SECTION 011100 – SUMMARY OF WORK
PART 1 - GENERAL
1.01 GENERAL
A. This section describes the project and the work to be performed under this Contract in a general summary. Detailed requirements and extent of work are stated in applicable Specification sections and are shown on the Drawings.
1.02 ORGANIZATION AND INTERPRETATION OF CONTRACT DOCUMENTS
A. Specifications and Drawings included in these Contract Documents establish the performance, quality requirements, location and general arrangement of materials and equipment, and establish the minimum standards of quality workmanship and appearance.
B. Specification sections have not been divided into groups for work of subcontractors or various trades. Should there be questions concerning the applicability or interpretation of a particular section or part of a section or Drawing, direct questions to the Contracting Officer (CO).
C. Work shown on the Drawings is intended to be depictive and may not be an exact and complete representation of the actual finished work. Include fittings, joints, supports, nuts, bolts, and other accessories required to provide complete and satisfactory hydroelectric system, as specified, even though some items may not be specifically shown on the Drawings.
D. Any part of the work that is necessary or required to make each installation satisfactory and operable for its intended purpose, even though it is not specifically included in the Specifications or on the Drawings, shall be performed as incidental work as if it were described in the Specifications and shown on the Drawings.
1.03 WORK BY OTHERS
A. See Section 011400, COORDINATION AND SITE CONDITIONS.
1.04 DESCRIPTION OF PROJECT
A. Renovation work will include replacement of the failing hydro-electric turbine, generator and controls. Project includes modifications to the intake structure.
• Hydropower Equipment Package: Inlet Connection, Inlet Valve, Cross Flow Turbine, Geardrive, Generator, Controls Package
• Electrical Distribution: Building Lighting/Power, New Transformer 480V to 240V for Primary Line
• Diversion Improvements: Flow Diverter Plate, Slide Gate, Sluice Gate, & Weir Wall

B. The work includes, but is not limited to: the furnishing and installation of equipment, labor, materials, and related appurtenances in the following general trades of work:
earthwork, concrete, metalwork, painting, piping, electrical, and other related trades to complete the work.
1.05 LOCATION AND INSPECTION OF SITE
A. The project is located in the Spotted Bear Ranger District of the Flathead Nation Forest on Forest Service Road 38, approximately 50 miles south of the town of Hungry Horse, Montana.
B. Prospective bidders are encouraged to inspect the site and become familiar with the site conditions.
1.06 PROTECTION OF SITE
A. Except as otherwise provided herein, the Contractor shall take all necessary precautions and provide all material and equipment to protect, shore, brace, support, and maintain all public and private property in the proximity or otherwise affected by the construction work performed by him. The Contractor shall remove from the site all unused materials.
B. Contractor shall retain and protect all adjacent improvements not specified for removal on the Drawings. Restore any damaged items to pre-construction condition or better.

1.08 TEMPORARY FACILITIES
A. The Contractor shall be responsible for supplying his own office, toilet and storage facilities at the site if required or desired. The Contractor shall remove all traces of these facilities prior to completion of the project. Cell phone and electrical service are not available at the site.
1.09 SITE ACCESS
A. The Contractor shall be responsible for determining the adequacy of all roads and bridges used in moving equipment and materials to the construction site.
1.10 SAFETY
A. The Contractor shall be solely responsible for all project personnel on the jobsite and members of the public needing to travel through the jobsite.

SECTION 011400 – COORDINATION AND SITE CONDITIONS
1.01 SECTION INCLUDES
A. Requirements for coordinating and sequencing the work under the Contract, and requirements regarding existing site conditions.
1.02 JOBSITE COORDINATION
A. Coordination with Other Work: The project shall be coordinated with the following work and activities:
1. Public and agency use of the Spotted Bear Ranger Station.
2. Contractor shall maintain traffic on Forest Service roads at all times.
3. Proper signage indicating construction in progress shall be provided by the Contractor.
B. Contractor shall do all cutting, fitting, and patching of his work that may be required to make its several parts come together properly.
1.03 SUBMITTALS
A. Contractor shall submit the following information as applicable:
1. Field Relocation: Clearly show proposed relocations of new or existing facilities, or related work affected by the relocation, on a clean copy of the Contract Drawings and submitted prior to performing the relocation.
2. Connecting Work: Proposed methods of connecting new work to existing facilities, where not shown or specified.
3. Cutting and Patching: Recommendations indicating changed conditions, alternative materials or methods, time when uncovered work may be observed, and other information necessary to evaluate substitutions when work conditions necessitate change of materials or methods.
1.04 SITE CONDITIONS
A. Information on Site Conditions:
Information obtained by the Government regarding site conditions, topography, subsurface information, groundwater elevations, existing construction of site facilities as applicable and similar data is included in the Contract Documents or will be available for inspection at the office of the Government upon request. Such information is offered as supplementary information only. The Government assumes no responsibility for its accuracy or completeness or for the Contractor’s interpretation of such information.

