LIMITED ASBESTOS AND LEAD PAINT SURVEY REPORT
USDA Eastern Region Research Center (ERRC)
Wyndmoor, Pennsylvania Terracon Project No. J8217165
August 3, 2021
1.0 INTRODUCTION
Terracon conducted a limited asbestos and lead paint survey of the roof and attic area utilized for mechanical equipment of the building located at 600 East Mermaid Lane in Wyndmoor, Pennsylvania. The survey was conducted on June 25, 2021 by Terracon’s Ms. Amanda Ege in accordance with Terracon’s proposal number PJ8217165 dated June 15, 2021. Interior building components and the roof were surveyed and homogeneous areas of suspect asbestos-containing materials (ACM) and lead paint (LP) were visually identified and documented. Although reasonable effort was made to survey accessible suspect materials, additional suspect but un-sampled materials could be located in walls, in voids, below the ground or in other concealed areas. Suspect ACM samples were collected in general accordance with the sampling protocols outlined in EPA regulation 40 CFR 763 (Asbestos Hazard Emergency Response Act, AHERA). Asbestos samples were delivered to an accredited laboratory for analysis. Suspect ACM samples were analyzed by Polarized Light Microscopy. An X-ray fluorescence (XRF) analyzer to measure the lead content of various painted components throughout the building.
2.0 BUILDING DESCRIPTION
For the purpose of this survey, the site consists only of the roof and attic area utilized for mechanical equipment of the building located at 600 East Mermaid Lane. It is Terracon’s understanding that the roof was not included in this survey and did not include the roof membrane or other roofing materials. . It is our understanding that repairs associated with a previous roof leak are proposed in these areas.
3.0 FIELD ACTIVITIES - ASBESTOS
The survey was conducted by Ms. Amanda M. Ege, a Commonwealth of Pennsylvania licensed asbestos inspector. A copy of Ms. Ege’s asbestos inspector certification is attached as Appendix D. The survey was conducted in general accordance with the sample collection protocols established in USEPA 40 CFR Part 763 Subpart E 763.86, AHERA. A summary of survey activities is provided below.

3.1 Visual Assessment
Survey activities were initiated with visual observation of the accessible areas of the roof and attic area utilized for mechanical equipment to identify homogeneous areas of suspect ACM. A homogeneous area (HA) consists of building materials that appear similar throughout in terms of color and texture with consideration given to the date of application.
3.2 Physical Assessment
A physical assessment of each homogeneous area (HA) of suspect ACM was conducted to assess the friability and condition of the materials. A friable material is defined by the USEPA as a material which can be crumbled, pulverized or reduced to powder by hand pressure when dry.
Friability was assessed by physically touching suspect materials.
3.3 Sample Collection
Based on results of the visual observation, bulk samples of suspect ACM were collected in general accordance with USEPA AHERA sampling protocols. Samples of suspect materials were collected from randomly selected locations in each homogeneous area. Bulk samples were collected using wet methods as applicable to reduce the potential for fiber release. Samples were placed in sealable containers and labeled with unique sample numbers using an indelible marker.
The selection of sample locations and frequency of sampling were based on Terracon’s observations and the assumption that like materials in the same area are homogeneous in content.
Terracon collected a total of 15 bulk samples from five (5) homogeneous areas of suspect ACM.
3.4 Sample Analysis
Bulk samples were submitted under chain of custody to EMSL Analytical, Inc. of Plymouth Meeting, Pennsylvania for analysis by PLM with dispersion staining techniques per USEPA methodology 600/R-93/116. The percentage of asbestos, where applicable, was determined by microscopic visual estimation. EMSL Analytical, Inc. (EMSL) is accredited under the National Voluntary Laboratory Accreditation Program (NVLAP), accreditation number 200699-0.
4.0 REGULATORY OVERVIEW - ASBESTOS
The asbestos NESHAP (40 CFR Part 61, Subpart M) regulates asbestos fiber emissions and asbestos waste disposal practices. The asbestos NESHAP regulation also requires the identification and classification of existing ACM according to friability prior to demolition or

