Total Amount
Item 11B -Economite Area
Both Manual Foliar and Cut Surface Herbicide Application – Within Forested Stands

High Rate of Infestation: area is greater than 50% infested by target NNIP species - canopy cover or stem counts.

Treatments entail a mixture of foliar and cut surface treatments within treatment area, percentage of each greater than 50% across the area.

· This treatment area was machine masticated/hand cut during the growing season of 2018.

· Most target plants are less than 3 feet in height, there are some cut surface treatments needed (plants> 5 feet).

· Contract boundary is flagged with orange “Invasive Species” flagging and is boundary to be followed versus the map boundary.

· Acre calculations are rounded up to the next whole acre.

· There are several mowed lanes within this treatment area that allow access to a high clearance truck or ATV/UTV to the majority of the treatment area.

· Work is Monday through Friday. Weekend work will be negotiated on an as needed basis. The contract area is heavily used by recreationist throughout the year.

· Species include but not limited to: multiflora rose, privet, Japanese barberry, non-native honeysuckle, oriental bittersweet, goutweed.

· Period of performance for this item is: Treatments must be completed by September 1, 2019.

Item 12B - FR385

Both Manual Foliar and Cut Surface Herbicide Application – Along Roads or Motorized Trails -

High Rate of Infestation: area is greater than 50% infested by target NNIP species - canopy cover or stem counts.

· All vegetation along FR385 was brush cut with a boom mower March 22, 2019 approximately 15 feet from the road edge.

· Treatment of target plants along FR385 includes the area brush cut and an additional 10 feet not cut, for a treatment area of 25 feet from the road edge from both sides of FR385.

· The majority of target plants includes, but not limited to glossy buckthorn (Frangula alnus), which will grow several inches during one growing season.

· Contract boundary is flagged with orange “Invasive Species” flagging and is boundary to be followed versus the map boundary.

· Acre calculations are rounded up to the next whole acre.

· Period of performance for this item is: July 15, 2019 – September 1, 2019.

Item 12B - Beaver Meadows
Both Manual Foliar and Cut Surface Herbicide Application – Along Roads or Motorized Trails -

High Rate of Infestation: area is greater than 50% infested by target NNIP species - canopy cover or stem counts.

· Percent of infestation by woody target plants is sparse (<10% within treatment area), however, Japanese stiltgrass, being an annual grass it is uncertain how dense it will be during treatment, so this area is considered as a high rate of infestation throughout.

· This treatment area is a 50 foot buffer off of the edge of the access roads within a recreational area.

· The majority of woody target plants include multiflora rose, autumn olive and Morrow’s honeysuckle, herbaceous species include Japanese stiltgrass; other target species maybe present, but are not known at this time.

· Contract boundary is flagged with orange “Invasive Species” flagging and is boundary to be followed versus the map boundary.

· Acre calculations are rounded up to the next whole acre.

· Period of performance for this item is: after the Japanese stiltgrass has adequate growth but has not flowered – approximately: June 1, 2019 through July 15, 2019 – site conditions will dictate when treatments can begin on stiltgrass, other species can be treated after full-leaf out.

Task Order 1 TOTAL

Additional Contractor Notes:

Time of Performance: Performance period for items may vary depending on Item number and site conditions and will be listed/negotiated in task order. However, treatment for most species and sites will commence when plants are in full leaf-out (unless cutting only or cut-surface treatments are being conducted during dormant season), for most species targeted for treatment under this contract this may be as early as May 15 and no later than September 1. If surrounding herbaceous vegetation is impeding the view/ability to conduct treatment, that site may be deferred until conditions improve via mutual agreement between Contractor and the Forest Service. The period of contract performance begins after signing of contract and shall remain in effect until September 30, 2023. However, once treatment begins on a site it typically is completed within that particular growing season.

1. A pre-work meeting is mandatory for each task order and will be scheduled on a mutually agreed upon date, time and location.

2. Contractor shall designate in writing one person on the job to act as the Project Supervisor, representing the contractor in all contractual matters that require prompt attention. This person should be familiar with all equipment being used, contract requirements and shall attend any pre-work meetings. The project supervisor will notify the COR at least one week before beginning work, items to be discussed include but are not limited to: logistics, equipment use, daily plans and schedules.

3. Prior approval for ATV/UTV use is required if they are going to be used for work under this contract. Request should be submitted two weeks prior to the desired use date and include year, make, model, primary color, insurance company, number and expiration, registration state, number and expiration date. Use is only authorized on Forest Service administered lands.

4. Herbicide spills: The Contractor must have a safety and a spill prevention and clean-up plan approved by the Forest Service prior to beginning work.

Option year pricing –The Forest Service has not estimated figures of the actual quantities it will need for each item for the out-years at this time. Indicate the percentage increase you want to apply to your prices for each option year (for non-wage expenses only). The percentage indicated will be applied to each line item on the schedule for each option year. (i.e: if your base year price for item 1A is $250 per acre and you have indicated your first year increase would be 2%, then your first option year price for that item would be $255 ($250 x 1.02). If your second option year price increase is 2%, then your second year price for that item would be $260.10 ($255 x 1.02)). This percentage should not include expected increases to the Service Contract Act wage rates. These will be factored in by contract modification prior to award of an option year task order.