B. Existing Utilities:
1. Location:
Known utilities and facilities adjacent to or within the work area are not necessarily shown on the Drawings. The locations shown are taken from existing records and the best information available from existing utility plans; however, it is expected that there may be some discrepancies and omissions in the locations and quantities shown. The Contractor is solely responsible for locating and avoiding conflicts with all existing utilities.
2. Contractor’s Responsibilities:
Notify affected users and the CO of planned service outages in writing a minimum of 48 hours in advance of planned outage. Provide details such as phone number of superintendent, date and times for outage.
D. Monuments and Markers:
Preserve and protect survey monuments and markers throughout construction. If damage occurs or removal becomes necessary, notify Government.
E. Connecting to Existing Facilities: Unless otherwise shown or specified, determine methods of connecting new work to existing facilities, and obtain CO’s review and acceptance of proposed connections.
1.05 SCHEDULING OF WORK
A. Modifications to Existing Facilities:
1. Where existing facilities are to be modified during the course of work, obtain CO’s review and acceptance of submittals for temporary shutdown, demolition, modification, connections between new and existing work, and other related work. Conform to other sections as applicable.
2. Connections to existing service or utilities, or other work that requires the temporary shutdown of any existing operations of utilities shall be planned in detail with appropriate scheduling of the work and coordinated with the CO. The schedule for shutdown or restart shall be given by written advance notice in order that the CO may witness the shutdown, tie-in, and startup.
3. All materials and equipment necessary to expedite tie-ins shall be on hand prior to the shutdown of existing services or utilities.
4. Contractor shall make all necessary connections to existing facilities Contractor shall obtain permission from the CO prior to undertaking connections.
PART 3 EXECUTION

3.01 CUTTING AND PATCHING
A. General:
1. Execute cutting (including excavating), fitting, or patching of work, required to:
a. Make the several parts fit properly.
b. Uncover work to provide for installation of specified work.
c. Remove and replace defective work or work not conforming to requirements of Contract Documents.
d. Install specified work in existing construction.
2. Contractor shall not, without written consent of CO:
a. Cut or alter work of another Contractor.
b. Cut structural or reinforcing steel.
c. Endanger existing or new structures or facilities.
d. Shut down or disrupt existing operations.
3. Materials for replacement of work removed shall comply with applicable sections of these Specifications for corresponding type of work to be done.
C. Procedures:
1. Execute fitting and adjustment of products to provide finished installation to comply with specified tolerances and finishes.
2. Restore work that has been cut or removed; install new products and provide completed work in accordance with specified requirements.
3. Restore structures and surfaces damaged that are to remain in the completed work.
4. Make restorations with new materials and appropriate methods as specified for new work of similar nature; if not specified, use best recommended practice of manufacturer or appropriate trade association.
5. Restore damaged work so there is a secure and intimate bond or fastening between new and old work. Finish restored surfaces to such planes, shapes, and textures that no transition between new and old work is evident in finished surfaces.
3.02 REMOVAL/ RELOCATION/ REPLACEMENT OF EXTRANEOUS ITEMS
A. Contractor shall be responsible to relocate, remove or replace signs, culverts, power poles, telephone poles and any other items in conflict with construction.
Contractor shall notify CO of such items prior to construction. Unless a specific bid item is identified and the removal is accepted by the CO, the cost for this work will be considered incidental to all other items.

