Project Manual Summary – Woodland West Aquatic Center Construction
This is a comprehensive project manual prepared by Kimley-Horn and Associates, Inc. for the City of Arlington Parks & Recreation Department in Arlington, Texas, documenting the complete construction specifications for the Woodland West Aquatic Center. The project encompasses a full-scope aquatic facility development including mobilization, site preparation, demolition, grading, hardscape improvements, construction of a leisure pool and lap pool with sprayground, concrete pool deck installation, shade structures, pool safety equipment, landscaping, irrigation systems, and utility infrastructure. The solicitation encourages electronic submission of bids through the City's Euna Procurement portal, with sealed paper proposals accepted at 101 S. Mesquite Street, 8th Floor, Arlington, Texas. A non-mandatory pre-bid meeting is scheduled for January 15, 2026 at 10:00 AM at City Hall; bid responses must be submitted no later than January 29, 2026 at 2:00 PM, with the City Council approval date set for February 24, 2026. The contractor must complete all work within a maximum of 120 calendar days from the date of written notice to proceed, with weather delays included in this schedule.
The contract requires a bid security of five percent of the largest possible total bid amount in the form of a certified check, cashier's check, or approved bidder's bond. Performance, payment, and maintenance bonds, each in the amount of 100 percent of the contract price, must be provided upon contract award. All work must comply with prevailing wage rates established by the City of Arlington and applicable ASTM and ACI standards. The contractor is responsible for obtaining all permits, coordinating with utility companies, protecting existing trees and property, and managing erosion control in compliance with TCEQ requirements. The base bid includes general conditions, site preparation, construction of pools and ancillary structures, and landscaping, with four optional alternate bid items available covering site furnishings, agility crossing activity, boulder wall, and pool safety equipment. Construction water must be metered and purchased through the City's water utility at current rates, and the contractor must maintain a 24-hour contact number throughout the construction period for public safety coordination.
