About this file

This transcript is from a pre-solicitation meeting for the 2025-2029 National Mobile Food Service Unit (MFSU) Support IDIQ contract. The Forest Service will award multiple commercial, performance-based IDIQ contracts to provide mobile food services for fire suppression and all-hazard incidents in the western United States. The solicitation will be conducted in two phases: Phase 1 will award parent IDIQs to technically acceptable and reasonably priced offerors, and Phase 2 will issue a notice of fair opportunity (NFO) to parent IDIQ holders for specific Designated Dispatch Point (DDP) task orders.

Key discussion points included meal requirements (providing appetizing, nutritional meals for 200+ personnel), menu specifications (including varied protein options, vegetarian meals, and specific cooking guidelines), and operational details. Contractors must be prepared to provide 4 key personnel, have equipment capable of operating in diverse environments, and be able to produce 3,000 lunches daily. The contract will use a lowest-price technically acceptable source selection process, with fuel rates subject to annual economic price adjustments. The government aims to award parent IDIQs by mid-June 2025, with the contract effective through December 31, 2025, and potential renewals up to a total of 5 years.

Transcript April 7, 2025, 7:08PM

Price, Dana - FS, DC 0:13 The desired results are to provide appetizing nutritional and well-balanced thought and special meals;

shift provisions hot and cold container not special meals.

Sorry, well balanced hot meals, shift provisions, hot and cold container meals and supplemental items.

The services are required anytime the number of people to be fed is at or above 200 per meal and the head count is estimated to remain at those numbers or greater for at least 72 hours.

The purpose of our meeting today is to discuss the requirements of specified in solicitation.

We're hoping that this will get allow everybody. We've got a bunch of questions that we had asked prior to this. We were able to post a bunch of them already.

We will be taking more questions from today's meeting, and we will get those incorporated at the end of the other questions and you'll get one. We'll have one final set.

Of questions and answers posted with any updated final amendments to the solicitation and that will get posted to the SAM.gov after the meeting.

Going to discuss performance, evaluation standards and deductions. The evaluation criteria solicitation terms. And they will not change the terms and conditions.

Specifications aren't going to change unless we amend the solicitation. We are hoping that this gives us enough time to issue at the amendment which we are pretty sure that this will leave us plenty of time.

We will have space-time at the end for questions and answers. That's where we will generally go over some of the questions that had been posted. And the most part though, those were already at posted, so we won't go over those.

I did find a few PDF questions that I had missed in my transcription of getting Q&A over. So we will be adding those to this same Q&A form and we will get all of the questions that had been submitted answered. I do apologize for missing the PDFs.

I have learned a lesson from my next solicitation. And I will ensure that questions are submitted in the Word document and left in the Word document, because I just take those and copy and paste them into one master Word document. It's hard to copy and paste PDF's like one of them. It just wants to give me the whole screenshot.

I can't get it to do just like the sentences or whatever. So thank you for your patience. I appreciate that. We will get all questions answered that have been submitted. It's just going to take a minute more to get the PDFs converted and transcribed over to the Word document.

But thank you. I'd like I said, I did learn something from that as well.

O we're going to be going through the procurement process today.

How we're going to be having a two phase approach, the requirements, the requirements for your description, equipment, requirements for the business proposal, our evaluation factors, discussions and our award determination 'cause, I did see a couple questions on that.

So, the services we are this is under far part 12 and part 15. So it is acquisition of commercial products and Commercial Services in conjunction with negotiate contracting by negotiations.

We are doing this as a two-phase approach.

Phase one, which is the phase that we are in right now, is to evaluate all submitted proposed units using the lowest price technically acceptable source selection process, the national parent IDIQs will be awarded to offers with units determined, reasonably priced and technically acceptable.

Phase two will consist of A and. I'm sorry that I hadn't updated my slides yet - using a best value solicitation process for solicited DDP TOs the notice of fair opportunity will only be issued to awardees of the National MFSU Parent IDIQ. So, if you're on this call and you decide you're not going to participate in the parent IDIQ level, you will not see an NFO posted to Sam Gov. Because it will not be posted. Sam. Gov, it will only be provided to the awardees of the national IDIQs.

And there is no pricing information being requested at this time and you cannot use the B6 MS form to submit DDP pricing that will be activated to be used when we post the NFO to the awardees.

And then of course my contact information.

Now let's get rid of that.

There. OK, now real quick, I would like it if one person from the company can jump on real fast and tell us your company name and who all is attending. So that because I know that we don't have everybody registered. And from my the RSVP list as well.

So I just want to make sure that we do have everybody.

I guess what I could do is I'll read down and after we get through North Slope with Aidin and Ryan, then we can have everybody else jump on real quick with the company name and who all's attending.