SECTION 012200 – MEASUREMENT AND PAYMENT
1.01 SCOPE
A. This section provides bid item descriptions and specifies the method of measurement and basis of payment for work covered by the Contract Documents.
1.02 GENERAL
A. The bid price for each item of the Contract shall cover all work shown on the Drawings and required by the specifications and other Contract Documents. All costs in connection with the work, including furnishing all materials, equipment, supplies and appurtenances; providing all required construction support plants, equipment, and tools; constructing and maintaining shoring and dewatering systems; and performing all necessary labor and supervision to fully complete the work, shall be included in the unit and/or lump sum prices bid in the Schedule of Items.
B. No item that is required by the Contract Documents for the proper and successful completion of the work will be paid for outside of or in addition to the prices submitted in the bid. All work not specifically set forth as a pay item in the Schedule shall be considered a subsidiary obligation of the Contractor and all costs in connection therewith shall be included in the prices bid.
1.03 SURVEYS AND MEASUREMENTS
A. All quantity measurements shall be the responsibility of the Contractor and will be checked by the CO. When considered necessary by CO, Contractor shall demonstrate how quantity measurements were determined.
1.04 METHOD OF MEASUREMENT
A. No measurement of lump sum bid items contained in this Contract will be made.
B. Measurement of unit price items contained in the Contract will be made in the field by the Contractor and will be verified by the CO.
1.05 BASIS OF PAYMENT
A. The bid for the work in this Contract is a combination unit price and lump sum bid for all construction activities and materials required to complete the work described in the Contract Documents. Payment for the items shall include all labor, materials, equipment, and incidentals required to complete the item.
B. Definitions:

1. Contract Quantity (CQ). The quantity to be paid is the quantity shown in the bid schedule. The contract quantity will be adjusted for authorized changes that affect the quantity or for errors made in computing this quantity. If there is evidence that a quantity specified as a contract quantity is incorrect, submit calculations, drawings or other evidence indicating why the quantity is in error and request, in writing, that the quantity be adjusted.
2. Lump Sum Quantity (LSQ). Do not measure directly. The bid amount is complete payment for all work described in the contract and necessary to complete the work for that item. The quantity designated is “All”. Estimated quantities of lump sum work shown in the contract are approximate.
3. Actual Quantity (AQ). The quantity to be paid is the actual quantity of work that is in place, complete and accepted by the Government.
4. Linear Foot (LF). As applicable, measure the work along its length from end-to-end; parallel to the base or foundation; along the top; along the face; or along the invert. Do not measure overlaps.
5. Each. One entire unit. The quantity is the actual number of units completed and accepted.
6. Cubic Yard (CY). Measure solid volumes by a method approved by the CO or by the average end are method.
7. Square Foot (SF). Measurements for area computations will be made horizontally or vertically to the surface being measured.

SECTION 013300 – SUBMITTALS

1.02 SUBMITTAL PROCEDURES
A. Submittal Register: The Contractor shall submit to the CO a register indicating the required submittal data and his proposed submittal dates for all equipment and materials for which a submittal is required. The register shall be submitted to the CO by the Contractor within fifteen (15) working days after the Notice of Award.
B. General Procedures:
1. Procedures and requirements for submittals are specified herein. The CO reserves the right to modify the procedures and requirements for submittals, as necessary to accomplish the specific purpose of each submittal. Inquiries regarding the procedure, purpose, or extent of any submittal shall be made to the CO.
2. Submittals processed by CO do not become Contract Documents and are not Change Orders; the purpose of submittal review is to establish a reporting procedure and is intended for Contractor’s convenience in organizing the work and to permit CO to monitor Contractor’s progress and understanding of the design.
3. Submittals will be acted on by the CO as promptly as possible and returned to the Contractor. Delays caused by the need for re-submittal shall not constitute basis for claim or for an extension of contract time.
4. After checking and verifying all field measurements, make submittals to CO, in accordance with the submittal register for review.
a. Submittals shall bear a stamp or specific written indication that Contractor has satisfied its responsibilities under the Contract Documents with respect to the review of the submittal.
b. Data shown shall be complete with respect to quantities, 013300- 2 dimensions, specified performance and redesign criteria, materials, and similar data to enable the CO to review the information. The CO will not be responsible for discovery of flawed dimensions or angles in submittals.
c. Submitted data shall be fully sufficient in detail for determination of compliance with the Contract Documents.
5. Before submission of each submittal, determine and verify quantities, dimensions, specified performance criteria, installation requirements, materials, catalog numbers, and similar data with respect thereto; review and coordinate each submittal with other submittals, requirements of the work, and Contract Documents.
6. At the time of each submission, give the CO specific written notice of each variation that the submittal may have from the requirements of the Contract Documents; in addition, make specific notation of each shop drawing submitted to the CO for review and approval of each such variation.
7. The CO’s review will be only for conformance with the design concept of the project and for compliance with the information given in the Contract Documents, not extending to means, methods, techniques, sequences, or procedures of construction (except where specific means, methods, techniques, sequences, or procedures of construction is indicated in or required by the Contract Documents) nor to safety precautions or programs incident thereto. The review of a separate item as such will not indicate review of the assembly in which the item functions.
8. The CO’s review of submittals shall not relieve the Contractor from responsibility for any variation from the requirements of the Contract Documents unless Contractor has in writing called the CO’s attention to each such variation at the time of submission, and the CO has given written approval of each such variation by a specific written notation thereof incorporated in or accompanying the shop drawing of sample approval; nor will any approval by the CO relieve Contractor from responsibility for errors or omissions in the shop drawings or from responsibility for having complied with the provisions therein.
9. Should the Contractor propose any item on his shop drawings, or incorporate an item into the work, and that item should subsequently prove to be defective or otherwise unsatisfactory, (regardless of the CO’s preliminary review), the Contractor shall, at his own expense, replace the item with another item that will perform satisfactorily.
C. Specific Submittal Procedures
1. Shop drawings shall be accurate, distinct, and complete, and shall contain all required information, including satisfactory identification of items, units, and assembles in relation to the Contract Drawings and Specifications.
2. Sequentially number the transmittals. Re-submittals shall have original number with an alphabetic suffix.
3. Identify project, Contractor, subcontractor or supplier; pertinent Drawing sheet and detail number(s), and Specification section number, as appropriate. Identify supplier with phone number and fax number.

