About this file
This is a Sole-Source Determination Memo for the Oregon Department of Human Services (ODHS) Office of Developmental Disabilities Services (ODDS) to purchase and distribute Stored Value Cards as compensation and incentives for individual and family member participation in ODDS listening sessions, focus groups, committees, and other events throughout Oregon. The prospective contractor, Families and Communities Together (FACT Oregon), will perform this work under an initial 2-year contract with the option to extend up to 5 years or $150,000, whichever occurs first. ODHS previously conducted three formal solicitations for these services but received no proposals. FACT Oregon is currently providing these services under a direct award contract below the small procurement threshold, and ODHS wishes to continue the services on a longer-term basis without appearing to fragment the contract award. The sole source justification cites the efficient utilization of existing goods and services requiring compatible solutions from a single source.
The estimated total contract value is $150,000. Protests are due within seven calendar days after the initial posting on OregonBuys. ODHS reserves the right to purchase additional services from the contractor up to a period of five years or up to $150,000, whichever occurs first.
