TO
CONSTRUCT FOUR CONCRETE PADS AT BUILDINGS
010A, 006 AND 1320

STATEMENT OF WORK
PROJECT LOCATION: Various locations, Beltsville Agricultural Research Center (BARC), Beltsville, Maryland.
I. GENERAL
This project is for providing four concrete pads for four walk-in coolers. The concrete pads to be installed are for the Beltsville Agricultural Research Center (BARC) in Beltsville, Maryland.
II. PROJECT DESCRIPTION
The contractor shall provide all necessary services, labor, equipment and materials to complete the scope of work as outlined below, including Construction Contract Administration. The work includes, but is not limited to, the following:
A. Concrete Pads:
1. Prepare sites for four (4) concrete pads. Each pad shall be 30’ X 10’ X 6” in area.
2. The contractor shall remove four 30’ X 10’ sq. ft. areas of asphalt in the areas shown below.
3. The contractor shall remove and dispose of government property, all items indicated as to be removed. Such items become the property of the contractor and shall be loaded, transported per applicable DOT regulations, and disposed of at approved landfills.
4. The contractor shall control the dirt from entering the adjacent building workspaces, storm water inlets, drain. The contractor shall remove and discard all debris off site at an approved land fill. The contractor shall not at any time use the USDA, ARS, BARC Waste Disposal System such as trash can nor dumpsters to discard project debris.
5. The contractor shall supply required materials and compact the existing soil to 95% compaction. Then supply and install a 4 Mil. Vapor Barrier, 4” of CR6 stone and a 3,500 psi 6” thick concrete pad with steel reinforcing. The concrete pad shall be 30’ x 10’and 6” thick.
6. Steel woven wire to be used for concrete reinforcement. No. 3 rebar laid in a 12- inch square pattern shall be an acceptable alternative to woven wire.
7. Total installation of 1200 SF of new reinforced concrete pads, each pad 300 SF each, textured finish.
8. The contractor shall construct a 3’ wide step centered at the entrance to each walk-in.
9. Twelve (12) bollards with covers shall be provided and installed at locations identified in the photographs below.
10. Minimum strength of all concrete shall be 3,500 PSI.
11. Final surface of concrete shall have a broom finish surface.
12. Water from the facility shall be available for the contractor's use.
B. Warranty:
1. The contractor shall provide a one year warranty on labor.
2. The Contractor shall warranty that all provided materials are new, non-refurbished, and free from defects. The contractor shall warranty workmanship for a period of one year from date of final acceptance by owner.
III. PERIOD OF PERFORMANCE:
All Bidders are hereby notified that time is of the essence for the completion of all work. Contractor shall employ all necessary resources to ensure all work is substantially completed within 60 calendar days following the Notice-to-Proceed. Any changes to the approved construction schedule shall be submitted for review not less than 5 days ahead of schedule.
IV. COORDINATION WITH OWNER:
| A. | Full owner occupancy: owner will occupy site and adjacent building(s) during entire construction period. Cooperate with owner during construction operations to minimize conflicts and facilitate owner and occupant usage. Perform the work so as not to interfere with Owner's day-to-day operations. Maintain all existing pedestrian and vehicle exits. |
| B. | Staging and Storage Areas: The Contractor is allowed to utilize a limited portion of the area to be coordinated with the COR. The Contractor shall protect all roadways from damage caused by their equipment and shall repair or pay for the repair of any damaged roads, curbs and sidewalks. The Contractor shall be responsible for all security of his equipment and materials. The Contractor shall be responsible for complying with all OSHA standards for the safe storage of equipment and materials, including the safe handling of flammable liquids under 29 CFR 1926.152(a). |
| C. | Utility Mark-Up: The contractor shall coordinate with the COR to contact miss utility and have USDA utilities marked. |
V. WORK RESTRICTIONS:
| A. | General: Comply with limitations concerning the use of public streets and with other requirements of authorities having jurisdiction. |
| B. | On-Site Work Hours: The facility is open from 7:30 a.m. to 4:00 p.m., coordinate working hour limitations with the COR at the pre-construction conference or during construction. |
| C. | Existing Utility Interruptions: Do not interrupt utilities serving occupied facilities or others unless permitted under the following conditions and then only after providing temporary utility services according to requirements indicated: |
1. Notify COR not less than three business days in advance of proposed utility interruptions.
2. Obtain COR’s written permission before proceeding with utility interruptions.
D. Noise, Vibration, and Odors: Coordinate operations that may result in high levels of noise and vibration, odors, or other disruption to facility.
1. Notify COR not less than three business days in advance of proposed disruptive operations.
2. Obtain COR's written permission before proceeding with disruptive operations.
E. Contractor is permitted to use the sanitation facilities. A badge will be distributed that will allow contractor to enter nearby buildings to use sanitation facilities.
F. Smoking is not permitted anywhere on the project site.
G. Controlled Substances: Use of tobacco products and other controlled substances on Project site is not permitted.
| H. | Work shall be performed in strict accordance with all terms, conditions, specifications, schedules and drawings. Performance shall be in accordance with the requirements, conditions, terms and representations contained in this solicitation, any pertinent OSHA Occupational and Safety regulations, and any State and/or local regulations, laws and codes. |
| I. | The Contractor shall at all times keep the work area and adjoining areas free from accumulation of excess materials, except in areas that have been approved for stockpiling removed materials. At the completion of the Work, the Contractor shall remove all waste materials and rubbish from the project site as well as all equipment. |
Three concrete pads shall be constructed in the areas outlined by the red rectangles.
Here is the location of the forth concrete pad.
NOTE: THE CONTRACTOR SHALL NOTIFY THE GOVERNMENT TECHNICAL REPRESENTATIVE ON 301-440-9930 AT LEAST 24 HOURS BEFORE ANY DELIVERY IS SCHEDULED.
General:
A. Staging: All supplies and materials for this contract shall be delivered in the work area specified by the COR.
B. Scheduling: The total contract period shall be 60 calendar days from receipt of Notice To Proceed (NTP). A period of 10 calendar days shall be allotted for the submittal, review, re-submittal process.
C. Submittals: The contractor shall submit the manufacturer’s technical data sheets for the list of items within 10 calendar days of receipt of NTP. Each submittal shall be attached to a Submittal Transmittal Form (enclosed), signed by the Contractor, and delivered to the COR and CO. Provide an email copy of the submittal to the CO & COR. Any submittals requiring samples shall only be submitted to the COR.
D. O&M Manuals: The contractor shall provide electronic copies of bound operation and maintenance manuals to include manufacturer’s technical data sheets.
E. Coordination: The contractor shall coordinate with the COR, with adequate advance notice, all deliveries.
F. Guaranty and Warranty: All contracted work shall be guaranteed by the contractor for a period of one (1) year all parts and labor from the date of final acceptance against defective materials. Upon receipt of notice from the Government of failure of part or parts of the guaranteed materials during the warranty period, the affected materials shall be replaced within 48 hours with new materials by and at the expense of the contractor. ALL WARRANTIES SHALL BE TURNED OVER TO THE COR PRIOR TO FINAL INVOICING.