4. Apply Contractor’s stamp, signed or initialed certifying that review, verification of product required, field dimensions, adjacent construction work, and coordination of information is in accordance with the requirements of the work and Contract Documents.
5. Identify variations from Contract Documents and product or system limitations that may be detrimental to successful performance of the completed work.
6. Provide space for Contractor and CO review stamps.
7. Revise and re-submit submittals as required, identify all changes made since previous submittal.
8. Submittals will be acted upon by the CO and transmitted to Contractor not later than fifteen (15) working days after receipt by the CO. Shop drawings shall be submitted in sufficient time to allow the CO not less than fifteen
(15) working days for examination.
11. When shop drawings have been reviewed by the CO, copies will be returned to the Contractor appropriately annotated. Contractor is responsible for replicating the CO’s annotations of any additional copies required by the Contractor, subcontractor(s), or suppliers.
a. If major changes or corrections are necessary, shop drawings may be rejected and one set will be returned to Contractor with such changes or corrections indicated.
b. Correct and re-submit the shop drawings in the same manner and quantity as specified for the original submittal, unless otherwise directed by the CO. If changes are made by the Contractor on the re-submitted shop drawings, such changes shall be clearly explained in a transmittal letter accompanying the re-submitted shop drawings.
12. The Contractor has been requested to supply 3 copies of shop drawings. It is intended that the CO will, upon review, mark the shop drawings as appropriate. Normally, two copies will be given to the Contractor, and one copy will be kept by the CO.
1.03 CONSTRUCTION PROGRESS SCHEDULES
A. Submit initial construction schedule within fifteen (15) days after date of Notice of Award for the CO’s review.
B. Submit a chart with separate line for each major section of work or operation, identifying first work day of each week.
C. Indicate submittal dates required for shop drawings, product data, samples, and product delivery dates.
1.04 PROPOSED PRODUCTS LIST
A. Within 15 days after date of Notice of Award, submit complete list of major products proposed for use, with name of manufacturer, trade name, model number of each

B. For products specified only by reference standards, give manufacturer, trade name, model or catalog designation, and reference standards.
C. Should the Contractor elect to substitute a proposed equivalent material to an “or accepted alternate” specification, the Contractor shall submit to the CO adequate documentation allowing the CO to determine the equivalency of the material.
1.05 SUBSTITUTIONS
A. Where items of equipment and materials are specifically identified herein by a manufacturer’s name, model, or catalog number, and the words, “or accepted alternate” do not follow the manufacturer’s name, only such specific items may be used in the Base Bid, except as herein after provided.
B. After the award of the Contract, any request for a substitution must be made in writing by the Contractor (not material supplier or subcontractor). Such requests shall state the name of the product specified, the name of the product proposed for substitution, the reason for requesting the substitution, and any change in Contract Amount resulting from the substitution. No such substitution shall be made until an appropriate Contract Modification has been issued and accepted.
C. The system is designed around the first-named manufacturer shown for each piece of equipment. The cost of any changes to this and other trades as a result of use of the substitute material or equipment shall be borne by the Contractor using such material or equipment and included in the bid price.
1.06 SHOP DRAWINGS
A. General:
1. Shop drawings, as defined herein, consist of all drawings, diagrams, illustrations, schedules, and other data that are specifically prepared by or for Contractor to illustrate some portion of the work; and all illustrations, brochures, standard schedules, performance charts, instructions, diagrams, and other information prepared by a manufacturer and submitted by Contractor to illustrate material or equipment for distinct portions of the work.
2. The Contractor shall submit shop drawings, equipment and materials data as required in the Technical Provisions of these specifications concerning the specific item thirty days prior to the planned installation of the material or equipment. The Contractor may proceed, only at his own risk, with the manufacture or installation of any equipment or work covered by the said drawings, etc. until they are accepted, and no claim, by the Contractor, for extension of the contract time will be granted by reason of his failure in this respect.
3. Submittal of incomplete or unchecked shop drawings will not be acceptable. Shop drawing submittals that do not clearly show Contractor’s review stamp or specific written indication of Contractor review will be returned to Contractor for re-submission.

