Project Manual for Porterville Roof Replacement

This is a Project Manual, Book II of III, issued by the State of California Department of General Services Real Estate Services Division for the Porterville Developmental Center, a facility operated by the Department of Developmental Services located in Tulare County, California. The project encompasses roof replacement work at two buildings: the Central School (Project 12027E) and the Laundry Building (Project 12027F). The work includes demolition and removal of existing roofing materials, installation of new PVC roofing systems, replacement of flashings and trim, and associated structural repairs including rough carpentry and sheathing work. The project also addresses hazardous materials remediation, specifically the removal and disposal of asbestos-containing materials and lead-containing paint present in both facilities. Project Director Andrew Hotz oversees the initiative, with Edgar Reyes serving as Architect of Record for the Central School and Amy Smith as Architect of Record for the Laundry Building. The document establishes comprehensive specifications, general conditions, and procedural requirements for contractor performance.

The contract documents specify that selective demolition must be carefully coordinated with State operations to ensure minimal interruption to facility occupancy, with contractors required to provide 72 hours advance notice before commencing work. Bidders are required to conduct pre-bid site visits and familiarize themselves with existing conditions, hazardous materials locations identified in the Limited Asbestos-Containing Materials and Lead-Containing Paint Survey Report dated September 4, 2024, and all structural and mechanical systems. The project requires compliance with Cal/OSHA construction lead standards (8 CCR 1532.1), proper handling and disposal of lead-containing materials and asbestos-containing materials in EPA-approved facilities, and adherence to all California Department of Public Health regulations. Contractors must submit detailed demolition plans, construction schedules, predemolition photographs, and waste management documentation prior to commencing work. Performance and payment bonds are required, along with DVBE (Disabled Veteran Business Enterprise) participation documentation and small business participation certifications upon project completion.

HAZARDOUS MATERIAL ASSESSMENT

1/31/2024 02 26 00 - 1

SECTION 02 26 00

PART 1 GENERAL

1.01 SUMMARY

A. This Document discloses Reference Documents that are available to the bidders regarding the hazardous materials investigations that was utilized by the State and its Consultants in preparing the Contract Documents.

1.02 HAZARDOUS MATERIALS REPORT(S)

A. Limited Asbestos-Containing Materials and Lead-Containing Paint Survey Report

Porterville Development Center 26501 Avenue 140 Porterville, California Dated September 4, 2024

1.03 HAZARD SUMMARY

A. Asbestos Hazards: Certain existing building components or materials, which may be impacted by the work of this Project, are known or presumed to contain asbestos.

For a list of asbestos-containing materials (ACM, >1%), asbestos-containing construction materials (ACCM, asbestos concentrations at greater than [>] 0.1%), and non-asbestos-containing materials in the areas to be renovated in the building, refer to Geocon’s Limited Asbestos and Lead-Containing Paint Survey Report.

Additional suspect materials identified should be assumed asbestos-containing until such time as sampling can be performed to verify asbestos content.

B. Lead Hazards: Certain existing painted or coated surfaces to be impacted by the work of this project are known or suspected to contain lead.

For a list of paints sampled in the building and corresponding analytical results, refer to Geocon’s Limited Asbestos and Lead-Containing Paint Survey Report.

Treat all similar paints and substrates in kind. Note that most building paints contain some lead content. Assume all paints contain >600 parts per million (ppm) and require dust control procedures for compliance with California Occupational Safety and Health Administration’s (Cal/OSHA's) Construction Lead Standard under 8 California Code of Regulation (CCR) 1532.1.

00000000012027E

1/31/2024 02 26 00 - 2

Characterize debris from coated materials for possible disposal as hazardous waste. Intact painted elements may be disposed as non-hazardous waste complying with dust controls and personal protective procedures per Cal/OSHA regulation 8 CCR 1532.1 and California Department of Public Health (CDPH) regulation 17 CCR Sections 35001 through 36100, if both the total and leachable lead contents of the overall waste streams are below 1,000 milligrams per kilogram (mg/kg) and 5.0 milligrams per liter (mg/l) Waste Extraction Test (WET) and Toxicity Characteristic Leaching Procedure (TCLP) tests, respectively.

1.04 USE OF DATA

A. Environmental consultation was obtained only for the use of the State and its

Consultants for planning and design stages of this project. The above-mentioned report(s) are not, as a whole, part of the Contract Documents, but the survey data contained therein can be relied upon by the contractor to characterize general site conditions, although quantities, friability and other factors may have changed or been altered since the published report date(s).

B. All statements, findings, and interpretations in the above-mentioned reports are those of the Survey or Abatement Consultant. The State makes no representations, either expressed or implied, as to the completeness or adequacy of the above-mentioned reports. Bidders are advised that the limited testing of components allow for generalizations in describing the extent of hazardous materials. Specific components or materials should be checked against the referenced survey report(s) and the Contract Documents, or be tested at affected locations, prior to disturbance of such components.

C. Bidders shall visit the site and acquaint themselves with the existing conditions.

1.05 PRE-BID VISIT TO WORK SITE

A. Prior to bidding, Bidders shall make their own investigations to satisfy themselves as to the site and building conditions. Upon arrival at the site Bidders shall check in with Porterville Development Center Plant Operations department prior to walking the grounds.

Contractor shall also refer to the architectural demolition/renovation and construction drawings for exact locations of work areas that may contain hazardous materials.
