Reconnaissance is subsidiary to application and will not be paid for as a separate element of the project work.
Calibration and Characterization
Contractor shall ensure that each aircraft spray system is properly calibrated and characterized, for the formulation to be used, prior to use of the aircraft spray system in actual spraying operations under this contract.
The objective of calibration and characterization is to ensure that spray formulations will be accurately discharged from aircraft application equipment to achieve the specified droplet sizes, rates per acre, and effective swath widths. During characterization, a deposition standard of 20 or more droplets per square centimeter will be used to determine effective swath width. The Government has estimated swath widths that can be achieved for different classes of application aircraft, as follows:
1. Category A Helicopter (Bell Soloy, 206, Hiller Soloy or similar) ----90 feet
2. Category B Helicopter (Lama 315B or similar) –100 feet
3. Category C Helicopter (Bell 204, 205, 212, 214, Sikorsky S58T or similar) --- 150 feet
Contractor shall collect data concerning the flow rate for each atomizer and flat fan nozzle configuration, swath width for each application aircraft, and shall provide this information to the Government, prior to the Government field verification checks.
RFP No. 1205M619R0004 Aerial Application of Virus Formulation for Suppression of Douglas-fir Tussock Moth Page 7 of 51
After the aircraft arrives at the project work site, or other mutually agreed upon location, the Government will verify the calibration and characterization by observing and collecting data during aircraft spray runs. Calibration checks will be done on the ground for helicopters by collecting and measuring carrier emitted from atomizers. Characterization check typically involves making three 1500-foot long runs over card lines. The drop Volume Median Diameter (VMD) and number of Application rate must be within 5% of that specified. The contractor is responsible for obtaining any necessary use agreements or permits to conduct these spray checks.
The rate of discharge from the spray system will be checked periodically during spray operations and adjustments may be required to stay within the range of the desired droplet size and within 5% of the application rate per acre.
Application Rates
The VMD of droplets measured on deposit cards must be in the range of 75 to 150 microns.
The virus formulation will be at an application rate of one gallon per acre. Water used in mixing shall be maintained between a PH of 5.0 and 8.0 and must not contain chlorine. Contractor shall be responsible for providing documentation as part of the Quality Control Plan for Government verification.
Formulation shall be released at a true airspeed of +5% or – 5% of the characterized miles per hour for helicopters at a height of 50 feet above the canopy. Designated Government representatives will monitor formulation application from inspection aircraft and from the ground.
The airspeed used to demonstrate calibration and characterization, within the specifications of this contract, is the airspeed that aircraft will be expected to maintain while applying formulation. The effective swath width (lane separations) determined during pre-spray characterization inspection will be maintained while applying the formulation. Uniform deposition of formulation into the treatment area is required. Excessive overlap of spray swaths and/or gaps of lighter than specified deposition constitutes unacceptable application.
Environmental Limitations
Spray operations may be prohibited when any one of the following conditions exist on the treatment area. These prohibitions are a result of needs associated with safe and efficient operating standards and by the Environmental Impact Statement for the project.
Virus, carrier, and formulation label restrictions will take precedence over the conditions listed below when label restrictions are more limiting:

This may occur only a few days prior to release of the spray block to contractor for treatment. There may also be areas that will be deleted due to low populations. The contractor will have to be flexible and able to implement operations in a very short time frame.

F.3 ESTIMATED TIMEFRAMES AND QUANTITIES
The information shown in the table above, and elsewhere within this Section, represents the Government’s best estimates of the performance schedule and other pertinent information that the Contractor may consider in planning for the project. These are estimates only; and, as provided elsewhere in this contract, it is the contractor’s responsibility to plan and operate in the manner to accomplish all work within the time frames and in consideration of the conditions that actually occur. The Government will cooperate to the maximum extent practicable to facilitate the Contractor’s work, but will not take responsibility for conditions beyond its control.
F.4 SPRAY OPERATIONS TIMING AND CONSTRAINTS
a) The actual date treatment blocks are available for layout and recon will start is dependent upon insect sampling, insect development, and weather.
b) The Government will determine a starting date that will ensure treatment block layout and recon will be done prior to beginning of spraying.
c) The actual date spraying will start and stop is dependent on insect development, tree foliage development, and weather. The Government will determine a starting date, which will ensure spraying will occur under acceptable conditions. Work will be discontinued when further spraying will give unsatisfactory results. This shall be a part of the contractor’s Quality Control Plan.
d) A Block Release Form will be issued when proper spraying conditions exist. Spray application must begin within 48 hours after issuance of the Block Release.
e) The project area will be subdivided into spray blocks. The Government reserves the right to select the blocks to be treated each day as determined by the COR. The units will be released for treatment on the basis of tree foliage development, larvae development, weather, and other factors. A released spray block must be sprayed within 72 hours of its release, after that it may be withdrawn for additional insect sampling to determine if spraying will still be effective.
f) In the event that delay in treatment is caused by contractor failure to treat within 72 hours after the release and re-sample and a re-sample is required the contractor may be assessed direct administration costs of the re-sampling of larva development.

F.5 MOBILIZATION LEAD TIMES
The contractor shall have all equipment and personnel in readiness to move in within ten (10) days after contract award. A pre-work conference will be required prior to contract work and will be coordinated by the Forest Service and held within 10 calendar days after contract award. Pre-work conference location will be at the Okanogan & Wenatchee National Forest Headquarters located in Wenatchee, Washington, unless otherwise agreed.
The actual aerial spray start date will be dependent upon insect development. The Government will update the contractor of anticipated spraying commencements dates at periodic intervals prior to the predicted dates to allow contractor adequate opportunity to mobilize equipment and personnel to the project area. Contractor is reminded that once a spray block is released, inclusive of the first block, the block must be treated within 72 hours of release.
F.6 ESTIMATED AIRCRAFT PRODUCTION RATES
Average estimated hourly production rates for common application aircraft are shown below. The production estimates reflect the anticipated average amount of time per day that each aircraft is able to spray, the number of gallons typically carried per load, the number offloads estimated per day. Based upon previous experience, the government estimates helicopters can spray two hours per day.
Note: As noted in solicitation provisions of the solicitation these rates will also be used to determine whether the mix of aircraft the offeror proposes to furnish have the production capabilities the Government estimates will be required to accomplish the work. The Government reserves the right to establish hourly production rates, for evaluation purposes (Refer to Section M, Paragraph M.2), for aircraft offered that are not listed.
