PERFORMANCE WORK STATEMENT

FOR

Honeywell Intrusion Detection Systems (IDS)

1 SCOPE

This Performance Work Statement (PWS) defines the effort required for the purchase of one (1) Honeywell Intrusion Detection System (IDS) in accordance with the provided equipment list, to include Design, Installation, Performance Verification, and Training in Building 229, Room 118, at Robins Air Force Base. Building 229 currently has an IDS system installed and this IDS system for room 118 must be able to interlink with the system already in place. Contractor shall ensure the IDS system for room 118 is tied into currently installed system. See attached drawings for quantities and location of badge readers, sensors, keypad, and radio.

2 REQUIREMENTS

2.1 General

The Contractor shall provide to the Government Point of Contact (GPOC) the date that the Installation, Performance Verification, and Training will begin within five (5) business days of delivery. The Contractor shall be responsible for ensuring all services, parts and components provided under this contract are in accordance with (IAW) the terms and conditions outlined in this PWS.

2.2 Item Description

402 SWEG requires design, purchase, installation, and testing of one (1) Honeywell Intrusion Detection Systems (IDS). This requirement shall have the following:

· One (1) Honeywell Intrusion Detection System (IDS).

· Contractor shall provide the design drawings for the IDS systems to the GPOC for approval no later than 14 calendar days after contract award (CDRL A001).

· Contractor shall Deliver all hardware no less than three days prior to installation.

· Contractor shall provide installation in accordance with UL 2050, extent 3. Installation of IDS (server, badge readers, software, etc.) shall be in accordance with manufacturer’s guidelines.

· System components for IDS shall be on the Air Force Non-Nuclear CMD List.

· Contractor shall provide Performance Verification-Acceptable Testing of all installed systems. Contractor shall verify functionality prior to formal acceptance test by Robins AFB Alarm Shop.

· Contractor shall provide operator level training for four (4) security personnel for a minimum of four (4) hours to ensure proficiency in accomplishing basic administrative functions.

· Upon completion of training, the Contractor shall provide proof of certification and training NLT 5 calendar days after completion of training. (CDRL A002)

· Period of performance shall be 11 Dec 2025 thru 10 Dec 2026

· Delivery time frame is 180 Days After Receipt of Order (ARO)

· Delivery address is 280 Byron St BLDG 229C, Robins AFB, GA 31098-1607

2.3 Contractor Requirements

· The contractor shall deliver one (1) Honeywell Intrusion Detection System.

· The contractor shall provide Design, Delivery, Offloading, Installation, Performance Verification/ Acceptable Testing, and Training.

· The Contractor shall make all necessary adjustments to the one (1) Honeywell Intrusion Detection Systems (IDS), until the item is fully operational in accordance with (IAW) the Original Equipment Manufacturer (OEM) specifications and to what is stated in this Performance Work Statement (PWS). The contractor shall provide a plan for corrective action if system fails to pass acceptance test within 72 business hours.

· The Contractor shall be CRZH-listed and provide a UL 2050 letter for the installed system with proposal.

· The Contractor shall be a U.S. company using U.S. citizens.

2.3.1 IDS System Requirements IAW ICD 705 Tech Specs v1.5.1:

· IDS installation related components and monitoring stations shall comply with Underwriters Laboratories (UL) Standard for National Industrial Security Systems for the Protection of Classified Material, UL 2050.

· System components for IDS must be on the Air Force Non-Nuclear CMD List. Installation shall comply with an Extent 3 installation as referenced in UL 2050.

· Systems require UL 2050 certification letter from installer.

· Areas of a SCIF/SAPF through which reasonable access could be gained shall be protected by IDS consisting of UL 639 listed motion sensors and UL 634 listed High Security Switches that meet UL Level II requirements.

2.4 Installation

2.4.1 The Contractor shall be responsible for equipment delivery to Building 229 Room 118 facility at Robins AFB, GA. The Contractor shall be responsible for offloading equipment and moving equipment to installation area in Building 229. The government will provide power to the area that the Honeywell (IDS) will be installed. The contractor shall be responsible for moving the Honeywell (IDS) to the work area and installing in place according to Government Point of Contact (GPOC). The contractor shall be responsible for running the necessary cabling throughout the facility to ensure the IDS systems and components are properly communicating. The installed products shall be a complete and usable system upon installation and further acceptance. Contractor shall be responsible for ensuring all IDS components and cabling connects to all door hardware to operate doors, where applicable. Contractor shall be responsible for removing, modifying, and/or changing any door hardware required to install and connect the IDS components.

2.4.2 The government will provide power for one (1) Honeywell Intrusion Detection Systems (IDS). Equipment power shall be connected by the contractor. Contractor is responsible for final connections of equipment to government supplied utilities. Utility connections needed shall be established at or shortly after award, with government to provide within 20’ of site for hard wired equipment. The contractor shall be responsible for modifications needed to ensure systems are properly installed. Modifications include, but are not limited to, door penetrations, additional conduit, and gaps between components. All modifications shall be made in accordance with Robins AFB standards.

2.5 Special Qualifications

· Contactor shall be qualified to install Access Control and Intrusion Detection Systems. Contractor shall be a UL 2050 and Honeywell certified installer.

· Installation and testing within the U.S. shall be performed by U.S. companies using U.S. citizens.

· All system components and elements shall be installed in accordance with requirements of ICD 705 Technical Specifications (current version), UL 2050, and manufacturer’s instructions and standards.

