About this file

This is a construction plan document for the Lower York and Shire project prepared for Solebury Township in Bucks County, Pennsylvania, in support of a traffic signal improvements contract opportunity. The project encompasses traffic signal improvements at various locations within Solebury Township. Sealed proposals for this work will be accepted until 10:00 AM on March 6, 2026, via PennBid (Pennbid.Bonfirehub.com). Plans and specifications are available at no cost through PennBid. Prospective bidders may submit questions via PennBID until February 23, 2026, at 5:00 PM. Bid results will be generated automatically immediately after the bid opening. No bid may be withdrawn within sixty days after opening, during which time the Township will review bids and investigate bidder qualifications.

All proposals must be accompanied by a bid bond or certified check equal to 10 percent of the total bid amount. Bidders and all subcontractors must be prequalified by PennDOT in accordance with 67 PA Code Chapter 457 and PennDOT Form 408/2020, and any subcontractors listed in proposals or subsequently undertaking work must meet the same prequalification requirements. The successful bidder must comply with the Pennsylvania Prevailing Wage Act. The Township reserves the right to waive minor informalities, irregularities, or defects in bids, or to reject any or all bids. Christopher Garges, Manager of Solebury Township, administers this procurement.