One person from each company please.

So Schofield, Brian and Nancy, are you guys there?

Also real quick, before you answer this is what will also let us know whose phone numbers are associated with who, because, as you see right now, it's the transcript is just going to show a bunch of phone numbers. This will allow us to put names with the phone numbers, OK. Thank you guys.

Price, Dana - FS, DC 13:51 Cool. Thank you, Jarrod. I appreciate that.

Simontacchi, Jarrod - FS, ID 13:54 Yeah.

Price, Dana - FS, DC 13:55 And thank you everyone.

So now we're going to go through the solicitation process. Let me go ahead and get this shared again now, OK.

We're going to look at the two phase approach first.

So we wanted to go here for B2, your DP and your DDP are contractually approved physical addresses, locations of an MFSUs for the life of the contract, the contractor's responsible for submitting any requests for changes to the core and Co in writing a list 30 days prior to the requested effective date, the CO must approve any changes via written notification.

As we put in the question and answer 'cause, this was a question. You, the contractors.

Since so in the first step right here.

The national IDIQ most of you know where your home unit is.

Where your home is going to be parked, so where you're going to place that for its usually it's the your dispatch point is your office. But we understand that your office might be in. I'll just Kentucky, London or London, KY, but all your DP.

So you might actually have a parking lot location out West that you have that is your national IDIQ.

That is necessary at time of award because you should know where that is; that's not going to be moving. Now. What you're taking into account and effect and consideration is whether you're going to apply because not all of you are going to want to work for a DDP, some of you might want to be at this the third-tier level, this national parent level, we'll get into the tears down later. But you might just want to have your national contract. You might not want to have a DDP others, you've got multiple units.

Not all units are going to get a DP, and if that happens, you'll have, let's say, 2 units out of three. You get a DDP, but one doesn't, two will go to the their DDPs, but one will remain on the national and that parking lot is where it should be coming from.

The second step, phase two is where we will notice a fair opportunity is being given to the parents and those awardees, no matter how many that is, will all be afforded the same opportunity to participate in the DDP task order portion of this.

So now your DP - that is your parent contract; your designated dispatch point is where your DDP is, where your unit is. That's the 30 locations that the government has selected.

What we've done is you will go over the key personnel.

Mary can go over that once we get. So, your address must be within 75-mile radius of the nearest airport code. Not the city center. One of the things that we've learned is over years, city centers move.

And if that's the address that we're using, then you might not realize it, we might not realize it and all of a sudden you are no longer within 75-miles; you're now 90 or 100 miles away from the city center.

But yet for the past 20 years, you've been within 75. So we've clarified that that is your nearest airport code is what we're going to be. So you just give us your address.

NICC will input the nearest airport code into the into their system for their calculations. So, you have 30 days to do that and we get and the reason it's just like in the normal contracting back before when you were originally applying for your DDPs.

Like this current contract iteration you have 30 days to get that to us because you don't know exactly where. You don't know you're going to get Tucson, AZ as your DDP, so you can't guarantee that that's the address you're going to have until you know you're getting awarded. So that's why you have a 30 day grace period here. Now, of course, if when we get to phase two, you do know your DDP address, you can provide it. Just be remember that it's a competition, you might not get that DDP again.

That also what allows for the movement to the DDPs from your old places, where we're all at now or from your home unit or from Kentucky out West. That's what gives you the time to get your vehicles moved and into the spot, so that by the time you go active and you can be available, everything is at the designated dispatch point and we have addresses and we know where you're at.

We will check your addresses; we will work with NICC and with you, if we notice that it's not 75 miles and we can figure out what. How did you figure it was 75 miles?

Because we're not seeing. We'll talk to you. We're not just going to say, hey, you're done. We'll talk to you and see what we can do to figure this out.

But again, that's 30 days and the contractor, key personnel and required equipment supplies shall be physically located and available to perform from the DDP or the DDP locations. The key personnel shall reside within 60 miles or one hour of the location. Offers may propose an MFSU for multiple locations, but only one MFSU will be awarded at each DDP location and we are not splitting locations. So, if you are awarded the DDP at Tucson that ends on 6/30 - you can't use that same unit for Twisp that starts on 7/1 (I'm just making numbers up. These aren't the dates, and if they are, then I've just luckily said them, but.

So that's not allowed. You supply that unit, is that DDP? And that's where that is for that map period.

After MAP it goes it could stay there or it goes back to the home unit. To the home to the IDIQ address so that you can have a centrally located dispatch again. But that's again outside of your map.

Mary, if you want to have say anything about DPs and DDPs. Mary or Jarrod? Sorry.

