About this file

This is a Qualification Questionnaire and Statement of Proposal document for the City of Fort Worth Environmental Services Department's Request for Proposal (RFP 26-0060) for Asbestos Third-Party Monitoring and Consulting Services at the Fort Worth Convention Center. The services are to be performed on an as-needed basis and will include air monitoring activities related to asbestos abatement projects. The RFP requires proposers to demonstrate their capacity to deploy multiple monitoring crews concurrently, scale operations on short notice, accommodate non-standard schedules including nights, weekends, and emergency deployments, and maintain crews with appropriate local or regional positioning to ensure responsive availability. Bidders must address personnel qualifications and certifications for air monitoring services, describe their training protocols, and demonstrate familiarity with regulatory compliance requirements including Texas Air Quality Regulations (TAHPR), OSHA asbestos standards, and EPA NESHAP requirements.

The qualification questionnaire requires proposers to disclose their business history, litigation status, and criminal investigation involvement, if any. Firms must detail their equipment ownership or rental capabilities, describe their monitoring equipment, and demonstrate understanding of EPA Site-Specific Quality Assurance Project Plan (SSQAPP) processes including supervision, documentation, and reporting procedures. Pricing information is explicitly not proprietary and will be made publicly available in bid tabulations following evaluation. The document allows proposers to mark pages as proprietary using yellow highlighting and capital letters, with final determinations on disclosure subject to the Texas Public Information Act and Texas Attorney General review. All material submitted becomes public property upon receipt unless properly designated as proprietary according to the RFP instructions.
