BACKGROUND
Harris County, Texas is the third (3rd) most populous County in the nation, ranking behind Los Angeles County, California and Cook County, Illinois. The County seat is Houston, Texas, the 4th largest city in nation. There are thirty-eight (38) municipalities located within the 1,788 square mile geographical boundary of Harris County. Harris
County has a culturally diverse community with a population nearly five (5) million according to the 2020 U.S.
Census estimate. The County is governed by a five (5) member Commissioners Court, which is comprised of four
County Commissioners (Commissioner Precincts 1 - 4) and the County Judge.
Harris County Clerk’s Office (HCCO) was established in 1836. HCCO stands as one (1) of the oldest and most enduring administrative institutions in the state of Texas. Originally tasked with managing essential civic functions such as property records, marriage licenses, and court documentation, the office has evolved significantly in response to the County’s rapid growth and increasing administrative complexity.

The Harris County Clerk’s Office (HCCO) Election Division is responsible for administering and overseeing all statutory electoral functions as mandated by federal and state laws. This includes coordinating and conducting elections, ensuring compliance with applicable regulations, maintaining election equipment and security protocols, and certifying election results. HCCO plays a vital role in safeguarding the integrity, transparency, and accessibility of the electoral process within Harris County.
Overview and Electoral Responsibilities
The HCCO Election Department is responsible for executing all statutory electoral functions as mandated by federal and state law. As the primary election authority for Harris County, the department plays a critical role in ensuring the integrity, transparency, and accessibility of the electoral process.
Key responsibilities include, but are not limited to:
• Provide comprehensive training to all presiding and alternate election judges to ensure proper execution of state and federal election laws during each county, state, and federal election.
• Design and create ballot (ballot styles) for county, state, and federal elections in accordance with state law.
• Determine the number and locations of early voting sites and establish voting hours, subject to approval by
Harris County Commissioners Court.
• Secure election day polling locations, subject to approval by Commissioners Court.
• Maintain and safeguard all County election equipment to ensure operational readiness and compliance.
• Manage requests for mail ballots and processing returned ballots for tabulation.
• Receive and store official campaign disclosure forms for local candidates.
• Archive official election results and voter histories and reporting this data to the Texas Secretary of State for district, statewide, and federal offices.
In summary, the HCCO Election Department collaborates with Commissioners Court, major political parties, and key stakeholders to build and maintain an election infrastructure that ensures broad and equitable access to the voting process for residents of the County.
Existing Environment
HCCO currently utilizes the Voter Election Management and Administration System (VEMAS), the County’s customized election management platform. VEMAS integrates with VOTEC, a commercial election management software, to support its infrastructure. Together, these systems ensure the accuracy of voter rolls and uphold compliance with state and federal requirements.
To enhance its operational capabilities and modernize its infrastructure, HCCO is seeking proposals for a turnkey
Election Management System (EMS) to replace its current platform, VEMAS. The selected solution must support the full lifecycle of election administration and integrate seamlessly with existing workflows and statutory requirements.
The County plans to initiate the deployment project in the first (1st) quarter of 2026, with a targeted go-live early/mid
2026. To ensure a successful transition, strong preference will be given to vendors with a documented track record of implementing and supporting comprehensive EMS solutions for large government jurisdictions.
