About this file

This document is Addendum No. 2 for a City of Dallas Department of Transportation & Public Works Request for Bids (RFB) for three intersection construction/reconstruction projects. The project, identified as CIZ25-TRN-3193, involves new traffic signal construction at Old Seagoville Road at N Masters Drive and reconstruction of traffic signals at N Hampton Road at Leath Street and Ferndale Road at Walnut Hill Lane. The project has 240 working days, with an anticipated contract award in December and Notice to Proceed (NTP) expected by February/March 2026. Key dates include: questions due by September 19, 2025, at 5:00 p.m. in the Euna portal, and RFB submittals due by September 26, 2025, at 1:00 p.m., with a public bid opening and reading scheduled for 2:00 p.m. on the same day.

During the pre-bid meeting, several technical questions were raised by Ron Dalton from Texas Standard Construction regarding utility relocations, signal pole placements, sidewalk quantities, and right-of-way considerations. The Project Manager, Joseph Marchione, indicated that most concerns would be addressed with the awarded contractor and that he would review plans and quantities to determine if addendum adjustments are required. The addendum emphasizes the importance of complete bid submittals, including signed addendums, accurate forms, and complete bid sheets. Bidders are explicitly instructed to submit all questions through the Euna portal and are prohibited from direct contact with City of Dallas staff.

Question/Comments - Ron Dalton, Texas Standard Construction noted a few things to be addressed regarding the project:

A. Old Seagoville/N Masters intersection where the new signal is going:

1. New signal pole location is almost on top of an existing fire hydrant and the unknown location of the main. What level of utility relocation will be needed? (City to verify it is in ROW )

2. Existing wood retaining wall pay items do not include sidewalk;

3. Not enough quantities in curb item to use for sidewalk pay items; and

4. Not enough quantities in asphalt streets to use for sidewalk quantities C. N Hampton/Leath intersection for reconstruction:

1. Unclear on the right turn lane adjustments;

2. Pay items seem to be missing for stabilization or flex base;

3. Curb Markers for conduit is not in the notes (these are called out in the specs)

General Answer- Project Manager, Joe Marchione stated that most of the concerns will be addressed with the Contractor awarded the project but will review the plans and quantities sheet to determine if adjustments are required by Addendum.
