Date Description A/E Response
8/23/2023 I am writing again to inquire about the compressed air basis of design. We calculate air consumption based on a specific set of criteria. I have attached what I calculated as consumption for this facility and unless I am missing something such as a diesel particulate filter or some other large pneumatically driven mechanism, we estimate your demand for compressed air volume will be in the 50 CFM range. I researched the model you have specified as a basis of design; the Atlas Copco GA-45 and it produces nearly 230 acfm. With two if these units which is what the drawing shows, that would be 460 acfm. It is our opinion that this system is substantially oversized and ask fort this to be clarified as to the demand requirement.
TLC: Contractor to bid as designed on plans.
Value engineering including discussions of allowed diversity will be discussed with the successfully awarded contractor.
8/28/2023 1.Does the FNG5085 have to be submitted with the bid documents at bid time, or can the FNG5085 be submitted after bid prior to intent to award?
MRI: Submit with Bid
8/28/2023 2. Will the DMA \ Design Team consider the use of precast concrete wall panels in lieu of site cast tilt wall panels?
MRI/TLC: Precast panels are acceptable.
Consider panel widths at overhead doors and transit limits.
8/28/2023 3. The instructions say the contractor is responsible for all permits and paying for all permits. Does that include the State Fire Marshal permit and the storm water management \ environmental permits?
Those two items are frequently secured by the design team prior to bid. Please verify.
MRI: Design team is providing permit review costs for the State Fire Marshall and St. Johns Water Management District.

4. Are there as built utility drawings available for the current facility and site?
MRI: The latest survey and previous as-built survey are attached. "Palm Coast Readiness Center As-Built Sheet C5.0" and "Palm Coast Survey". Existing utilities are also identified on Sheet C-401 "Utility Plan".
9/6/2023 “In regards to the RFI #2 response on the
Geothermal wells, since it is being requested to provide complete design and construction costs it adds a new dynamic to that item. Has TLC done a preliminary investigation of the required Gallons Per Minute to run the HVAC system and at what pressure that GPM would be?
TLC: We didn’t take the field design far enough to determine the pressure, however the GPM was calculated at 92.6 GPM.
Flagler Palm Coast Vehicle Maintenance Shop Page 4 of 4
The following is provided for clarification purposes only and is not to be used as a design for the system. The Geothermal system is a delegated design. This information is provided in response to questions related to the geothermal system, ABI 5.
“The geothermal ABI consists of the replacement of the office side direct expansion split systems and DOAS with equivalent sized water source heat pumps and associated geothermal vertical well field.
BASE DESIGN
The base design consists of a direct expansion (DX) dedicated outside air unit with exterior condensing unit (DOAS) with energy recovery ventilator (ERV) which provides outside air to the occupied spaces.
The base design space conditioning is done via DX concealed indoor air handling units, with paired exterior condensing units, ducted to diffusers and grilles.
GEOTHERMAL ABI
The Geothermal ABI replaces the indoor equipment (DOAS and DX Air handling units) with equivalent water source heat pump units. The zoning and controllability remain the same. The exterior condensing units associated with the DX units are deleted from the design as the well field provides the necessary heating and cooling source. The refrigerant lines routed from the condensing units to the indoor units are deleted from the design.
The geothermal well field ABI also includes required controls, associated pumps, associated condenser water piping, and the vertical well field. The field piping shall be high density polyethylene (HPDE). The well field shall consist of multiple vertical geothermal wells with looped piping. The configuration of the well field (depth, number of loops, piping configuration, etc) shall be determined by the contractor.
Wells shall be spaced a minimum of 20 feet apart. Well field and geothermal (interior and exterior) design shall be by a licensed professional engineer and signed and sealed documents shall be provided.
IT rooms and Equipment rooms shall remain served via the dedicated DX mini splits as per the base design.
Refer to attached conceptual design document that outlines one potential design solution. The conceptual design does not necessarily include all components and consideration as outlined in the design/performance requirements outlined in the design documents but is provided for illustrative purpose to convey general design intent.
Also attached is a preliminary soil analysis to assist in sizing of well field based on soil conditions including conductivity.
Initial Geothermal conceptual design included provisions for a 92.6 GPM system with 3 inch condenser water piping and approximately 35 wells. Well depth, configuration and quantity to be determined by the contractor. This information is provided for conceptual purposes only. Acceptable well field configurations include reverse return extended manifold, and close‐spaced manifold options. Contractor to obtain all required permits and follow all regulations and standards for geothermal closed loop design.”
