About this file
This is a Questions and Answers document addressing clarifications on a Statement of Work (SOW) for rodent extermination and exclusion services at two U.S. Forest Service properties.
The contract involves three mobile homes (House 28 at 1,160 sqft and House 46 at 2,031 sqft, both constructed in 1994 with crawlspaces) infested with common house mice. Task 1 requires rodent extermination with an assumed baseline of 4 service stops of approximately 2 hours each per house; if additional stops are needed to achieve full eradication, the Government will issue a modification after discussion with the Contracting Officer. Task 2 addresses exclusion services with specific quantities: for House 28 (Crew Quarters), the contractor shall patch 30 stucco holes with steel mesh and stucco, install 1/4-inch stainless steel hardware cloth caps on 10 roof penetrations, and screen 10 crawlspace vents from the inside; for House 46 (Ranger House), the contractor shall patch 15 stucco holes, cap 10 roof penetrations, and screen 10 crawlspace vents. Task 3 requires decontamination of the interior spaces, including removal and decontamination of three standard residential bathroom exhaust fans (with reinstatement potentially requiring a licensed electrician at the contractor's discretion), and movement of standard household furniture and appliances; oversized items and built-in woodburning stoves are excluded, though garage equipment (snowmobiles, ATVs) may be relocated by USFS personnel upon request. Task 5 requires installation of an 18-foot garage door cap using an industry-standard, commercial-grade rodent exclusion seal compatible with the existing door, with no specific manufacturer required.

Text version
1. The question was asked what is the squire footage of the two houses? House 28 is 1160 sqft and house 46 is 2031sqft and both units were constructed in 1994. They both have a crawlspace underneath the homes.
2. The rodents appear to be common house mice.
3. Task 1 (Rodent Extermination) – Service Stop Limits: The SOW instructs offerors to "Assume 4 service stops of approximately 2hours for each house." If the rodent population requires more than the assumed four service stops to reach full eradication, will the Government issue a modification for additional stops, or is the contractor expected to absorb all subsequent visits within the Firm-Fixed-Price?
A) If additional services stops are required, a modification will be issued after discussion and concurrence from CO.
4. Task 2 (Exclusion Service) – Uncapped Quantities: The SOW requires patching ">25" stucco holes at the Crew Quarters and ">10" stucco holes at the Ranger House. Because open-ended quantities introduce significant pricing risk, can the Government provide a maximum cap or an exact count of holes to be patched so all offerors can bid on a level playing field?
A) For the Crew Quarters (House 28) assume 30 holes in the stucco will be patched with steel mesh and finished with a stucco patch. For Crew Quarters (House 28) assume 10 roof penetrations will be excluded using 1/4inch stainless steel hardware cloth caps, and 10 crawlspace vents will be screened off from the inside. For Ranger House 46, assume 15 holes in the stucco will be patched with steel mesh and finished with a stucco patch.
For Ranger House 46, assume 10 roof penetrations will be excluded using 1/4inch stainless steel hardware cloth caps, and 10 crawlspace vents will be screened off from the inside.
5. Task 3 (Rodent Infestation Decontamination) – Furniture Relocation: The contractor is required to "move all furniture and other items" to perform decontamination. Are there any excessively heavy, oversized, or high-value items (such as gun safes, large, specialized equipment, or built-in appliances) that require specialized moving equipment, or does this requirement apply exclusively to standard household furniture?
A) There are no oversized, excessively heavy, or high-value items stored in the houses.
The houses are normal mobile homes purchased and placed in 1994. They contain normal furniture and appliances (oven, refrigerator, microwave, washer, dryer, couch, bedroom furniture).
Both houses have large woodburning stoves built into the house, but the contractor is not required to move this item. Some equipment may be stored in garages (snow mobiles, ATVS) but these can by moved by USFS personnel upon request from the Contractor.
6. Task 3 (Rodent Infestation Decontamination) – Vent Fans: The SOW states that three interior vent fans must be removed, decontaminated, and reinstalled. Please confirm if these are standard residential exhaust fans or specialized commercial ventilation units, and whether reinstallation will require a licensed electrician.
A) They are standard residential bathroom exhaust fans. If the contractor believes that re-installing the fan should be done by a licensed electrician, then that can be discussed with the COR at that time. (We are more interested in getting the vent removed and cleaned)
7. Task 5 (Garage Door Cap and Installation): The SOW requires the installation of an 18ft garage door cap to seal the interior space. Does the Government require a specific material/manufacturer for this cap, or is the contractor permitted to select an industry-standard, commercial-grade rodent exclusion seal compatible with the existing door?
A) The contractor may select an industry-standard, commercial-grade rodent exclusion seal compatible with the existing door.
