About this file
This is a Technical Specifications document prepared by WGI, Inc. for the City of Dania Beach, Florida, detailing requirements for City Hall Roof Improvements (Project #11694.01). The specifications encompass rough carpentry, thermal and moisture protection, roof insulation, SBS-modified bituminous roofing system, sheet metal flashing and trim, roof specialties including gutters and downspouts, and joint sealants. The project requires furnishing all labor, materials, and equipment necessary for roof improvements including wood decking replacement where damaged, preservative-treated lumber meeting ASTM standards, polyisocyanurate insulation with minimum 1.5-inch board thickness, asphaltic or gypsum cover-boards, SBS-modified bitumen base and cap sheets with cold adhesive or heat-welded applications, liquid-applied reinforced flashings, aluminum gutters and downspouts fabricated per SMACNA standards, and elastomeric joint sealants. The contractor must be authorized by the roofing system manufacturer (basis of design is SOPREMA with Johns Manville and Polyglass as approved equals) prior to the bidding period and maintain a full-time on-site superintendent experienced with the specified systems. Sealed bids are to be submitted through the City's e-Procurement Portal by 10:00 a.m. on Wednesday, October 28, 2026, with late bids not accepted. The contractor warrants all work against defects for one year from the date of substantial completion, and the manufacturer provides a 20-year no-dollar-limit warranty with the contractor providing a 2-year workmanship warranty.
Pricing is submitted on a lump-sum basis with no change orders or additional funding permitted upon contract award. The specifications require manufacturer qualifications including 20 years of manufacturing experience, ISO 9001 registration, trained technical field representatives, and timely site visit reports. Contractor qualifications mandate authorization from the manufacturer, completion of similar scope projects using the same materials, skilled applicators in specified application methods, daily on-site record maintenance documenting material installation and project conditions, and availability of all submittal documents on-site for reference. All materials must be delivered in unopened original packaging and stored in dry, weatherproof locations with outdoor storage at least 4 inches above ground level on raised pallets. Environmental conditions must be monitored throughout installation including substrate temperature, ambient temperature, humidity, and dew point to prevent condensation. The project specifically references compliance with the 2023 Florida Building Code, ASTM standards for roofing materials and testing, FM Class 1 fire classification requirements, and NRCA guidelines for roofing installation practices.
