C.7 BOUNDARY MARKING

The project site(s) will have treatment blocks identified with the maps supplied by the Government.

They will have areas identified for spraying along with sensitive areas identified. It shall be the contractor’s responsibility to identify boundary waypoints with the use of supplied maps; GIS shape files to map GPS coordinates to facilitate spray applications using the GPS swathing systems.

Aerial boundary markers in conjunction with GPS to further identify treatment and non-treatment areas as well as some ground marking may be used with the written approval of the CO.

C.8 APPLICATION PROCEDURES AND RESTRICTIONS

General

All operations will conform to Federal Aviation Administration (FAA) requirements, manufactures’ label instructions, and Federal requirements for storage, transportation, and application.

Contractor and any subcontracted or hired flights shall possess a current certification by F.A.A. to operate under Federal Aviation Regulations (FAR) Part 137.

Contractor and any subcontractors shall possess a valid pesticide operator and applicator license for Washington State.

Reconnaissance of Treatment Areas

Reconnaissance of treatment areas, by application pilots and or contractor’s representatives, will be required before treatment of each area. This will help familiarize the application pilots and Government inspectors with the boundaries, hazards, and environmentally sensitive areas. Reconnaissance is subsidiary to application and will not be paid for as a separate element of the project work.

Calibration and Characterization

Contractor shall ensure that each aircraft spray system is properly calibrated and characterized, for the formulation to be used, prior to use of the aircraft spray system in actual spraying operations under this contract.

The objective of calibration and characterization is to ensure that spray formulations will be accurately discharged from aircraft application equipment to achieve the specified droplet sizes, rates per acre, and effective swath widths. During characterization, a deposition standard of 20 or more droplets per square centimeter will be used to determine effective swath width. The Government has estimated swath widths that can be achieved for different classes of application aircraft, as follows:

1. Category A Helicopter (Bell Soloy, 206, Hiller Soloy or similar) ----90 feet

2. Category B Helicopter (Lama 315B or similar) –100 feet

3. Category C Helicopter (Bell 204, 205, 212, 214, Sikorsky S58T or similar) --- 150 feet

Contractor shall collect data concerning the flow rate for each atomizer and flat fan nozzle configuration, swath width for each application aircraft, and shall provide this information to the Government, prior to the Government field verification checks.

B. Contractor Quality Control Inspection

The Contractor shall assure that performance meets contract specifications, in accordance with FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, paragraph (a), prior to requesting the Government to inspect for payment or acceptance. The Contractor shall contact the Contracting Officer upon completion of work. The Contracting Officer may observe the Contractor’s inspection at any time and shall otherwise have unlimited access to the inspection data.

C.11 GOVERNMENT QUALITY ASSURANCE SURVEILLANCE PLAN

Government will conduct inspections to determine work quality. Initial inspections will consist of visual inspection and will be based on adherence to contract technical specifications. The Government may aerially observe spray operations.

C.12 UNSATISFACTORY PERFORMANCE

Nonconformance with any of the specifications will require rework at the Contractor’s expense to bring the work up to specification standards.
