Failure Action Plan Phase 1 outage – full bus outage on Saturday and Sunday. Main relay needs to be operational at end of this outage to reduce arc flash hazard to safe conditions during phase 2 work.
Main relay equipment failure – All relays supplied to DMAFB are Identical hardware. If a relay fails it will be replaced with one of the relays intended for the spare circuit and sent back to SEL for repair. Per SEL’s Warranty, the relay will be repaired or replaced and returned in time to be installed on one of the last days of install.
CT failure – New CT’s to be installed are split-core style and thus do not require disturbing existing incoming cable connections to install/remove. If one were found to be defective, CT’s would be shorted at shorting blocks, Failed CT would be removed and replacement ordered, Substation would be re-energized with main relay not in operation. Remainder of Install would need to be rescheduled for after replacement CT arrives.
Control Fuse failure – SEL is utilizing existing Control power circuits and it is SEL’s understanding that DMAFB electric shop has spare fuses on hand. If not, fuse from spare section could be used, when possible, while replacement fuse is sourced and procured.
Phase 2 outage – One circuit at a time is taken out of service for install. Loads to be transferred to other lines before taking circuit out of service.
Feeder Relay equipment failure – All relays supplied to DMAFB are Identical hardware. Relay will be replaced with relay intended for one of the spare circuits and sent back to SEL for repair.
Control Fuse failure – SEL is utilizing existing Control power circuits and it is SEL’s understanding that DMAFB electric shop has spare fuses on hand. If not, Loads have already been transferred to other circuits for isolation and installation. Affected circuit will remain isolated while replacement fuses are sourced and procured.
Bus Trip – All installation personnel stop work. Assist DMAFB staff to Investigate and resolve source of trip. Once source of trip is resolved, re-energize bus.