Fields, Mary - FS, ID 20:39 Well, we realized that where you're at now, if you have a a contract and you're at a location that you were awarded in the last five years and you're on your extension, we know that that address is going to be different. So when you put your proposal together, we don't want to make it terribly difficult for people, but you know it's going to be pretty - it's going to be very important that you be able to get to your chosen awarded location within 30 days because otherwise it's going to be too hard to dispatch you.

And the key personnel. We had a question about that. We really hadn't given it enough thought to put it in here, so I'm glad we did have the question and like Dana said, it is 60 miles or one hour and which is at least one hour.

And that eliminates people flying their managers in. What it does is it gives us the guarantee that your managers are gonna arrive at the incident when your equipment arrives, because that's what we need to happen. You need to hit the ground running when you first get there. I think that's it for key personnel, Dana, until we get to the other part, I can talk about them once you get to the required positions.

Price, Dana - FS, DC 22:14

OK. And if we can, we'll keep track. Write down your questions if you have them and we will ask, go through all Q&A at the at the end of the presentation. OK.

So that answered that - DDP maps. So because we have enough people real quick, we've selected the government task based on historical averages and use 30 DDPs designated dispatch points. And they've figured the average map. The highest priority or the highest probability of fire season, not guaranteeing anything, but these are when we when it's been the biggest, most fires. Dates. So that's what these mandatory maps are.

And then this is just so you can tell how many days that map is when you're doing all your stuff for phase two.

Fields, Mary - FS, ID 23:09 So Dana.

Price, Dana - FS, DC 23:11 Yes, ma'am.

Fields, Mary - FS, ID 23:11 I'd like to mention here that the map dates have changed, so just because they said.

Price, Dana - FS, DC 23:11 Go ahead. Sorry. Oh yeah.

Fields, Mary - FS, ID 23:20 June 1 to, you know, maybe it was November 15th last year. We have changed and adjusted these maps to be more realistic.

Price, Dana - FS, DC 23:30 For this, Yep, moving forward.

Fields, Mary - FS, ID 23:32 Mm hmm.

Price, Dana - FS, DC 23:36 OK, so at the end of the contractor's map, the contractor must notify the CO. Once you're getting ready to come out of the map like we said, you can either leave your unit at the DDP or you can take it back to your IDIQ DP. We will be like this, the DDP locations will be solicited and awarded during phase two. Don't submit information.

Notice of Fair opportunity will be provided to the awardees. There's just so you can see the picture.

Rendering of the DDPs and their map dates.

OK.

So now we'll go through pricing real quick. So your issues with [MS Forms not saving]. Now I'm not sure why this is doing this. Everyone one of the couple people did put in their Q&A or their questions or comments that they were having issues with this. I do not understand why it's not. I went back in and double checked the boxes are selected to allow it, so I do apologize in advance for any issues that we're having.

If that is the case then, we're back to MSF Forms pre-2023 I guess. When 'cause, when the first time I used this form for the call, we needed caterers. They did not have that functionality. So if you are not able to save and go back and adjust and do things, you'll have to do it the old fashioned way, which is you do a new one and the very first thing that you will notice when you go in is a comment box in.

That comment box. You would put this is an updated pricing it and you it's you have to give all the information. You can't just say I'm changing the breakfast rate from 15 to 16. You know if you do not have the ability to save and edit and do all that and you have to do a new line, you have to put in everything again. I apologize. I was hoping that this functionality, would be working, but some people it's not even with their account they say.

So the next best is that additionally, and we can get through that when we get down there, but I just want to brush on it real quick. Like, no, we'll do it down there, sorry.

So all offers are replete.

So you'll get your B5 [showing Unit Summary]. So this right here is your unit summary: This is what goes into the contract at the end. This you'll have multiple cities if you have, you know all of that stuff. Your management, all of that will be on here. This is what goes in the contract [Unit Summary].

This does not go in the contract [B.6 pricing]. This is so you can fill it out with by hand, so you have it to, you know, to copy from when you're putting it into electronic or you don't use this at all. And you just submit, you just type everything into the electronic as you go. This was just so that I know that I like to put things in writing, and then it's easier for me to get it over to somewhere else instead of going back and forth. Especially if we've got multiple units and everything that you're working with. So everything is the same.

And this none of this will be in the contract. This is all just for pricing purposes only.

You will not submit this with the B12 or sorry with your Part 1 Technical or your part, your Part 2 business you will not submit this with it. This is just so that you have your numbers. You do your math here [on the paper form]. Because at the end of the day I'm making a ward based on the total evaluated value. So you guys can do all your math here. I will do the math in the MS Forms. OK.