B. Stamp of Approval: All drawings, equipment, materials, and other submitted data shall be carefully reviewed by an authorized representative of the Contractor prior to submission to the CO. Each submittal shall be dated, signed, and certified by the Contractor, as being correct and in strict conformance with the Contract Documents. No consideration for review by the CO of any contractor submittals will be made for any items that have not been so certified by the Contractor. All non-certified submittals will be returned to the Contractor without action taken by the CO, and any delays caused thereby shall be the total responsibility of the Contractor.
C. Shop Drawing Contents:
1. Shop drawings referred to herein shall include shop drawings and other submittals for both shop and field-fabricated items. The Contractor shall submit, as applicable, the following for all prefabricated or manufactured structural, mechanical, electrical, plumbing, process systems, and equipment:
a. Shop drawings or equipment drawings, including dimensions, size and location of connections to other work, and weight of equipment.
b. Catalog information and cut sheets.
c. Installation or placing drawings for equipment, drives, and bases.
d. Supporting calculations for equipment and associated supports specified to be designed by equipment manufacturers or suppliers.
e. Complete manufacturer’s specifications, including materials description.
f. Suggested spare parts list with current price information.
g. List of special tools required for checking, testing, parts replacement and maintenance (special tools are those that have been specially designed or adapted for use on parts of the equipment, and that are not customarily and routinely carried by maintenance mechanics).
h. List of special tools, materials and supplies furnished with the equipment.
i. List of materials and supplies required for the equipment prior to and during startup.
j. List of materials and supplied furnished with the equipment.
k. Special handling instructions.
l. Requirements for storage and protection prior to installation.
m. Requirements for routine maintenance required prior to startup.
n. List of all requested exceptions to the Contract Documents.
1.07 QUALITY CONTROL SUBMITTALS
A. Certified Test Results: Contractor shall submit to the CO copies of certified test results as required by the technical specifications. Test results shall be submitted
013300- 6 within a maximum of forty-eight (48) hours after test completion.
1.08 MANUFACTURER’S INSTRUCTIONS
A. When specified in individual specification Sections, submit manufacturer’s printed instructions for delivery, storage, assembly, installation, adjusting, and finishing, in quantities specified for product data.
B. Identify conflicts between manufacturer’s instructions and Contract Documents.

