About this file

This is a Scope of Work document for Hillsborough County Water Resources Department, outlining professional engineering services for two interconnected pipeline projects in Ruskin, Florida. The County seeks qualified engineers to provide comprehensive design services for the Ruskin Reclaimed Water Pipeline and the Ruskin Potable Water Pipeline, including route evaluation, design, permitting, bidding assistance, and construction inspection services. The Ruskin Reclaimed Water Pipeline will extend a reclaimed water transmission main to the proposed SHARP 6 injection well near the intersection of College Avenue and US Highway 41, with the well anticipated to recharge at 2.0 million gallons per day with peak flows up to 5.0 MGD, and infrastructure expected to be operational by fall 2027. The Ruskin Potable Water Pipeline encompasses a waterline segment from 19th Avenue extending south and back east to the South County Potable Repump Station, designed to convey water from the 48-inch South County Potable Water Transmission Main and meet future 2050 population demands. Both projects will utilize a Construction Manager at Risk (CMAR) delivery method and are combined for potential cost savings due to overlapping preliminary corridors.

The engineer's services include design phase deliverables at 30%, 60%, 90%, and final design milestones with complete plans and specifications; site visits and survey work including subsurface utility engineering through vacuum potholing; preparation of Opinion of Probable Construction Costs; permitting coordination with environmental and regulatory agencies; construction inspection services including site reviews, material and equipment evaluation, record drawing preparation, and certification of project completion; and collaboration with the CMAR professional throughout pre-construction and construction phases. The estimated project value is $4,800,000.00, with the contract structure requiring the selected engineer to coordinate with County staff, prepare detailed construction methodology, respond to CMAR requests for information, review substitution requests and change orders, and prepare County Asset Management and Capitalization templates for new assets and operations and maintenance requirements.

Scope of Services

Ruskin Reclaimed Water (CIP10327000) and Ruskin Potable Water Pipelines (CIP 32019000)

Background

TASK 1: Ruskin Reclaimed Water Pipeline

The County’s aquifer recharge expansion vision includes a regional recharge system to mitigate saltwater intrusion in coastal Hillsborough County, provide a level of mitigation to the Most Impacted Area of the

South Water Use Cautionary Area, to develop additional groundwater withdrawal opportunities in areas with adversely impacted water aquifers, and reduce surface water discharge.

Accordingly, the County plans to construct the SHARP 6 injection well near the intersection of College

Avenue, and US HWY 41 in Ruskin. The attached SHARP 6 Transmission Main Memorandum provides additional historical information about the project and figures showing potential routes for the pipeline.

The well is anticipated to recharge from 2.0 million gallons per day (MGD) with peak flows up to 5.0

MGD. As such, a project is needed to extend a reclaimed water transmission main to the proposed well site from the South County Reclaimed Water Pump Station or 19th Avenue RW pipeline.

The SHARP 6 wells and infrastructure is anticipated to be completed and ready for reclaimed water in the fall of 2027 creating the critical path for reclaimed water pipeline to be designed and constructed.

The SHARP 6 transmission main will be constructed using a Construction Manager at Risk (CMAR) delivery method.

TASK 2: Ruskin Potable Water Pipeline

The second task of this Request for Professional Services (RPS) is the Ruskin Potable Water Pipeline that includes a waterline segment from 19th Ave to the south (similar alignment as to the SHARP 6 reclaimed main) as well as a segment back to the east to the South County potable repump station (SCRS).

The 19th Avenue Pipeline is a proposed future 36-inch pipeline that would convey water from the

48-inch South County Potable Water Transmission Main at W. Lake Drive to the 30-inch pipe at 19th

Avenue NE (the 30-inch pipe that turns south to the SCRS). Attached is the Black & Veatch South-

Central Potable Water System Hydraulic Modeling master document detailing multiple modeling scenarios for the south-central portion of Hillsborough County. The 19th Avenue Pipeline project was required for all 2050 model scenarios to meet the future population demands and required pressures within the master plan. This RPS strictly focuses on the 19th Avenue Pipeline portion of the master plan and requires route analyses, pipe sizing, flow evaluation, scheduling, coordination with other projects in the area and all other design considerations to meet the goals of the Hillsborough County master modeling plan.

These two projects are combined for potential cost savings since there may be some overlap in preliminary selected corridors as detailed and shown in the SHARP 6 Transmission Main Memorandum and the Black & Veatch South-Central Potable Water System Hydraulic Modeling master document.

Both projects will be constructed utilizing a CMAR delivery method.

Scope of Work

Scope of Work (SOW) under this contract includes all activities required to complete a successful design including, at a minimum, route evaluation, design, permitting, assistance during bidding, and construction inspection services for the above referenced project. As part of the SOW described herein, the Engineer shall furnish professional Engineering services to include route evaluation, design, permitting, bidding, and construction inspections. Such required services shall include coordination of the civil, structural, process, mechanical, plumbing, instrumentation and electrical design, permitting, bidding assistance, and construction inspection services. The Engineer will prepare an Opinion of Probable

Construction Costs (OPCC) for design milestones, as needed. The projects are expected to be delivered through a Construction Manager at Risk (CMAR) process, and the Engineer will be required to work with the CMAR contractor during the pre-construction and construction phases.

1. Design Phase Services

The Engineer will prepare design drawings and specifications for incorporation into the County’s standard bidding documents including, but not limited to, the following:

Collect and review existing data including as-built drawings, available reports, studies, and technical analyses.

Provide route analyses of the preliminary identified routes, as well as other potential routes.

Visit the sites as necessary to verify existing data information and collect all data necessary for the design of the two pipelines.

Meet with members of the County’s staff as needed to identify critical project issues, establish performance objectives, set priorities, identify boundaries, set overall Project schedule, establish a communication plan, and establish critical success factors with regard to the Project.

Develop project risk register.

Perform survey and subsurface utility engineering (SUE) to eliminate potential risks and to facilitate construction of the pipelines. This utility mapping will include developing base maps using existing record drawings and other existing information. Vacuum potholing and other locating methods will be used as needed to evaluate existing underground utilities.

Design submittal shall be made for County’s review and approval at 30%, 60% and 90% design milestones. Prepare a final design submittal based on the concepts agreed during design review meetings with the County for final review and coordination. The final submittal

(bid set) will include complete plans and specifications.

Collaborate with the selected CMAR professionals in the pre-construction and construction phases.

The final plans and specifications should include detailed construction methodology.

Engineer shall prepare capital cost estimates as needed.

2. Permitting Services: Environmental approvals and permit applications for this project shall be identified, prepared and submitted by Hillsborough County and the Engineer. The Engineer will coordinate with permitting agencies and respond to questions both during the design phase and after permit submittal. The CMAR professional shall be responsible for all building and administrative permits as required and support the engineering consultant as needed during the permitting process.

3. Bidding Phase Services: This task may include, if requested, supporting the CMAR professional during their bidding and construction phases;

Respond to the CMAR’s written requests for information (RFI) during the bid period for issues related to the design.