Responsive ■ Resourceful ■ Reliable 3 renovation activity. Friable ACM is a material containing more than 1% asbestos that, when dry, can be crumbled, pulverized or reduced to powder by hand pressure. All friable ACM is considered as a regulated asbestos-containing material (RACM).
The asbestos NESHAP regulation classifies ACM as either RACM, Category I non-friable ACM or Category II non-friable ACM. RACM includes all friable ACM, along with Category I and Category II non-friable ACM that has become friable, will be or has been subjected to sanding, grinding, cutting or abrading, or ACM that has a high probability of becoming or has become crumbled, pulverized, or reduced to powder in the course of renovation or demolition activity.
Category I non-friable ACM are exclusively asbestos-containing packings, gaskets, resilient floor coverings, resilient floor covering mastics and asphalt roofing products that contain more than 1% asbestos. Category II non-friable ACM are all other non-friable materials other than Category I non-friable ACM that contain more than 1% asbestos. Category II non-friable ACM generally includes but is not limited to cementitious material such as: cement pipes, cement siding, cement panels, glazing, mortar and grouts.
In the Commonwealth of Pennsylvania, the federal NESHAP regulation has been delegated to the Pennsylvania Department of Environmental Protection (PADEP) air quality program. NESHAP pre-renovation and pre-demolition notifications (where >160 square feet/260 linear feet of any ACM are removed) must be submitted to the PADEP at least 10 business days prior to project commencement. Please note that demolition of any structure, which is defined as removal of a load-bearing member, requires a 10-day notification even when no asbestos is present.
In the Commonwealth of Pennsylvania, asbestos abatement activities are also regulated by the Pennsylvania Department of Labor and Industry (PADL&I). The PADL&I requires notifications at least five (5) working days prior to the commencement of asbestos abatement activities for asbestos renovations, demolitions or encapsulation of friable materials (RACM) on indoor projects. Asbestos abatement must be performed by a Pennsylvania-licensed Asbestos Abatement Contractor using a Pennsylvania-accredited Asbestos Contractor/Supervisor and Pennsylvania-accredited workers. Project Designs, if obtained, must be prepared by a Pennsylvania-accredited Asbestos Project Designer. Third-party air monitoring during abatement, if conducted, must be performed by a Pennsylvania-accredited Asbestos Inspector.
The United States Occupational Safety and Health Administration (USOSHA) asbestos standard for construction (29 CFR 1926.1101) regulates workplace exposure to asbestos. The USOSHA standard requires that employee exposure to airborne asbestos must not exceed 0.1 fibers per cubic centimeter of air (0.1 f/cc) as an eight-hour time weighted average (TWA) and not exceed
1.0 fibers per cubic centimeter of air (1.0 f/cc) over a 30-minute time period known as an excursion limit (EL). The TWA and EL are known as USOSHA’s asbestos permissible exposure limits (PELs). The USOSHA standard classifies construction and maintenance activities which could disturb ACM and specifies work practices and precautions which employers must follow when engaging in each class of regulated work.

5.0 FINDINGS AND RECOMMENDATIONS - ASBESTOS
Asbestos (5% chrysotile) was detected by laboratory analysis and determined to be present in the black window caulk located on the exterior windows on the roof (approximately 100 lf).
Asbestos (5% chrysotile) was detected by laboratory analysis and determined to be present in the grey window caulk located on the exterior windows on the roof (approximately 200 lf)
Asbestos (10% chrysotile) was detected by laboratory analysis and determined to be present in the light grey window caulk located on the exterior windows on the roof (approximately 200 sf).
Asbestos (3-4% chrysotile) was detected by laboratory analysis and determined to be present in the window glazing located on the interior windows within the attic area (approximately 350 lf).
If any additional materials not sampled as part of this survey are later revealed during the course of renovation activities, work should immediately cease until the material is sampled by an accredited asbestos inspector and laboratory analysis can confirm or deny asbestos-content.
An asbestos survey sample summary is included in Appendix A. Laboratory analytical reports are included as Appendix C. Photos are included of identified ACMs in Appendix E.
6.0 FIELD ACTIVITIES – LEAD PAINT
The survey was conducted on June 25, 2021 by Commonwealth of Pennsylvania accredited Lead Inspector Ms. Amanda Ege (License #005611). A summary of survey activities is provided below.
6.1 Visual observation
Our survey activities began with visual observation of areas to identify apparent unique combinations of suspect lead paint (LP). A unique combination of paint is based on paint color, building component and substrate. Assessment was conducted throughout visually accessible interior areas of the first floor and basement levels of the site building.
6.2 Visual Assessment
A visual assessment of each unique combination of suspect LP was conducted to assess the condition of the paint. The condition of the paint was documented to be either intact, top layer failure, multiple layer failure and/or substrate failure.