2.6 Performance Verification/Acceptance Testing

After installation, the contractor shall demonstrate that Honeywell Intrusion Detection Systems (IDS) meets or exceeds all OEM specifications and the requirements listed in sections 2.2 and 2.3 of this PWS. Contractor shall be present for entirety of acceptance testing. The length of time for Acceptance testing shall not exceed three (3) days.

2.6.1 Training: The contractor shall provide training on-site Robins Air Force Base for 402 SWEG personnel. Training shall be specified in the contractor’s proposal.

2.6.2 Hours of Operation: The Contractor shall perform the work required under this contract during the following days and hours: Monday through Friday, 0600 -1400. If work hours are required outside the hours stated, the Contractor shall contact the Government POC for approval from the CO. Upon approval from the CO, the SME or GPOC will escort Contractor personnel at all times.

2.6.3 These dates and hours exclude Federal Holidays, base closures due to inclement weather, and furlough days, as applicable.

4 ON BASE REQUIREMENTS

4.1 Housekeeping

Housekeeping shall be conducted according to the requirements in OSHA Standard 29 CFR 1910.141. CLEAN AS YOU GO will be enforced. Refuse, trash, and debris will be collected daily and not left on site to prevent hazards during high winds and inclement weather.

4.2 PEDESTRIAN CROSSWALKS

All contractor personnel are required to use the closest crosswalk, or traffic-controlled intersection when crossing the road. Pedestrians must look both ways to ensure the coast is clear before stepping out into the crosswalk. Pedestrians DO NOT have the right of way unless they are already in the crosswalk. Contractor vehicle operators have the same responsibilities as pedestrians, to share the road and mutually observe and yield to pedestrians.

4.3 Foreign Object Damage (FOD) and Dropped Object Prevention

Contractor personnel who work in or travel though areas near operational and production aircraft, engines, munitions, missiles, drones, space systems, support equipment, Aerospace Ground Equipment (AGE), trainers, and the Contactor personnel operating vehicles and equipment on flight lines, runways, taxiways, parking ramps, and in aircraft hangers and maintenance areas are required to receive the FOD/DOP training and to comply with AFI 36-2650, AFMC Supplement 1, paragraph 9.2., and A4.4.4. (Initial)/A4.4.5. (Refresher). The Contractor and Contractor personnel shall acknowledge the FOD/DOP training either by viewing the Digital Versatile Disc (DVD) provided by the GPOC or the You Tube site, http://www.youtube.com/watch?v=tYcbodjFPnM.

4.3.1 The Contract Manager shall provide written certification to the GPOC for each employee within ten (10) business days after the contract award date. The certification shall have the title of the training, the name of the person who received the training, and the date of the training. The Contractor shall also ensure all new employees view the FOD/DOP training and provide written certification of training to the GPOC prior to the employees starting work in the OC-ALC shops. Every 36 Months, the Contractor and Contractor personnel shall be required to review the FOD/DOP training and to provide written certification to the GPOC.

4.4 Tool Control and Accountability: N/A

4.5 ELECTRICAL

Contractor shall comply with the standards in 29 CFR 1910 Subpart S, 29 CFR 1926 Subpart K, DAFMAN 91-203 Air Force Occupational Safety, Fire and Health Standards, 24 April 2023, Chap 8, Electrical Safety and NFPA 70/70E. All electrical wiring must be IAW National Electrical Codes (NEC) 70/70E. Electrical wiring and equipment shall be a type listed by UL or another recognized listing agent. Contractor’s Safety Plan shall also address:

- Selection and use of work practices

- Training (basic electrical safety knowledge)

- Use of equipment (handling, visual inspection, rating of equipment)

- GFCI Protection for outside contractor drops and wet/damp areas

- Arc Flash

4.6 Privately Owned Motor Vehicles (POV)

Contractor personnel shall comply with the directives pertaining to operation of POVs on Robins AFB per AFMAN 31-116, in its entirety, “Motor Vehicle Traffic Supervision”. The Contractor shall comply with Robins AFBI 24-302, in its entirety for the operation of POVs within Robins AFB.

4.7 Visitors Pass

The Contractor shall contact the Government POC seven (7) business days before arriving on Robins AFB in order to make arrangements for Visitors Passes. The Government POC will assign a sponsor for the Contractor from within the organization. The Contractor and the sponsor shall arrange to meet at Pass and Registration, Building 219 at the Robins Gate. The Contractor shall provide two (2) forms of identification, one of which shall be a picture ID, vehicle registration, and proof of insurance to the 78th SFS. The 78th SFS will provide an AF Form 75, Visitors Pass, which will be valid for up to thirty (30) calendar days.

4.8 Foreign Nationals

The Contractor shall notify the Government POC before sending a Foreign National representative to perform services. Special rules apply for foreign nationals visiting a US Government facility.

4.9 Safety and Health on Government Installations

While performing work under this contract on a Government installation, the Contractor shall comply with federal, state and local regulations, and AFI 91-203, “Air Force Consolidated Occupational Safety Instruction”, as established by this contract and Appendix C. The Contractor shall notify the CO, Government POC, and Government Contract Administrator (CA) within one (1) business day of any injuries that occur to contractor personnel while they are on the installation. The Contractor shall notify the CO, Government POC, and Government CA within one (1) business day of damage to Government property or equipment during the execution of the contract.

4.10 Emergency Procedures

The Contractor personnel shall follow the direction of the Government personnel with regard to emergency procedures, such as fire, tornado, active shooter, bomb threats, or other emergency. It is the responsibility of the Contractor to provide guidance and to establish procedures for its employees to respond to an emergency. It is the Contractor’s responsibility to account for their employees following an emergency evacuation. The Contractor personnel shall participate with the Government personnel in all fire and tornado drills at no additional cost to the Government.