Then at the end of the day, you'll be able to tell if we've made a mistake because your number won't match my number. So this is all of this is just paperwork for your use for your records, and that's what it meant by when I said for your records right here the total estimated quantity shown are for price evaluation purposes only. Offers will not submit the total evaluated amount via MS Forms. It's for your records only, so all you will be filling in MS Forms.

Is this right here your price? Your price.

Now, one of the questions I know and we want to come get it called out. We did get everything updated. The number is tenting, seating for 250, the space area for the tents is 250. Your meal count is the 200 that has nothing to do with your tent seating.

We did market research. We found that the what we used to call 60 persons is actually like a 50-person tent. So that's why we put this into work. Your supplemental is 50 what this is the difference between your tent that's part of your unit and this is you have a tent set for 250 and there's 500 people.

We might ask you to give us more tenting. So you'll give us tenting for 50 increments? That's what this is and why it's different than the other.

So yes. So the national parent IDIQ schedule, when proposing your base year your option years, please multiply your price by your unit. That's your total evaluated amount. The price evaluation for your “-8” [FAR 52.217-8, Option to Extend Services]. You guys don't do any pricing for your “-8”.

Your “-8” is exactly 6 months or half of your option year 4 pricing. So if your breakfast is $16.00 for option year four, your “-8” is $16.

Again, you don't need to worry about that. We will make sure that that number is that, but in your 'cause you don't have you notice you do not have one of these or the “-8” the extension and that's because you guys don't price that out separately.

It is an extension of your option year four. Now if we're in contract performance and we exercise that “-8” in the middle like let's say, we exercise option year two and then we do a “-8” as soon as this “- 8” comes to an end, the contract is an end.

There is no we don't use “-8” to realign the period of performance. OK. So if that's the case and we exercise it at before option year three, your option year 2 pricing is what will be used for that “-8” pricing. Just want to clarify that there is a difference between the two. Because you will see it. Explain the different way further on down.

So I just wanted to get out there now.

You only the dash is option. Your four is for evaluation in real life.

The “-8” pricing will be whatever option period or pricing was previously used.

OK.

Now we'll get down to Section E. Because then we can go through the other stuff in the questions. Get down here.

This was a question too. We'll get to that 1K right here. So solicitation provisions, nothing is changing here.

Now somebody did ask [about links]. We do have in the updated Q&A that will be posted. I have gone through and updated the links again.

Again, I do not know why they decide to work.

But in the Q&A form, right when we have our, did I have it right here?

I think I did put it. Just so you guys see it. And I will go through again, right.

Literally right before I post this to SAM.gov, I will, Chris and I will do 2 separate or we will do a bunch of separate tests to see. To make sure that they are working. But I had put them, they are in here in one of the answers.

And the links to the FAR and the AGAR bar is acquisition.gov. And across the top is where you would find the AGAR. When you go across the top of with the different agencies, you'll find all agencies GAR, their acquisition Rep, their supplemental, their additions or their take, [well] not their take, their sub their clauses and provisions. So all of them are right there.

The same site as FAR the deviations are what has the separate link and that will make sure that they are updated before we post the questions.

If you have these [any fillable clause/provision (little check boxes)], because this was a question, so we'll just this gets answered in your business portion. You'll just select the box, copy and paste the clause/provision and then and you'll have that in part of your write up. You'll be like whatever this says is talk about responsibility matters.

You'll make sure that that's checked and returned to us. Instructions.

So here we go. So. You know that you'll have your solicitation number.

We have the date that is as of today. It's still going to be April 24th at 9:00 AM.

The technical description being offered sufficient detail in the PWS, you know that you have to answer, write your description to your company, responding to our to the PWS. Do not regurgitate the PWS back. If we say you must be able to, you can't have this in your kitchen. Don't say this isn't there.

Give us a write up. Like what your kitchen is.

You're going to remit everything to the PDF box or to the Box e-mail.

Everything is PDF and I did go in because we did have a spot where the equipment description was supposed. It said word or PDF. We did get it updated so it is just PDF only. Yes Jarrod?

Simontacchi, Jarrod - FS, ID 34:41 The. Yeah. Real quick, what is PWS?

Price, Dana - FS, DC 34:47 Oh, sorry, the Performance Work Statement [PWS].

Thank you, Jarrod. I don't. There we go. Thanks for that, Jarrod.

So again, everything is PDF and sent to the address, the address. OK, all submittals are emailed. No zip, no HTML no Dropbox only PDF to this e-mail address. That puts it in our box.

It's going to be three parts now, part 1 and Part 2 are the technical proposal.

It's just that when you are doing that, that equipment, with pictures or video and verbiage and everything that goes into this document in and of itself, it can definitely in of itself be larger. And then when you combine it with the rest of your technical proposal, you could exceed any mail limits.