SECTION 013500 – ENVIRONMENTAL QUALITY CONTROL
1.01 WORK INCLUDED
A. The work shall consist of installing measures or performing work to control and protect the environmental quality of the project site and to minimize the pollution of the water and air during construction operations in accordance with these specifications.
PART 3 EXECUTION
3.01 GENERAL PROVISIONS
A. In execution of the work, the Contractor shall maintain affected areas within and outside project boundaries free from environmental pollution that would be in violation of federal, state or local regulations.
B. Do not impair operation of existing systems. Prevent construction material, earth, volatile and corrosive wastes, and other debris from entering sewers or other structures. Maintain original site drainage wherever possible.
3.02 EROSION AND SEDIMENT CONTROL MEASURES AND WORKS
A. The erosion and sediment control work and measures shall include but not be limited to the following and as shown on the Contract Documents.
1. The Contractor shall submit a written erosion control plan to the Government 15 days prior to start of construction. The plan shall address, but not be limited to, erosion from stormwater runoff, dust abatement, etc.
B. Control of Earthwork Activities:
1. The excavation and moving of soil materials shall be scheduled so that the smallest possible areas will be unprotected from erosion for the shortest time practical.
2. Excavated materials or other construction materials shall not be stockpiled or deposited near or on stream banks, or other watercourse perimeters where they can be washed away by high water or storm runoff or can in any way encroach upon the actual watercourse itself.
C. Vegetation Conservation: Except where clearing is required for the accepted excavation operations, all trees, native shrubbery, grass and vegetation shall be preserved and shall be protected from damage by the construction operations and equipment. The Contractor shall move equipment on access routes within the
013500- Page 2 right-of-way in a manner that will prevent damage to lawns, crops, range land or property.
1. Undisturbed buffer strips of natural vegetation shall be left on banks and bottoms of waterways and at road crossing until start of construction.
F. Diversions:
1. Diversions shall be used to divert water away from work areas and/or to collect runoff from work areas for water quality treatment and safe release.
2. Diversions or channel changes required by the Contractor to complete the work shall be completed in a manner to minimize erosion and to leave the water course essentially unchanged.
3. The Contractor shall remove all diversions, culverts, and other temporary work following completion of the work and shall restore the area disturbed to essentially the same configuration as it was prior to construction or to the final lines and grades as shown on the Contract Documents.
G. Sediment Basins: If necessary, sediment basins shall be used to settle and filter out sediment for eroding areas, and to protect properties and streams below the construction areas.
3.03 WATER POLLUTION CONTROL
A. The Contractor’s construction activities shall be performed by methods that will prevent the entrance, or accidental spillage, of solid matter, contaminants, debris, and other objectionable pollutants and wastes into sewers, streams, flowing or dry watercourses, and underground water sources. Such pollutants and wastes shall include, but are not restricted to, refuse, garbage, concrete, sanitary waste, industrial waste, radioactive substances, oil and other petroleum products, aggregate processing tailings, mineral salts, and thermal pollution. Servicing and refueling of construction equipment shall be restricted to areas more than 250 feet away from any water body.
1. No herbicide shall be applied within 25 feet of water bodies unless specifically labeled for use in or next to water. Mechanical or biological control methods can be used. Herbicide shall be applied in accordance with tribal, federal, state, and local regulations. Use of coil carriers with herbicides shall be avoided.
C. Other Provisions:
1. All construction debris shall be disposed of off National Forest Lands.
2. Equipment for handling and conveying materials during construction shall be operated to prevent dumping or spilling the materials into the water.
3. During construction and subsequent operation of this facility, no petroleum products, chemicals, or other deleterious materials shall be allowed to enter or be disposed of in such a manner so that they could enter the water and precautions shall be taken to prevent entry of these materials into the water or any sewers.
D. Dewatering Procedures:
1. The Contractor shall construct, maintain, and operate cofferdams, channels, flume drains, sumps, pumps, or other temporary diversion and
013500- Page 3 protection works. Furnish materials required, install, maintain, and operate necessary pumps and other equipment for the environmentally safe removal and disposal of water from the various parts of the work. Maintain the foundations and parts of the work free from water.
2. Where an excavation extends below the water table, dewater in a manner that will prevent loss of fines from the foundation. Maintain stability of slopes and bottom of the excavations, and perform construction operations in dry conditions. Use screened wells or equivalent methods for dewatering. Control seepage along the bottom of excavations, which may require ditches and drain pipes leading to sumps from which the water shall be pumped and properly discharged.
E. Groundwater Considerations:
1. Contractor is advised that groundwater could be present in the project site.
Seasonal fluctuations in groundwater levels are to be anticipated.
Contractor is responsible for providing dewatering equipment and methods for work. Groundwater shall be removed from open trench areas or other excavation to satisfactorily prevent the rising of water into the new or existing piping or facilities that may be exposed during Work.
2. All costs of dewatering, including testing, and all related work of cleanup, restoration, etc. shall be considered incidental to the work.
F. Soil Considerations:
1. Contractor shall be responsible for stabilizing all excavated areas before backfilling. Any excavated material shall be conditioned in a manner acceptable to Government to render it suitable for backfill.
3.04 CHEMICAL POLLUTION
A. The Contractor shall provide tanks or barrels to be used to dispose of chemical pollutants produced as a by-product of the project work such as drained lubricating or transmission oils, greases, soaps, asphalt, etc. At the completion of the construction work, storage tanks or barrels shall be removed from the site and properly disposed.
B. Sanitary facilities such as chemical toilets shall not be placed adjacent to live streams, wells, or springs. They shall be located at a distance of two hundred (200) feet or as required to prevent contamination of any well or water course.
3.09 WASTE MATERIAL DISPOSAL
A. Excess excavated material not required or not suitable for backfill, and other waste material, shall be disposed of at the Airport Pit as directed by the CO.
B. Unacceptable disposal sites include, but are not limited to, sites within a wetland or critical habitat and sites where disposal will have a detrimental effect on surface water or groundwater quality.
C. Contractor may make his own arrangements for disposal subject to submission of proof that the Government(s) of the proposed site(s) has a valid fill permit issued by the appropriate governmental agency.
D. Maintain areas covered by the Contract and affected public properties free from accumulations of waste, debris, and rubbish caused by construction operations.