Responsive ■ Resourceful ■ Reliable 5
6.3 Sample Analysis
Based on results of the visual observation, Terracon performed a limited lead-based paint (LBP) measurements utilizing an X-ray fluorescence (XRF) analyzer to measure the lead content of painted components.
7.0 REGULATORY OVERVIEW – LEAD PAINT
Lead is regulated by the EPA, PADEP, and OSHA. The EPA lead use, removal, and disposal, and OSHA regulates lead exposure to workers. The EPA defines LBP as paint, varnish, stain, or other applied coating that contains lead equal to or greater than 1.0 mg/cm2, 5,000 mg/Kg, or 0.5% by dry weight (%wt) as determined by laboratory analysis. For the purpose of the OSHA lead standard, lead includes metallic lead, all inorganic lead compounds, and organic lead soaps.
A synopsis of the OSHA regulations (29 CFR 1926.62) and the applicability are as follows:
The OSHA Interim Lead Standard for Construction (29 CFR 1926.62) applies to all construction work where an employee may be occupationally exposed to lead. All work related to construction, alteration, or repair (including painting and decorating) is included. The lead-in-construction standard applies to any detectable concentration of lead in paint, as even small concentrations of lead can result in unacceptable employee exposures depending upon on the method of removal and other workplace conditions. Under this standard, construction includes, but is not limited to, the following:
n Demolition or salvage of structures where lead or materials containing lead are present n Removal or encapsulation of materials containing lead n New construction, alteration, repair, or renovation of structures, substrates, or portions containing lead, or materials containing lead n Installation of products containing lead n Lead contamination/emergency clean-up n Transportation, disposal, storage, or containment of lead or materials containing lead on the site or location at which construction activities are performed n Maintenance operations associated with construction activities described above
8.0 FINDINGS AND RECOMMENDATIONS – LEAD PAINT
All suspect LP samples analyzed had concentrations above the 1.0 mg/cm2 standard (the minimum concentration to be considered LP); therefore, the samples do qualify as lead paint.
OHSA also regulates lead in any quantifiable amount for employee exposures. This should be brought to the attention of contractors who may disturb that paint for OSHA compliance purposes.
A lead paint sample summary is included in Appendix B.

9.0 LIMITATIONS/GENERAL COMMENTS
In addition to limitations discussed in other sections of this report, Terracon did not perform sampling requiring demolition or destructive activities such as knocking holes in walls, dismantling of equipment or removal of protective coverings. Reasonable efforts to access suspect materials within known areas of restricted access (e.g., crawl spaces) were made; however, confined spaces or areas which may pose a health or safety risk to Terracon personnel were not sampled.
Sampling did not include suspect materials which could not be safely reached with available ladders/man-lifts. Terracon typically investigated for flooring beneath carpeting by lifting small corner sections of carpet in safely accessible areas. If tiles were seen, they have been identified in the report. If tiles were not seen at corners under the carpet, it does not imply that there are no tiles beneath the carpeted floor. Terracon sampled accessible flooring materials and did conduct destructive investigation on floors to identify multi-layered tile/underlayment systems, concealed paper, vapor barriers, or floor tiles/mastics under wood floor systems. Terracon did not conduct destructive investigation of doors in the building to determine if the doors were insulated for fire-rating purposes.
This survey was conducted in a manner consistent with the level of care and skill ordinarily exercised by members of the profession currently practicing under similar conditions in the same locale. The results, findings, conclusions and recommendations expressed in this report are based on conditions observed during our survey of the office building. The information contained in this report is relevant to the date on which this survey was performed and should not be relied upon to represent conditions at a later date.
If a future renovation or demolition project will have an impact on any of the above-referenced hazardous material items, please be aware that they will need to be addressed and planned for accordingly applicable federal, state, and local regulations.
This report has been prepared on behalf of and exclusively for use by The Johnson-McAdams Firm PA for specific application to their project as discussed. This report is not a bidding document. Contractors or consultants reviewing this report must draw their own conclusions regarding further investigation or remediation deemed necessary. Terracon does not warrant the work of regulatory agencies, laboratories or other third parties supplying information which may have been used in the preparation of this report. No warranty, express or implied is made.
