About this file

This memorandum from the Hillsborough County Water Resources Department's Technical Services Division Infrastructure Information & Planning Team, dated October 21, 2022, outlines the scope and budget for the SHARP 6 Transmission Main project. The project involves extending a transmission main from the South County Reclaimed Water Pump Station to a proposed injection well near the intersection of College Avenue and US Highway 41 in Ruskin, Florida. The well is designed to inject 2.0 million gallons per day average annual daily flow with peak flows up to 5.0 million gallons per day to support the County's aquifer recharge expansion vision, mitigate saltwater intrusion in coastal Hillsborough County, and reduce surface water discharge. The Planning Team evaluated three pipeline route options, with Route C identified as the most hydraulically beneficial and recommended for advancement, contingent on the timing of the "One Water" facility completion anticipated in 2026-27. The County plans to contract an approved engineering consultant from the miscellaneous engineer list to develop the project scope, preliminary design, and engineer's estimate of probable cost.

The conceptual budget estimates for the recommended 20-inch diameter transmission mains range from $6.6 million for the 13,100 linear foot main (Route B) to $8.3 million for the 16,300 linear foot main (Route C). The consultant design fee is estimated at $60,000 and may be funded through the 10745 Master Capital Improvement Program. The Route C project estimate includes the cost of repurposing two existing South County Reclaimed Water Pump Station pumps as SHARP 6 injection well boosters. The project is eligible for potential co-funding from the Southwest Florida Water Management District and will be prioritized alongside other capital improvement projects as part of the County's broader aquifer recharge vision implementation.

Re: W2232072_SHARP 6 Transmission Main

1. Problem Statement

The County’s aquifer recharge expansion vision includes a regional recharge system to mitigate saltwater intrusion in coastal Hillsborough County, provide a level of mitigation to the Most Impacted Area of the

South Water Use Cautionary Area, to develop additional groundwater withdrawal opportunities in areas with adversely impacted water aquifers, and reduce surface water discharge.

Accordingly, the County plans to construct the SHARP 6 injection well near the intersection of College

Avenue, and US HWY 41 in Ruskin as seen in the attached map. The well is anticipated to inject 2.0 MGD

AADF with peak flows up to 5.0 MGD. As such, a project is needed to extend a transmission main to the proposed well site from the South County Reclaimed Water Pump Station.

Note: This memorandum presents a scope statement and recommended project budget. It is not intended to provide preliminary design. The Planning Team will proceed with preliminary design when the project is funded.

2. Description of Work

The Planning Team investigated three potential pipeline route options as shown in the attached map.

Options B and C are recommended as most hydraulically beneficial, and Option A was eliminated from consideration as hydraulically impractical. Ultimately, route selection is subject to timely completion of the ‘One Water’ facility in 2026-27, which is anticipated to reduce South County influent. In that scenario, Option B is the best choice due to the lower cost of construction, as is significantly shorter than

C. However, in the probable likelihood of ‘One Water’ falling behind schedule Option C becomes hydraulically necessary, and economic factors become secondary. Therefore Planning recommends advancing route C as the most hydraulically beneficial and timely option.

Planning recommends the County select an approved engineering consultant, from the miscellaneous engineer list, to develop the project scope, design, and engineer’s estimate of probable cost.

3. Exclusions

Public outreach may be necessary.

4. Conceptual Budget

The 10745 Master CIP program may be used to fund the estimated $60,000 consultant fee. The conceptual level budget estimate for the recommended 20 inch diameter mains are $6.6 M and $8.3 M for the 13,100 LF and 16,300 LF mains, respectively. The option C project estimate includes the additional cost of repurposing two of the South County RWPS pumps, that are currently planned for decommissioning under the in-progress pump station replacement project, to be used as SHARP 6 injection well boosters. The boosters may remain in place and made to connect to the proposed route C pipeline. This project may be submitted for Southwest Florida Water Management District co-funding.

The resulting project should be prioritized with other CIP projects. This project is an important contribution to the realization of the County’s aquifer recharge vision.