Remove excavated materials from the site, or stockpile where shown or requested by Government.
E. Cleaning and disposal shall comply with local ordinances and pollution control laws. Do not dispose of volatile wastes such as mineral spirits, oil, chemicals, or paint thinner on-site or in storm or sanitary drains. Disposal of wastes into streams or waterways is prohibited. Provide acceptable containers for collection and disposal of waste materials, debris, and rubbish.
F. Waste materials including, but not restricted to, refuse garbage, sanitary wastes, industrial wastes, and oil and other petroleum products, shall be disposed of by the Contractor. Materials must be disposed of by acceptable means such as an accepted solid waste facility. It shall be the responsibility of the Contractor to make any necessary arrangements pertinent to the locations and regulations of such disposal. Any fees or charges required to be paid for disposal of materials shall be paid by the Contractor.
G. Disposal of construction debris shall meet the requirements of the State of Montana.
3.10 MAINTENANCE, REMOVAL AND RESTORATION
A. The Contractor shall, at all times, keep the construction areas, including storage areas used by him, free from accumulations of waste materials and rubbish.
3.13 NOXIOUS WEEDS
A. Clean all construction equipment prior to entry on the project site. Remove all dirt, plant parts and material that may carry noxious weed seeds into the area. Only construction equipment inspected by the Forest Service will be allowed to operate within the project area. Treat subsequent move-ins of equipment the same as the initial move-in.
Contractor must provide 48 hours notice to CO for equipment inspection request.
3.14 FIRE PROTECTION
A. Muffler systems on construction equipment shall have spark arrestors to reduce the risk of fire. The Contractor shall maintain fire extinguishers and other fire fighting equipment to quickly respond in the event of a fire.

1.02 RELATED SECTIONS

1.03 QUALITY CONTROL PLAN:
A. At the time of the preconstruction conference, submit for approval a written Contractor Quality Control (CQC) plan.
B. If the plan requires any revisions or corrections, the Contractor shall resubmit the plan within 10 days.
C. The CO reserves the right to require changes in the plan during the contract period as necessary to obtain the quality specified.
D. No change in the approved plan may be made without written concurrence by the Contracting Officer.
E. The plan shall include:
1. A list of personnel responsible for quality control and assigned duties. Include each person's qualifications.
2. Names, qualifications, and descriptions of laboratories to perform sampling and testing, and samples of proposed report forms.
3. Methods of performing, documenting, and enforcing quality control of all work.
F. Contractor's Quality Control Daily Reports: Submit showing all inspections and tests on the first workday following the date covered by the report.
G. Test Reports:
Submit Daily Test Information Sheets with Quality Control Daily Reports.
Submit failing test results and proposed remedial actions within four hours

Submit three copies of complete test results not later than three calendar days after the test was performed.

1.03 QUALITY ASSURANCE/CONTROL OF INSTALLATION
A. Contractor shall monitor quality control over suppliers, manufacturers, products, services, site conditions, and workmanship, to produce work of specified quality.
B. Contractor shall comply fully with manufacturers’ instructions, including each step in installation or construction sequence.
C. Should the manufacturer’s instructions conflict with the Contract Documents, request a clarification from the CO before proceeding.
D. Contractor shall comply with all specified standards as a minimum quality for the work except when more stringent tolerances, codes, or specified requirements indicate higher standards or more precise workmanship.
E. Perform work by person qualified to produce workmanship of specified quality.
F. Secure products in place with positive anchorage devices designed and sized to withstand stresses, vibration, physical distortion or disfigurement.
1.04 REFERENCES
A. Conform to reference standards by the date of current issue prior to the Advertisement of Bids or as specially noted in these Specifications.
B. Obtain copies of standards when required by Contract Documents.
C. Should specified reference standards conflict with the Contract Documents, request clarification from the CO before proceeding.
1.05 INSPECTION AND TESTING
A. The Contractor shall be responsible for all labor and materials associated with testing.
B. The CO reserves the right to conduct testing to ensure compliance with the specifications.
C. Testing conducted by the CO shall not relieve the Contractor from his obligation to perform work in accordance with the Technical Specifications.
D. Materials, compaction, densities, or other construction items that do not meet the requirements of these specifications shall be replaced and retested at the Contractor’s expense.