[THIS (email submission) HAS BEEN UPDATED – SEE Q&A FORM] So real quick. Due to the limitations, that is everybody's e-mail is different. I can't.

My outlook one day might actually send a 25 or 24, but then the next day won't.

It depends on what is in the file. So. You won't know until you get a mail fail.

That's how you'll know that it didn't get sent if you don't get a mail fail, then it went through just like in normal emailing.

So Part 1 and Part 2 are your technical proposal. Even though that's two separate mails, it's only for that purpose or reason that they are separate and then you have your Part 3 as your Business.

Again. I can't. I can't. Tell you if your computer or your server is going to send a 10 or 25, you'll know it. Some of them will give you the warning before you even hit send.

It'll say that is too big. I'm just telling you that we are guaranteed if you are connecting or trying to attach a 30 Meg PDF, I will not get it. And you should also get you now you sending it. If it it sends, you won't know it. But I will. No, sorry you will, because it'll say he [CO] can't accept it. But I'm also telling you I can't accept anything bigger than 25.

The naming convention. I thank you for catching that, you are correct.

This is the naming convention. The very first page is just a cover page. If there are any discrepancies up there and down here this is the rule. And this is what it must be.

Not the up there in the first part.

So again, if you have one e-mail and you can get it all in one, then you just have your company name.

The tech meaning business, part one or yeah, part one and then your date and then part one of one.

That way we know that is the one e-mail that we're going to get. Or that's what's on your. Yeah, that's what's on your document.

So we know that's gonna be it. Then for if you have to use, then you'd use part one of two-part two of two. That's your naming convention. Only attach the required documents.

Ow. 5220 that's completed. This is completed online, so make sure your SAM is updated, and your Reps and Certs are all updated and complete pages OK.

Your format for your paging. Is your page size and your numbering and margins is 8 1/2 by 11. Your page number should be on each page consecutively and it's just standard margins either half inch or one inch, either one. Just don't go any later, any less than the five and one. On the sides your fonts and spacing, your font size, font and size for all parts is or. Type in size for all parts is including your header and footer is times new Roman or Calibri, no smaller than 11. Your tables, graphs, demographics, etc. Is no smaller than 10. And pages shall all be single spaced. Don't double pace.

Paved. Yeah, sorry. Double spacer space and 1/2.

This is but your company, if you have your company header, don't go changing your company header to be times new Roman or Calibri. Your company header, of course is your company header, but your footer [page numbers] should be the times whatever it matches. Your footer should match the rest of your document.

Photos and videos photographs color clearly labeled, and the videos like we said, are right here [indicates in D.14 Attachment 1]. You can include videos. Just they have to be in. These [from RFP] formats don't. I can't remember which one. Somebody way back when had tried sending us a video format, but it we couldn't get it open.

So these are the three formats that 90% of the time we can get open to look at.

Do but videos do not replace color photographs, no URLs. We won't go to a URL.

Signatures your proposals, the SF1449. And now that it's this an amendment's gonna be posted. The SF30 [at least 2] will be included. So when you submit your business proposal, these two documents should be part of that as well.

Your technical proposal. Right here we fixed it. So, it's only PDF for your equipment descriptor. The equipment. So, we wanted to go back to that real quick.

So when you're going on your equipment, your attachment one, what we expect to see here, OK, all doors and windows have screens, air curtains or other means in accordance with current FDA food code. This is where you're giving us a descriptor of this item, and that's where you would put a picture. Then you would put your descriptor here and then any pictures?

Mary, do you wanna go over this real quick while I get a drink? Mary or Jarrod? Sorry.

Fields, Mary - FS, ID 41:36 Yeah, I'm here so. Yeah, if you we would like you to embed a picture in each one of these. Numbers so that we don't have to go looking back and forth to find out what they say about it being sealed to the floor over six inches. We want the picture right there and then for your description, please don't say all doors and windows have screens, air curtains or other meanings? We want the description from you.

We don't want you to tell us what we just told you. So, if you can keep that in mind, that will help us a lot when you're talking about, I don't have control of this screen, so I can't go down too far. But when you're talking about what your cabinets are made of or what your floors are made of be.

It's descriptive as you can.

And then remember, we're looking. We're always looking for coving. And all of your equipment, you can look it up under FDA food code and you'll find out what it's supposed to be.

Same with contact food services [surfaces]. You know, it's all part of the food code.

That's where our equipment requirements come from. So it shouldn't be too hard or too there shouldn't be many questions about it. The equipment really hasn't changed much.

The one thing that did change was down under refrigeration. If you have a rental refrigeration unit that you use, it's under lease or you rent it for each different, you rent a new one for each assignment.

That's fine, but the refrigeration has to meet the requirement, and it has to have a shelving nonabsorbent, non-corrodible, easily cleanable; wood is not accepted.

