1. The Department of Agriculture (USDA), US Forest Service (USFS), Incident Procurement
Operations (IPO) At Incident Management Support (AIMS) requirement for Off-Highway
Vehicles (OHV) for use on a local, Regional and Nationwide fire suppression and all-hazard incidents basis. OHV is a general category which includes, All-Terrain-Vehicles (ATV), Multipurpose Off-highway Utility Vehicles (MOHUV), and Recreational Off-road Vehicles

D.2.1.1-MINIMUM EQUIPMENT REQUIREMENTS
(a) MVR #1-All Purpose Side-by-Side for Personnel and Cargo Transport.
(4) Engine-4 Cycle, Liquid Cooled, gasoline or diesel with a minimum displacement of 800CC.
QUESTION:
Will you consider amending the solicitation to a minimum of 570CC based on the information that we provided above?
The 570CC Full Size Polaris Rangers meet the specifications of D.2 (3) Vehicle Payload Capacity. *See attached document from the manufacturer.
ANSWER: This will be changed in the specifications.
RESOLUTION:
D.2.1.1¿MINIMUM EQUPMENT REQUIREMENTS
(4) Engine ¿ 4 Cycle, Liquid Cooled, gasoline or diesel with an engine displacement equal to or less than 1,000 cubic centimeters.
D.2-EQUIPMENT REQUIREMENTS
Looking at D.2 it appears that all the equipment requirements you are requesting suggest that UTV¿s be street legal if the state allows licensing UTV¿s for highway use. For example, Oregon does not allow licensing of UTV¿s for highway use, however Arizona does allow for UTV¿s to be licensed for highway use.
Is the intention for the solicitation for all the UTV¿s to be street legal regardless of the state you reside in?
We offer UTV¿s in Oregon, Washington, New Mexico, Arizona, Idaho, and Colorado.
ANSWER:
No, UTV¿s do not need to be street legal or licensed for highway use in any state.
Is the intention of the UTV¿s to be street legal or used in an off-road environment to give aide to Ground Support?
ANSWER:
The intent is to use UTV¿s for off-road use only.
Our UTV¿s have been used 100% of the time in an off-road fire situation. We are looking for clarification in this section of the solicitation for use of the UTV¿s.
QUESTIONS:
Is the intent of the solicitation to have these UTV¿s street legal?
ANSWER: The intent of this solicitation is for the UTV¿s to be used off-road with the required permits or tags for that state (if necessary).
Is everyone bidding on these requirements in D.2 even if your state does not allow for licensing of UTV¿s for highway use in that state? The bid could be totally different if the UTV is street legal or off-road.
For example:
Item (d) Tires and Wheels
Do you want an aggressive off-road tread tire or a DOT approved tire for highway use? The two are very different in terms of performance.
ANSWER: Yes, tires shall have an aggressive off-road tread.
Item (e) Lighting Equipment
This will depend if we are bidding on street legal or not.

This will all make a difference based on your intention of this solicitation and the requirements of street legal vs. off-road use.
ANSWER: The intent of the solicitation is to obtain UTV¿s for off-road use.
D.2-EQUIPMENT REQUIREMENTS
(j) Trailer-Trailers must be in good working order and in compliance with all applicable federal and state motor vehicle laws.
Last year an issue arose regarding the Forest Service Fleet Policy 7109.19_30. This policy requires the vendor to have trailer brakes on all trailers we tow over 1,500 pounds or the operator is in violation when pulling the trailer. This was brought to the attention of all the vendors last year, and it was made clear in Region 3 and 6 that in fire season 2022 trailer brakes would be required on all trailers that the Forest Service rents or leases per Forest Service policy 7109.19_30.
QUESTION:
Are you going to require trailer brakes per the Forest Service Fleet Policy 7109.19_30?
ANSWER: Yes.
RESOLUTION:
D.2 ¿ EQUIPMENT REQUIREMENTS
(j) Trailer. Trailers used to transport vehicles shall remain with the vehicles. Trailers with a GTWR of 1,500 pounds or greater must be equipped with trailer brakes. The towing combination of the vehicle and trailer must meet the braking requirements of State vehicle laws governing stopping distances. In the absence of applicable State laws, any vehicle or vehicle and trailer combination must have service brakes capable of stopping the vehicle when traveling 20 miles per hour within a distance of 40 feet on dry asphalt or concrete pavement on a grade less than one (1) percent.
(k) Tie Down Straps. Four (4) each.
QUESTION:
(Company) has always supplied a hitch/stinger with all of our UTV packages, is a hitch/stinger not required?
ANSWER: This will be added to the requirements.
RESOLUTION:

D.21.8.1-RATES OF PAYMENT
(d) Delivery/Pickup Fee- If multiple UTV/ATVs are hauled on one trailer, only one mileage rate will be paid.
QUESTION:
Is there an option to give you two mileage rates, a single UTV on one trailer or multiple units on one flatbed trailer?
ANSWER: Edit to the Schedule of Items to include separate mileage rates for single unit and multiple units.
RESOLUTION:
D.21.8.1-RATES OF PAYMENT
(d) Delivery/Pickup Fee ¿ to be paid according to the mileage rate method indicated at time of delivery/pickup.

QUESTIONS:
May we use the same UTV¿s in both regions?
ANSWER: Yes, your resources can be used in multiple locations within a 450 mile radius of your designated place of business.
Do we need to fill out an individual SOI for every UTV or may we submit a spreadsheet that lists all the VIN numbers for our UTV¿s? May we then add this to every dispatch location within 450 miles that we choose?
ANSWER: You can attach the list of resources and the locations they can be dispatched from.

QUESTIONS:
On the SOI table should there be a Host Dispatch Center included on the table?
ANSWER: Yes, the Schedule of Items has been modified to reflect this change.
The contract says that the units need to have 2-6 seats. Are you breaking them out into seat capacity for the solicitation, or does a 2 passenger UTV count the same as a 6 passenger UTV?
ANSWER: They will be broken down into two categories by the seat capacity. The schedule of items will be changed to address the two categories in MVR #1.
