Solicitation: 1224H820R0003

Date: 19 August 2020

AMENDMENT 01:

QUESTIONS AND ANSWERS:

1. QUESTION: I have not seen any Q/A posted. Do you have any from other vendors so far?

RESPONSE: Reference the solicitation and any posted amendments.

2. QUESTION: Do you have the culvert footer elevations for both culverts? Please provide.

RESPONSE: Reference sheet C-01 for the Mudlick Run Culvert and C-03 for the Unnamed Tributary for Mudlick Run.

3. QUESTION: Do you know the logistics for the log structures? Is the expectation to have those logs delivered from another location or can we use trees in the construction area?

RESPONSE: It is anticipated that trees/rootwads will be available onsite and placed at direction of Forest Service Representative at time of installation.

4. QUESTION: Do you plan on extending the due date for quotes?

RESPONSE: Monitor the solicitation and any applicable amendments for changes.

5. QUESTION: I am looking at the bid sheet you show 30000 sy of milling 5" deep but you don't have enough blacktop for that amount of area. Also it's not shown where you want milling or dimensions can you clarify ?

RESPONSE: Attached is the amended bid sheet.

6. QUESTION: Another question besides the milling quantities, you call out FB1 asphalt this is an old design that the plants do not make should it be superpave mix design ?

RESPONSE: Superpave is an acceptable asphalt mix design. If appropriate, other asphalt mixes will be considered. Material Specifications listed in PennDot Publication 408, Section 400 may be substituted if requested by the contractor and approved by Contracting Officer.

7. QUESTION: Contract time is to be – 9/1/2020 to 4/30/2021, correct?

RESPONSE: The intent is to award by 9/1/2020. If the project is not awarded then the contract will be extended proportionally out.

8. QUESTION: Are B-1, B-2 and B-3 Projects all going to be completed by the contractor the job is awarded to, or is there a chance that the government may eliminate one or two of them?

RESPONSE: The intent is to award one project. Proposals must include pricing for all line items to be considered for award.

9. QUESTION: On drawing AOP-02 STA 130+00 G-02 / Construction Notes #3 – This indicates the backfill material must be approved by the CO and must contain no particles larger then 3”. Is it considered that the excavated material is suitable for reuse as backfill?

RESPONSE: This is contingent on the condition of the material being excavated. If the material is deemed suitable then it can be used as backfill. Material suitability will be determined by Forest Service.

10. QUESTION: Where is the project waste area located?

RESPONSE: The Government will indicate waste location. Location will be within reasonable proximity to project site.

11. QUESTION: Are the E & S plan and features at the waste area the contractors responsibility?

RESPONSE: Yes.

12. QUESTION: It appears that the required layback excavation and embankment are not included in the pay items. Are the layback excavation / embankment incidental to the structure excavation / backfill?

RESPONSE: It is incidental and shall be considered contract quantity.

13. QUESTION: Are any of the aggregates required to be limestone?

RESPONSE: No.

14. QUESTION: Footings – are cast in place or precast footings both acceptable for use?

RESPONSE: Either method is acceptable. Contractor should state which method that they intend on using.

15. QUESTION: If cast in place footings are used at design elevations and they are still not sitting on bedrock, is the geocell foundation required under them ?

RESPONSE: Yes

16. QUESTION: Geocell – the plans specify 2A material to fill the cells. Typically a #57 or #8 clean stone is used due to compaction problems on top of geocell. Please clarify geocell fill material required.

RESPONSE: Contractor shall follow manufacturers installation recommendations.

17. QUESTION: Where is the proposed access to install the log barrier on AOP-02 SAT 130+00 C-01?

RESPONSE: Access will be determined at time of construction

18. QUESTION: Are Hemlock logs suitable for use on log barriers?

RESPONSE: Hemlock and/or hardwood trees will be a suitable substitution

19. QUESTION: On AOP-01 SAT 116+45, the existing 18” x 74’ pipe is shown as save and reset. Is the bedding material included in item #30210?

RESPONSE: Yes.

20. QUESTION: Could you please clarify the material requirements for items 30201 and 30204, should both items be PA2A?

RESPONSE: PA2A is an appropriate substitution. If contractor chooses they may request a variance.

21. QUESTION: It appears that the US Forest Service would like the road reconstructed as they have items for subbase and base aggregates. If this is so, then it would require to add an excavation item for the removal of the existing material.

RESPONSE: Line item 30316, roadway reconditioning added. Quantities updated to reflect roadway reconditioning. See attached amendment.

22. QUESTION: The milling item is shown to be 30,000 sy but based on the limits shown that should be 2,690 sy. Please advise.

RESPONSE: See Response to Question #5 above.

23. QUESTION: Is there a pre bid meeting for the FR 262 project? I didn’t see anywhere in there where it said there was one?

RESPONSE: Reference Contractor Note #2 under the schedule of items and solicitation provision, 52.236-27 Site Visit (Construction) (FEB 1995).

24. QUESTION: I see this project is a small business only project but we’d like to quote materials, etc to contractors that are eligible to bid. Could you provide me with a planholders list?

RESPONSE: The plans are posted with the solicitation so there is not such a list.
