1. DESCRIPTION OF WORK:

This work consists of blading, shaping, and rolling approximately 57.3 miles of aggregate surfaced roads. There are also approximately 67.4 miles of OPTIONAL Road reshaping, and rolling of native surfaced roads.

Specific information is listed in the attached Road Listing.

SURFACE MAINTENANCE (Blading and Compaction)

Performance Requirements / Blading:

Performance requirements and standards listed in the parent contract will apply for Surface Maintenance with this call order. Performance requirements are listed on page 6 of the parent contract and performance standards are provided per attached specification 811 – SURFACE MAINTENANCE, provision 811.02.

Performance Requirements / Optional Road Reshaping:

This is a basic road reshaping for roads that need drainage reestablished (inslope, outslope or crown). It is preferred that natural moisture be utilized for these roads. These roads would also need rolled to help pin down the reshaping. If sections of pit run or where improved native material exist that would be damaged by reshaping these sections may be skipped over. If areas of base course rock or where sub-grade boulders are protruding from the road surface the work will consist of pulling material into the road surface from the ditch, cut bank and/or shoulder (if such material exists).

Performance Requirements / Water/Natural moisture:

It is preferred that natural moisture be utilized. If natural moisture is not sufficient then the watering requirement will be applicable.

Watering requirements are not provided with the parent contract and are as follows:

Water is required only to the full extent necessary to prevent segregation of the surfacing materials and to maximize the compaction potential of the surfacing materials as required under Performance Requirements/Compaction.

Contractor may elect to obtain water from sources other than those designated in the Water Source listing, and is responsible to obtain the right to use the water from all sources. Some water sources may not be adequate late in the season.

Draft hoses used to extract water shall be tightly fitted with screens having openings no larger than 3/32 inch.

Water shall be extracted from streams in such a manner that a flow, adequate for fish survival, is maintained at and below the point of extraction.

If a water source is found and not identified on the contract maps a verbal OK can be given from the COR to use the water source.

Performance Requirements / Compaction:

Compaction requirements are not provided with the parent contract and are as follows:

Adequate compaction is defined as that which is normally obtained by the use of a 7 – 9 metric ton vibratory roller operated over the full width two (2) times on material containing moisture sufficient to allow substantial compaction. Specific roads and road segments are listed in the Road Listing.

Measurement:

See attached specification 811.04.

Mobilization, logout, watering and compaction are considered incidental.

Payment:

The accepted quantities will be paid at the awarded bid price per unit of measurement as listed in the attached specification 811.05. All roads will be measured in Road Miles measured along the centerline of the road regardless of the number of lanes.

In summary, payment for blading and compaction will be based on the number of Road Miles adequately maintained, measured along the centerline to the nearest one-tenth (0.1) mile.

2. COMPLETION OF WORK:

Work is estimated to begin May 1, 2018 on the base items and shall be completed within 61 calendar days of the start date. Optional item (if awarded) shall be completed by Nov 30th, 2018.

3. SAFETY PLAN

A job specific safety plan shall be submitted at the pre-work conference addressing, at a minimum, the potentially hazardous working conditions cited in the parent contract.

5. Award Determination

The degree of importance of the price will increase with the degree of equality of the proposals in relation to the other factors on which selection is to be based, or when the price is so significantly high it will diminish the value of technical superiority to the Government.

Technical and past performance requested in the base BPA, when combined, is approximately equal when compared to price on this call order.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

52.217-5 Evaluation of Options (July 1990) Except when it is determined in accordance with FAR 17.206(b) not to be in the Government’s best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s).

811 – Surface Maintenance

811 SURFACE MAINTENANCE

811.01 Service Required

Smooth and shape native or aggregate surfaced roads including traveled way, shoulders, turnouts, and intersections. Reshape or recondition ditches, waterbars, and drain dips.

811.02 Performance Standards

A. Maintenance Level 2 through 5 Roads

A road surface is maintained to standard when the travel way is free of washboards, potholes, or other irregularities. The surface is smooth, compact, crowned or sloped to drain, without segregation of the surfacing materials.

Suitable materials have been recovered and incorporated. Unsuitable materials have been removed. Ditches and road surface drainage structures function efficiently. Unpaved shoulders are shaped to provide a smooth transition from the paved surface and drain efficiently.

B. All Roads

When ordered by the Contracting Officer to work in a weed infested area the contractor will be required to prevent spreading the infestation into un-infested areas by cleaning vehicles and equipment. The contractor will use wash stations approved by the Contracting Officer.

811.03 Location of Work

As specified on roads listed on the road listing, shown on the plans, marked on the ground, or as ordered by the Contracting Officer. Locations of weed-infested areas are marked on the ground. Do not operate in the weed-infested areas unless ordered to do so by the Contracting Officer.

811.04 Measurement

Measurement under this Section will be made by the total number of units for each item listed in the SCHEDULE OF ITEMS completed and accepted.

811 – Surface Maintenance

A. Single Lane Roads: Surface maintenance will be measured along the centerline of the roadway. Turnouts are incidental. Measurement will be to the nearest one-tenth (0.1) mile.

B. Double Lane Roads: Surface maintenance will be measured along the centerline of the roadway. Measurement will be to the nearest one-tenth (0.1) mile.

C. Road Mile: Work activity will be measured along the centerline of the road regardless of the number of lanes.

811.05 Payment

The accepted quantities will be paid at the contract price per unit of measurement for the Section 811 pay items listed in the schedule of items.

Payment will be full compensation for the work prescribed in this Section.

Mobilization and Log Out (Typical: LOGOUT) are incidental to pay item.

Acceptable Quality Levels

Acceptance will be determined by visual inspection. If visual inspection finds that all work conforms to performance standards (811.02) the work will be acceptable.

If visual inspection finds that occasional work elements do not completely conform to performance standards but non-conforming work elements are not representative of an overall quality of work problem the work will be acceptable. If visual inspection finds that non-conforming work is representative of an overall quality of work problem, rework will be required.