You also have to have plastic pallets in there, which is in a different spot. Same thing with your freezer. If you're renting it, that's fine, but a rental is considered part of your equipment. We want a good description of it when you submit your proposal, so we know that, oh, they're always going to rent from Shamrock. And this is the type of shelving, and this is the type of thermometer they're going to have.

Is this the type of coving they're going to have? So, if you are renting to make up part of your [unit] that's fine as long as you have a it can't. It really has to meet this refrigeration of storage, and we've come into a lot of problems with this, and that's why we're getting a little bit more stringent on it.

You know, when I go into a refrigeration unit and its total disarray and there's boxes everywhere, nothing matches up. That's not meeting the intent of the contract, so.

Please pay some attention to that. Give us pictures that we can see; don't just take a picture inside of a reefer unit and with no lights, because we can't see it. If you can't see it and it looks good you, it won't look good to us.

So just remember that we still have the sandwich prep trailer. We still have the shift provision assembly trailer. They can be bought, used in a mix. They can be in a mixed as long as you have 72° or less. For your temperature in the refrigeration unit where you are packing your shift provisions or making your salads.

Salad bar. We have had some issues with salad bars in the past contract period and your salad bar is required if you have a trailer, that's fine, you have to have some way to keep the dirt and bugs, you know, out of the trailer. You should have to have flooring - keeps the dust to a minimum. Umm and you?

We want it located. We really want it inside or of a trailer or sides attached to that salad bar.

Something that tells us there's not gonna be a bunch of insects flying around when you have the salad bar out there. If you use a tent, that's fine as well, but we need to have flooring and the flooring has to cover the entire.

Area of the tent. So if it's a 30 by 30 tent, you're flooring at a minimum should be 30 by 30. And it should have side walls and screens.

I haven't chose anything with potable water steps, but really didn't do very many changes this year in the equipment because we've changed it so many times in the past and got everybody we got buy in from everyone.

This this works. We think this is a good set of specs for the equipment. So, you know, we didn't really look at having to change much. Did you get your water, Dana? Yeah.

Price, Dana - FS, DC 46:47 Mary, can you go over the five? [looking over D.14 Attachment 1] - The contain the water containers the 500 like they can cause some of the questions were, I've got 500. Can I have two tanks to make 500 or whatever? Can you go over that real fast?

Fields, Mary - FS, ID 47:02 Oh, sure, sure. We require 500 gallons of storage for the kitchen, up potable water storage for the kitchen. If you have to, have two tanks that make up that 500, that's fine, just remember that every time you have a connection going from one tank to another, you're gonna have a harder time cleaning

it. And you know, if we see issues around those connections, we're probably gonna ask you a lot more qestions about how you are cleaning.

To go with that, just don't forget that you have to take a potable water test right as soon as you get your as soon as you get set up. And if it's on the weekend, we understand you'll just have to take it on Monday.

And then the wash basins, they have a separate requirement for the number of gallons; they need 400 gallons at a minimum, and if you have a great big 1200 gallon tank for the kitchen and the Hand Wash station, that's fine with us as well.

Whatever you want, whatever your company wants to do as far as setting up, as long as you meet these requirements, we're good with it.

Pumps. Nothing has changed. Everybody knows the spiel about pumps, so. Yeah. And then.

This is just how you're gonna how what you're gonna call your peripheral equipment. So, like, if it's your kitchen, you're gonna OK one. Describe it if it's your salad bar or your salad trailer 4K1, you might call it K-1S or something. Just something that makes sense to us so that when we our FDULs out on the incident are looking at your unit summary and then they're looking at the equipment you have there on the incident, it has to match if there's something happened and you broke down along the way or you've changed out, you have to go through the contracting office and you have to send in pictures and a description of why you had to change out so that we can get that corrected and we do allow you to change. We know things break. And our biggest concern when you change out is that it always has to be like or better. So if you're giving us a new hand washing station, it has to be like or better the one than the one you currently have on your contract.

So you know, we're really open to the fact that things break down. We know everything's mechanical it shouldn't happen often, but if you want to improve your unit, you pick something up that's a great improvement, send it in, let us know what you're doing.

OK, now kitchen manager will go over contract number of key personnel and I know you all call your key personnel something different then we have listed here but this is how we want them listed on your unit summary. We want your manager, your unit manager and a kitchen manager, we want an assistant kitchen manager and a supervisory cook.

If your MFS unit manager has to go rest for six hours or what during the day because of shifts and stuff, then the kitchen manager is still there and available. That's why we have an overlap. We want to allow people time to get some rest if they need it, but the government has to always have a manager that they can contact and not have to go running around looking for him and oh, they went to town.