SECTION 016600- PRODUCT SHIPMENT, HANDLING, STORAGE AND PROTECTION
PART 1 GENERAL
1.01 SECTION INCLUDES
A. Requirements and procedures for work necessary for shipment, handling, storage, and protection of material and equipment products.
1.02 PREPARATION FOR SHIPMENT
A. When practical, products shall be factory assembled.
1. Furnish assembly instruction for parts and assemblies that are shipped unassembled.
2. Mark or tag the separate parts and assemblies for field assembly.
3. Cover machined and unpainted parts that may be damaged by the elements with a strippable protective coating.
B. Package or crate materials and equipment to provide protection from damage during shipping, handling, and storage. Mark or tag outside of each package or crate to indicate its purchase order number, bill of lading, contents by name, name of project and Contractor, equipment number, and approximate weight.
C. Mark spare parts and special tools to identify the associated products by name, equipment, and part number. Package parts for protection against damage from the elements during shipping, handling and storage. Ship in boxes or containers marked to indicate the contents and as stated above. Deliver spare parts and special tools before the associated equipment is scheduled for the initial test run.
D. Where specified for specific product, factory test results shall be reviewed and accepted before such product is shipped.
1.03 RECEIVING, INSPECTION, AND UNLOADING
A. Contractor shall record the receipt of products at the jobsite.
B. Upon receipt of products at the jobsite, Contractor shall inspect for completeness and evidence of damage during shipment.
1. Government and manufacturer’s representative may be present for inspection.
2. Should there appear to be damage, notify the Government immediately and inform the manufacturers and the transportation company.
3. Expedite replacement of damaged, incomplete, or lost items.
C. After completion of inspection, unload products in accordance with manufacturer’s instructions for unloading, or as specified. Do not unload damaged of incomplete products to be returned to manufacturer for replacement, except as necessary to expedite return shipment.

1.04 HANDLING, STORAGE, AND MAINTENANCE
A. Handle products in accordance with the manufacturer’s written recommendations, and in a manner to prevent damage.
B. Store products prior to installation as recommended by the manufacturer.
1. Store products such as pipe and reinforcing steel off the ground in accepted storage yards, leased, owned or otherwise controlled by Contractor.
2. Store items subject to damage by the elements, vandalism, or theft in secure buildings.
C. Provide manufacturer’s recommended maintenance during storage, installation, and until products are accepted for use by Government.
D. Store products to provide access for inspection and inventory control. Contractor shall document products in storage to facilitate inspection and to estimate progress payments for products delivered but not installed in the work.
E. Do not store products on private property without written permission of the CO.

1.02 DAMAGE TO EXISTING STRUCTURES
Prior to final acceptance by the CO, the Contractor shall repair or otherwise return to original condition any parts of the existing facilities which have been damaged during construction.
1.03 CLOSEOUT PROCEDURES
A. The Contractor shall submit written certification that the Contract Documents have been reviewed, the work has been inspected, and that the work is complete in accordance with the Contract Documents and is ready for the CO's final inspection.
B. The Contractor shall provide any submittals to the CO that are required by governing or other authorities.
C. The Contractor shall submit the final Application for Payment identifying the total adjusted Contract Sum, previous payments, and the sum remaining due.
1.04 FINAL CLEANING
A. The Contractor shall keep the premises free of the accumulation of surplus materials and rubbish resulting from his construction operations and the operations of his subcontractors. The Contractor shall remove all waste and surplus materials, rubbish, and construction facilities from the site.
B. The Contractor shall execute final cleaning prior to the final inspection according to the following provisions:
1. Clean, sweep, wash, and polish work and equipment provided under the Contract, including finishes. Leave the site in a complete and finished

C. The Contractor shall also provide for the following:
1. Repair, patch, and touch up marred surfaces to specified finish, and match adjacent surfaces.
2. Remove grease, dust, dirt, stains, labels, fingerprints, and other foreign material from exposed interior and exterior finished surfaces.
3. Broom clean concrete and paved surfaces; rake clean other surfaces.
4. Remove from the Government's property temporary structures and materials, equipment, and appurtenances not required as part of, or appurtenant to, the completed work.
