QUESTIONS & ANSWERS ROUND 1

Company Question #1: Can we receive shape files of the blocks? We like to put them over google earth to determine ferry distances and look at the terrain.

USDA FS Answer: We are still confirming the blocks. Contact Connie Mehmel direct and she will e-mail them, if available.

Company Question #2: Omnova said they do not currently manufacture 038A. If they are able to manufacture the product, there may be an issue with the delivery schedule. What substitute do you propose?

USDA FS Answer: They can substitute the tank mix (See Amendment 01):

1 gal/acre at the following percentages:

25% - filtered molasses (this is basically food grade – unfiltered fibers will plug up the spray system) 2% - sticker (Tactic – Loveland Industries) 3% - lignosite ( basically .5 lb/gal) (recommend liquid rather than powder) 70% - or the balance to make one gallon - unchlorinated water

Company Question #3: Define the bonding/sticker to be used. Loveland Industries did not know what product would be appropriate.

USDA FS Answer: No sticker will be needed.

Company Question #4: If molasses is used as a substitute, consider that it is difficult to remove from surfaces that have been sprayed (such as vehicles).

USDA FS Answer: All of the mixes are rather sticky.

Company Question #5: C.2. We incorporate and automated On/Off system. The system turns on/off according to the shape files. Any non-treatment areas need to be put in the shape files as exclusions and have the acreage adjusted accordingly before the project starts. Once we purchase the product for this project, it must be sprayed. We cannot send the product back to the manufacturer.

USDA FS Answer: Non-treatment areas are included in the shapefiles. However, be aware that total acreages are estimates (C.1). We have provided our best estimate based on conditions we have observed, but insect hatch and survival will have to be confirmed prior to release of each spray block.

Company Question #6: C.3. Are certified pumps/meters accurate to one tenth of one percent necessary? Are crop hawks necessary? If so they must also be calibrated to the product being applied.

USDA FS Answer: If using the tank mix, it is my understanding that the percentages of molasses and sticker are by volume, so conversion from pounds to gallons specified in C.3 will not be necessary. I am confirming that. A Crop Hawk or equivalent flow meter shall be included in the spray system for monitoring of the material flow.

(C.8.)

Company Question #7: C.4. All valves, plumbing, hoses and similar equipment on tankers shall be enclosed in locked compartments. If a night watchman is on site, can this requirement be waived?

USDA FS Answer: No. This is a safety requirement.

Company Question #8: C.8. Reconnaissance of treatment areas. “This will help familiarize the application pilots and government inspectors with the boundaries…” Specifically define the aircraft to be used for reconnaissance? Will government personnel fly in the aircraft? If so, define the requirements? If not, our pilots normally recon the treatment blocks by themselves just before starting application (on the day of application).

USDA FS Answer: There will be no government personnel in the contractor’s aircraft at any time.

Company Question #9: Application rates. “Designated government representatives will monitor formulation application from inspection aircraft…”. Clearly define the inspection aircraft? Helicopter? Fixed wing? Carded? 135? Normally the pilot or ground observers can see if a nozzle is plugged. Ground personnel then radio the pilot to return to the staging area to fix the issue. The swath guidance system shows the boundaries and shows coverage. What are the inspectors looking for from the air? This aircraft will be expensive to have on-site 20 days to fly 12 hours.

USDA FS Answer: There will be no government inspection aircraft. (requires a change in C.8)

Company Question #10: C.14. Biobased products. We follow manufactures recommendations on the fluids we use in our equipment. The warranty on our equipment would be void if we used any fluids not approved by the manufacture.

USDA FS Answer: Follow your manufacturers’ recommendations.

Reconnaissance of Treatment Areas

Reconnaissance of treatment areas, by application pilots and or contractor’s representatives, will be required before treatment of each area. This will help familiarize the application pilots and Government inspectors with the boundaries, hazards, and environmentally sensitive areas. Reconnaissance is subsidiary to application and will not be paid for as a separate element of the project work.

Calibration and Characterization

Contractor shall ensure that each aircraft spray system is properly calibrated and characterized, for the formulation to be used, prior to use of the aircraft spray system in actual spraying operations under this contract.

The objective of calibration and characterization is to ensure that spray formulations will be accurately discharged from aircraft application equipment to achieve the specified droplet sizes, rates per acre, and effective swath widths. During characterization, a deposition standard of 20 or more droplets per square centimeter will be used to determine effective swath width. The Government has estimated swath widths that can be achieved for different classes of application aircraft, as follows:

1. Category A Helicopter (Bell Soloy, 206, Hiller Soloy or similar) ----90 feet

2. Category B Helicopter (Lama 315B or similar) –100 feet

3. Category C Helicopter (Bell 204, 205, 212, 214, Sikorsky S58T or similar) --- 150 feet

Contractor shall collect data concerning the flow rate for each atomizer and flat fan nozzle configuration, swath width for each application aircraft, and shall provide this information to the Government, prior to the Government field verification checks.
