesses and/or provide any available as-built data from the structures that were not previously provided within the Solicitation Attachments.
Government Response: All available documents have been provided in the solicitation package.
RFI #30: Please confirm that the Government’s right to make claim of valued salvaged materials applies to only single items valued over $500.00 or discontinued items and does not apply to the construction debris, scrap (i.e. miscellaneous piping, structural steel/aluminum, etc.), etc. resulting from demolition (not deconstruction) activities, as only the front porch pier at Building 18.
Government Response: Correct.
RFI #31: Please confirm that the Contractor must develop a site plan and design the erosion and sediment control in order to obtain an MDE Stormwater permit.
Government Response: Correct.
RFI #32: Please confirm if the NRHP has been consulted during the development of this SOW and if they have any special requirements (i.e. permits) pertaining to the demolition.
Government Response: All consultation has been conducted and documentation accepted as required by the National Historic Preservation Act, Section 106. The contractor, its work, and all materials must remain within 30 feet of each building footprint as established as the Limit of Disturbance (LOD) in #10 of the Contractor Requirements / Technical Requirements in Attachment 1 (page 8). This is to conform to the requirements in the Programmatic Agreement regarding archaeology.
RFI #33: Please confirm all incoming utilities to each building for coordination purposes regarding the extent of demolition/cut and capping required.
Government Response: Maps of each building showing the existing utilities are attached. See Attachment 12 Location of Utilities.
RFI #34: Please confirm the thickness of the concrete superstructure of Building 041.
Government Response: Available reference materials were provided with the solicitation package. The contractor is responsible for verifying existing conditions.
RFI #35: Please confirm if the vaults/manholes/structures (with exhaust fans on top) immediately adjacent Building 050 are to be demolished, what comprises them, and what utilities they are served by, as they do not appear on the as-built documents for this building.
Government Response: These are the vents for the steam lines connected to building 050. The vents are to be included in the demolition of the building.