Well, that's not acceptable. You have to have someone left there that is a manager - your assistant kitchen manager could fill in if the kitchen manager and the unit manager had to go to town, but your crook, your Supervisor Cook, is not a kitchen manager. So, that would not be the person that the FDUL would come to. We want we want everyone identified so that the FDUL knows what your chain of command looks like so they know who they're supposed to go to.

I always train FDULs never to go to anyone other than the unit manager.

Do not **** into the kitchens management ways, because that's none of our business.

We're hiring a full service and that's what we expect.

Price, Dana - FS, DC 51:58 And Mary, why? What do we do if we have multiple DDPs/DPs and Kitchen and management? And why is that?

Fields, Mary - FS, ID 52:09 Well, if you get 3 locations, we're going to expect you to have 12 key personnel now, if you have a location that ends, say it's 4/1 to 6/30 and it ends and you want to use your two of your managers to go over with another kitchen that is just starting, you know, on 7/1, unless you make that first kitchen unavailable we're not going to let you do it.

So if you're going to keep your kitchen available, your unit managers, kitchen managers, they all need to stay and be with this same kitchen that they're listed with in the unit summary. We understand people get sick. We understand people leave when those things happen. You just need to send in electronic an e-mail is fine. Just let us know what happened if you're changing unit managers, attach the Certificate for manager training and also a brief resume. Nothing real long, just a brief resume.

So I think that is probably what you're looking for, right, Dana?

Price, Dana - FS, DC 53:26 Yes, I think that was what most of the questions that we kept getting had to do with.

Fields, Mary - FS, ID 53:31

OK, OK.

Price, Dana - FS, DC 53:33 OK. Real quick, do you want to do hot delivery van?

Fields, Mary - FS, ID 53:44 I didn't talk about hot delivery again.

Price, Dana - FS, DC 53:45 As part of the equipment.

Fields, Mary - FS, ID 53:48 Yeah, it's a, it's a new option as a supplemental. And if you want to propose a hot delivery van, we need to know about it when you submit your proposal and.

We have requirements for the hot delivery van included and you just you can, you know, we'd like you to meet those at, well, we you have to meet those and then.

We and we are envisioning this hot delivery van to be coming to the incident as part of your equipment. So if you intend to bring one so that if there's a spike camp, which there always is, spike camps, you get to use your hot delivery van vehicle rather than a rental person coming in with their hot delivery vehicle. So we anticipate it's going to be brought to the incident with your whole kitchen, so any extra mileage that might incur, you'd have to put into your mileage. I'm not sure Dana, is there a separation for the on the bid for mileage to and from? I thought there wasn't.

Price, Dana - FS, DC 55:06 No there isn't.

Fields, Mary - FS, ID 55:07 OK. Yeah. So you just have to figure that out.

Price, Dana - FS, DC 55:09 It's.

Fields, Mary - FS, ID 55:12 As far as what it's gonna what you're gonna price it at, I don't know. You could do some asking around. There were seven of them in the system last year. I think there's gonna be more like 12 or 14 this year. They're all a little different configuration. IMTs are looking at these things like the best things in sliced bread, and I'm telling you I didn't have one request last year to give us a Type 3 kitchen because we were able to meet the requirements of the incident with these hot food delivery vehicles; so they really were a huge benefit to us.

We do not have them in Viper, we have them on EERA as right now, but we remember we talked about some kind of delivery method last year. So we would like to give you the opportunity to bring your own and that way you're going to get paid a daily rate for that as well as knowing that you know you're going to keep a couple more people employed. Whatever works out for you. But it's there I think that this industry is only going to grow and and get better. I don't anticipate it going into VIPR anytime soon - I will be long gone before that happens. But we just thought it would be a great addition to this requirement. It's a supplemental item, so you don't have to have it.

Price, Dana - FS, DC 56:54 Thank you, Mary. One of the other questions.

Fields, Mary - FS, ID 56:55 Yeah.

Price, Dana - FS, DC 56:57 So the difference between your reefer and this reefer is this is only, let's say, the government reefer goes down and we need to have a space to store the lunches.

Fields, Mary - FS, ID 57:08 Yeah.

Price, Dana - FS, DC 57:08

We are only looking for one linear foot. We could not the having square footage or cubed feet and what it just was. There's no way to.

Fields, Mary - FS, ID 57:18 Too confusing that it was 8 by 8 by 8. Yeah, that's fine. Yeah.

Price, Dana - FS, DC 57:21 Or 10 by 10 by 10 or whatever. So we went with the linear foot and what you're doing is you're pricing for one linear foot per day.

Fields, Mary - FS, ID 57:26 Yeah.

