About this file
This is a Justification for Other Than Full and Open Competition (JOFOC) filed by the U.S. Department of Justice, UNICOR Federal Prison Industries, Inc.
UNICOR is seeking to continue an OpenText upgrade project with ECM Solutions, LLC, valued at $78,400.00 as a follow-on to existing purchase order 1450041519. The work encompasses Archive Center server builds, data migration and conversion from BCC (Business Center for SAP Solutions) to IC4S (Intelligent Capture for SAP solutions), and related infrastructure upgrades. Specific deliverables include: setup of two additional environments aligned with AWS structure best practices, configuration of three SQL database servers, establishment of a system center for patching and software upgrades, deployment of a Webviewer server as the preferred viewer platform, and PBS migration of historical ECC data into new environments. The justification cites FAR 12.102(a) as authority for the single-source award, asserting that ECM Solutions, LLC is the only responsible source capable of satisfying requirements due to continuity needs on the ongoing upgrade. The contracting officer determined pricing fair and reasonable based on an Independent Government Estimate developed using AWS published pricing models and industry-standard labor rates for SAP/OpenText engineering services, which indicated a one-time cost range of approximately $106,000 to $238,000. No market survey was conducted, as the purchase is characterized as a follow-on acquisition where competition would result in cost duplication and project delays. No barriers to future competition were identified as removable. The document was signed and approved by the Contracting Officer, Chief of ERP, and Supervisory Contracting Officer in March 2026.
