STATEMENT OF WORK

Specification for a Modular Building

1. SCOPE

1.1. This specification provides the minimum requirements for Government purchase of one pre-engineered, self-framing, relocatable building.

2. BID SUBMITTALS

2.1. Provide submittals for a temporary enclosure that includes modular metal frames, frame covering, door hardware, and doors.

2.2. Provide building layout drawings: show layouts of metal frames, frame covering, layout of doors, locations of tie downs with reaction forces to determine tie down weights (jersey barriers, eco blocks, keel blocks or similar). Distinguish between factory and field assembled work.

3. REQUIREMENTS

3.1. DESIGN CRITERIA

3.1.1. Provide a complete, integrated set of mutually dependent components and assemblies that form a building system capable of withstanding structural and other loads, thermally induced movement, and exposure to weather without failure or infiltration of water into building interior. Provide building system of size, and spans indicated. Portsmouth to review and approve completed design drawing/diagrams of enclosure prior to start of fabrication.

3.1.2. The enclosure shall be shipped to Sub Base New London, located in Groton, Connecticut. All shipping charges shall be the responsibility of the enclosure manufacturer.

3.1.3. The vendor shall provide frames and covering in accordance with this specification in sufficient quantities to erect one building with dimensions specified by Figure #1.

3.1.4. The assembled enclosure shall be designed to be sufficiently structurally rigid to withstand a minimum wind load speed of 80mph, roof load of 30 psf (ground snow load).

3.1.5. The building construction system shall consist of metal frame trusses, fabric covering, fabric end doors, personnel door, and all hardware required to erect a weather tight building per this specification. All materials furnished under this specification shall be new and shall not have been pre-used.

3.1.6. The building shall be provided with tie-down locations such that the building can be tied down to weights (jersey barriers, eco blocks, keel blocks or similar ) to meet wind loading requirements. The tie down locations shall be located and oriented as needed to withstand the forces determined by the above analysis. Any tie downs on the interior of the building must maintain the anchor location within four feet of the wall. In lieu of tie down locations, plates may be attached to the bottom of the structure that allow placement of weights on top of the plates to meet wind loading requirements. Use of ground anchors to meet wind loading requirements is not allowed.

3.2. FRAME

3.2.1. If the metal frame is made of non-corrosion resistant material, it shall be powder coated or galvanized to resist corrosion in a marine environment. Any coatings shall be non-hazardous in the cured form.

3.2.2. The frame shall be designed for rapid field erection and sized such that it meets the design criteria above.

3.2.3. The vendor shall provide a sufficient quantity of appropriately sized fasteners (nuts, bolts and washers) for the structure to be assembled. All welding shall be performed prior to shipment.

3.3. FABRIC COVERING

3.3.1. The fabric covering shall be sized to fit the frame and cover all the way to the bottom of the frame.

3.3.2. The fabric covering shall be white in color.

3.3.3. The fabric covering shall be PVC with a weight to withstand the design criteria listed above. Minimum weight is 18 ounce.

3.3.4. The fabric covering shall be flame retardant and shall pass NFPA-701

3.3.5. The fabric covering shall be crack resistant to at least -20 degrees Fahrenheit and shall be easily repairable if damaged.

3.4. DOORS

3.4.1. The end walls of the enclosure shall have a 14 foot wide (minimum) by 15 foot tall clear opening (minimum) access panel. All hardware, winches, trolleys, pulleys, etc associated with the access panel shall be provided.

3.4.2. All personnel doors shall be equipped with commercial, stainless steel, “freezer door” style handles with an interior crash/release knob/handle/bar/latch for fast exit during an emergency. The exterior handle shall have provisions to be locked with a padlock. Each door shall include 3 full-mortise, stainless steel hinges, stainless steel strike plate, and removable hinge pins.

3.4.3. Personnel doors shall be steel, aluminum or fiberglass in construction. Steel or fiberglass shall be coated to prevent degradation in a marine environment.

3.5. LIGHTING

3.5.1. Pricing for the building shall include option for a temporary lighting and internal electrical distribution system with the following minimum features:

a. (1) 20A, 60Hz, 110V, 1ph power distribution boxes with weatherproof plugs

b. (2) 20A, 50’ long power cables with weatherproof plugs

c. (4) Receptacle lines with (4) four weatherproof electrical boxes with 15A plugs

d. (6) 150W LED high-bay style temporary lights

e. Meets National Electric Code for use as a temporary installation per NEC article 590.

3.6. WARRANTY

3.6.1. Minimum 5 year non-pro rated warranty shall be included on all structure materials.

3.7. DOCUMENTATION

3.7.1. Detailed installation and user manuals containing complete instructions for field handling, erection, and dismantling of the building shall be provided with the shipments. These instructions shall provide at a minimum, the reaction loads required to secure the building down utilizing equipment provided by Portsmouth Naval Shipyard.

3.7.2. Provide structural stamped drawings and calculations to verify the enclosure meets the wind and snow loads of paragraph 3.1.4.

3.8. DELIVERY

3.8.1. Pricing shall include delivery and off load only to Sub Base New London, located in Groton Connecticut. Field assembly shall be the responsibility of Portsmouth Naval Shipyard. Delivery shall be no later than October 31st 2021.

3.9. INSPECTIONS

3.9.1. PNS will be afforded the opportunity to inspect the facility at vendor facility prior to shipment to validate acceptability.
