About this file

This document is an amendment to Solicitation 1202SC24Q2712, which is a Request for Quote (RFQ) for salt fog Prohesion spray testing services to ASTM G85 and B117 using long-term fire retardants. The amendment provides answers to industry questions submitted during the Request for Information (RFI) period. Key details include:

The USFS requires 120 total corrosion coupon samples to be tested across 8 different fire retardants, with 3 replicates of each of the 5 alloys specified. The USFS will provide the 8 retardants, and the contractor is responsible for sourcing the corrosion coupons. The retardants are biodegradable and non-hazardous. The USFS requests a 7-day test cycle, with photos captured initially, after day 1, and upon final removal of the samples. Pricing is to be submitted for the spray testing services.

Answers to Industry Submitted Questions

Prohesion Spray Testing

The purpose of this amendment is to provide answers to industry submitted questions during the RFI period. No additional questions will be answered unless deemed in the best interest of the Government by the Contracting Officer.

QUESTION 1:

“How many total retardant-coated sample panels do you intend to supply?”

ANSWER:

• The number of retardants requested to test are 8, however these are not retardant-coated panels; as the coating and application is what is being requested as part of the spray testing – this is listed in Table 1-1 of the Statement of work

• 3 replicates of each alloy tested

• 5 different alloys tested as given in Table 1-2

• This works out to 3 x 5 = 15 different corrosion coupon samples tested across each of the 8 retardants (120 total corrosion coupons/panels)

• It is desired to have the quote include the cost of sourcing the corrosion coupons. The USFS will provide the 8 different retardants.

QUESTION 2:

“What are the panel dimensions, LxWxT?”

ANSWER: These can be requested to whatever dimensions work well in your spray chamber. For our uniform corrosion testing we use coupons of 4in x 1in x 1/8 in. So this size can be used or different to accommodate your chamber layout.

QUESTION 3:

“How many "sets" of coated panels are there, representing the number of different retardants being evaluated (if more than one)?”

ANSWER: There will be 8 different retardants requested to be tested across all alloys.

QUESTION 4:

“Are the retardants biodegradable / non-hazardous; can any soluble residues be disposed of down a municipal sewer?

ANSWER: Yes these products can be disposed of down municipal sewer.

QUESTION 5:

“Can you share SDSs for the retardant(s)?”

ANSWER: Yes, see links below

QUESTION 6:

“What is the desired exposure time for the corrosion resistance testing?”

ANSWER: 7-days was the original suggested time span, based on the ASTM. However, we are open to discussion if a different time span is more industry standard.

QUESTION 7:

“Do you wish to perform just ASTM G85 Annex A5 Prohesion, or do you also want ASTM B117 Salt Spray performed as well?”

ANSWER: The intent is to use both, with essentially B117 as the base method, and just modified in a way to accommodate spraying retardants in place of saltwater. This modification would be most similar to Annex A5 of the ASTM G85 guide which discusses a 1-hour fog (soak/spray) followed by 1-hr dry off (no spray) cycle. The idea is to optimize and run one 7-day cycle for each retardant, not 2 different environmental tests.

QUESTION 8:

“Do you wish to have photographs at intervals during exposure, and if so, at what frequency?”

ANSWER:

• Photos captured would requested as:

o Initial, prior to exposure o 1 set, after day 1 and could be taken just from above as mounted in the apparatus o Final set of photos when the samples are removed
