About this file

This is a Non-Competitive Combined Synopsis/Solicitation for the purchase of Custom Methylation Probes for DNA sequencing research. The National Institutes of Health (NIH), Office of the Director, Office of Acquisitions, intends to award a Purchase Order on a non-competitive basis to TWIST BIOSCIENCE (681 Gateway Blvd, South San Francisco, CA 94080) under FAR 12.603 authority. The requirement is issued by the National Institute of Environmental Health Sciences (NIEHS), Division of Translational Toxicology, Mechanistic Toxicology Branch, to support ongoing research in epigenetics, mitochondrial biology, and metabolism. The probes must enable flexible, customizable panel design for highly targeted interrogation of methylation patterns, with particular emphasis on rat genome methylation analysis where commercially available solutions are limited. This is a commercial items acquisition under NAICS code 541714 (Research and Development in Biotechnology) with no small business set-aside. Delivery is required to NIH/NIEHS at 111 TW Alexander Drive, Research Triangle Park, NC 27709.

Responses must be submitted electronically to wagstaff@nih.gov by July 21, 2026, referencing solicitation number 75N98026Q00783. All offerors must be actively registered in the System for Award Management (SAM) at www.sam.gov and provide UEI, TIN, and business size certification. Price quotations must include unit price, list price, shipping and handling costs, delivery timeframe, delivery terms, prompt payment discount terms, F.O.B. point, product or catalog numbers, and product descriptions. Respondents offering brand-name products must provide product/catalog/model/part numbers, product description, documentation demonstrating compliance with required characteristics, quantity, estimated price, shipping/handling/installation charges, and delivery timeframe. Evaluation factors include past performance, technical capability, special features, warranty, maintenance availability, and environmental considerations. This acquisition is not expected to exceed the simplified acquisition threshold and does not fall under the Defense Priorities and Allocations System (DPAS).

NON-COMPETITIVE

COMBINED SYNOPSIS / SOLICITATION

Title: Purchase of Custom Probes

(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a separate written solicitation will not be issued.

(ii) The solicitation number is 75N98026Q00783. This solicitation is issued as a Notice of Intent (NOI) for a non-competitive combined synopsis/solicitation to award a contract or purchase order without providing for full and open competition (including brand-name, if applicable).

This acquisition is conducted under the authority of FAR 12.603, Streamlined Solicitation for Commercial Products or Commercial Services, and is not expected to exceed the simplified acquisition threshold. Additional authority includes 41 U.S.C. 1901 and FAR 6.302-3(a)(2)(ii).

The National Institutes of Health (NIH), Office of the Director, Office of Acquisitions, intends to negotiate and award a Purchase Order on a non-competitive basis to TWIST BIOSCIENCE, 681 Gateway Blvd, South San Francisco, CA 94080, USA for the purchase of Custom Probes.

(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (insert current circular number and date).

(iv) The associated NAICS code is 541714, Research and Development in Biotechnology (Except Nanobiotechnology. This requirement is not set aside for small business.

(v) Description of Requirement:

The National Institute of Environmental Health Sciences (NIEHS) / Division of Translational Toxicology (DTT) / Mechanistic Toxicology Branch / Mitochondrial Toxicology and Biology Group requires the acquisition of Twist Biosciences Methylation Custom probes (or current-generation equivalent) to support ongoing and expanding research in epigenetics, mitochondrial biology, and metabolism. Currently, the institute lacks access to equipment which would make it feasible to reasonably study the rat epigenome. Acquisition of this product would support ongoing work in our group and will gain insights more efficiently and at a lower cost compared to doing this type of sequencing in-house at NIEHS.

Requirements:

The system employs a flexible and customizable panel design, in which the probes support reproducible sequencing of methylation markers across a multitude of sample types. Although array-based and whole-genome methods are commonly used for DNA methylation analysis, Twist Bioscience’s Custom Methylation Probes enable highly targeted interrogation of methylation patterns in regions of interest. With flexible panel design and efficient target enrichment, these probes support sensitive, reproducible sequencing of methylation markers across diverse sample types. Importantly, we are designing custom probes for rat genome methylation, addressing a key gap where commercially available solutions are limited or unavailable. As a result, this approach provides a scalable and cost-effective method for profiling DNA methylation and offers a powerful tool for epigenetic research, translational studies, and biomarker discovery in rat models.