Price, Dana - FS, DC 57:30 So in this example you say you're going to give us a foot per dollar. It's two feet at two days. That's

$4.00, OK.

Fields, Mary - FS, ID 57:39 Yeah. So I think the formula is a little bit easier with the linear foot than the cubes.

Price, Dana - FS, DC 57:48 Oh, real quick. It's looks like the request for information the RFI for the host of the sam.gov for the hot food delivery services with responses due 4/11. So that's in.

Fields, Mary - FS, ID 58:02 Yes it is. It is posted and we're getting quite a bit of response to it, so we'll see how it goes. We I don't think we did in RFI last year, but we decided that I've had enough phone calls all winter long that.

You know, it was something we need to get a little bit more formalized. So that's why we did the RFI and since we had already approached the industry with providing something, we thought that this would be a good start and honestly this may be the only thing that we ever develop for delivery of hot food to the spike camps other than our hot food containers, the cardboard boxes that we provide the transportation for. So you know I've gotten good response from Operations from LSCs so I I think it's a good thing. And something to consider.

Price, Dana - FS, DC 59:08 Thank you, Mary. So.

Fields, Mary - FS, ID 59:09 Yeah.

Price, Dana - FS, DC 59:16 OK, for those videos, URLs, signatures. So make sure that you do sign your 1449 and any SF 30s I can I know for a fact we will have at least the one that posts this stuff.

So your instructions. We'll go through with the questions and answers on that.

I know that.

Past Performance OK. So one of the questions that was asked was about past performance. So we do have. There is a difference between past performance. You have past performance and you have experience. I don't why that came on italicized but. South side. OK, so the question was if you're a subcontractor. Yes. Subcontractor performance is evaluated as any past performance; you have to have the same size, scope complexity, similar size, scope and complexity as the primes.

Because we recognize that not everybody who's going to be submitting has government contracts, so you need to submit if you're submitting any past performance that is not from a Fed a federal agency, you need to submit that with your paperwork. If you are submitting as a sub to, I'm just going to use the example.

There is no name here actually JK, so you want to, you're subbing for JK Enterprises?

JK Enterprises is going to give you an evaluation. We give an evaluation this JK.

So you need to take your JK evaluation and that is what you submit. You do not submit the overarching because you could get that as the person at the unit managers, let's say, and now you've moved on, but you can't use that overarching.

You would use the one that you were provided as the subcontractor, at which point then we would reach out to that person to verify information. Stuff like that, just like our normal any other backgrounds that we do?

Your experience. Is what is your similar work before, so this is the qualifications [and] experience of your personnel. So if all of your personnel have been working for you for 50 years and this is where experience, that's where that goes.

I think that was that question, there was no…there really weren't any questions, just a big one right here. The equipment is, this is part of your technical. It's just again, just because of the size that it could become. We wanted to air on the side of caution and just call it out beforehand because, like you heard with all the pictures and videos and things like that.

So your technical approach, the difference between this write-up and the other in this write-up, you're not gonna be saying in your technical approach write-up, you're not going to be like, oh, well, my equipment has, you're not. You're going to give us the overarching response of your approach [indicating Part 1 in the RFP]. You are telling us in this you're giving us the details of this equipment [indicating Part 2]. So here, if you're talking about hand washing unit, you wouldn't have to go into all the details that you're talking there because you'll have given us pictures and you'll have given us a detailed explanation in that with those. In that spot on the for on the exhibit 14 attachment one.

And we've broken it down into two main parts as your program project management and your quality control. We look at all of these items. The subfactors are all part of your offer acceptability. So if your first is, you're going to send your first part of your quote or proposal back. Should say we agree with everything we have no, no exemptions, no conditions, no changes. You were sent to and then your equipment. Then your technical approach, which is part of your technical approach, are these two items. And then your past performance and then your experience.

This is all one factor.

And we work with we evaluate each part and then it goes into the overarching. And then for your price, like I said earlier, the price, your phase one, we're going to evaluate the phase one portion is the first seven items on the list.

I'll go back up to it. Whoops, right here. Right here [indicating the pricing pages].

O this portion because this is the requirement for everybody. So everybody has required this. So this is what our evaluation pricing is based on our evaluation pricing for award does not include this. This is only compared and looked at for the companies that actually provide this stuff, like Company A might give a sports drinks and ground coffee. And that's it. Company B might give us everything. So, this is evaluated to ensure that these prices that you were offering us are fair and reasonable separate and of themselves from this pricing

Your handwash unit, I need the price per unit that is $1000 a day. It we will do the math of, OK, a sink rate. You don't need to do the math to put the sink rate. So, if you have 12 sinks, you're not going to put anywhere and submit anywhere that that is whatever 1000 / 12 - we take care of that on our side when we do our evaluation.
