1. Replace Section L-9 C., found on page 64 and 65 of the RFP with the below.
C. TECHNICAL PROPOSAL INSTRUCTIONS
The technical proposal will be evaluated to arrive at a determination as to whether the proposal will meet the requirements of the Government. Therefore, the technical proposal must present sufficient information to reflect a thorough understanding of the requirements and a detailed, description of the techniques, procedures and program for achieving the objectives of the specifications/statement of work. Proposals which merely paraphrase the requirements of the Government's specifications/ statement of work, or use such phrases as "will comply" or "standard techniques will be employed" will be considered unacceptable and will not be considered further. As a minimum, the technical proposal must clearly provide the following:
1. Prior Experience. Discuss prior experience as a business entity for similar passenger elevator construction projects within the last five (5) years, identify lessons learned from that prior experience and describe specifically how those lessons learned will be applied to this project to ensure successful execution and completion.
2. Key Personnel (Project Manager and if not on-site full time, the on-site Job Superintendent).
a. Identify prior experience managing complex construction projects at or above the magnitude set forth in this Section L, Paragraph L-13 to include, if any, similar passenger elevator construction projects within the last five (5) years.
b. Discuss lines and level of authority and describe specifically how they will contribute to the successful execution and completion of this project.
3. Elevator System Specification and Elevator System Manufacturer Past Performance. Provide sufficient information to clearly demonstrate that the proposed elevator system will meet the requirements set forth in Section J, Attachment J-1, Specifications and Drawings. Submit a list of six (6) contracts within the last ten (10) years that the proposed elevator manufacturer has completed. Include the following with each contract/subcontract:
a. Name of customer;
b. Contract number;
c. Elevator System Identification
d. Description of the work;
e. Period of performance;
f. Problems encountered and corrective actions taken to resolve those problems; and
g. Technical point of contact, telephone number, email address.
The elevator system manufacturers should notify references that they may be contacted by the FDA and authorize them to provide the past performance information requested. References other than those identified by the offeror may be contacted by the Government, and the information received from them
Amendment 3 2 of 4 may be used in the evaluation of the elevator manufacturer’s past performance.
4. Continuity of Operations. Given that Building 50 will be occupied during this project, describe your approach to ensure FDA personnel and operations are not unduly impacted during construction.
2. Replace Section M-2 found in the RFP on page 69 with the below:
M-2 Evaluation Criteria
Evaluation will be based on the demonstrated capabilities of the prospective Contractor in relation to the needs of the project as set forth in the solicitation. The merits of each proposal will be evaluated against the established criteria. The Offerors must submit information sufficient to evaluate their proposal based on the detailed criteria listed below. Failure to provide the information required may result in rejection of that proposal without further consideration.
The criteria below reflect the requirements of this particular solicitation. Offerors should note that these criteria: (1) serve as the standard against which all proposals will be evaluated, and (2) serve to identify the significant matters which offerors should address in their proposals.
Technical
1. Prior Experience;
2. Key Personnel;
3. Elevator System Specifications and Elevator System Manufacturer Past Performance:
a. Meeting or exceeding the requirements set forth in Section J, Attachment J-1, Specifications and Drawings;
b. Satisfactory past performance record to include service maintenance reputation, quality of work, product and service, availability of parts, elevator down time and success meeting customer expectations, business relations, and customer satisfaction.
4. Continuity of Operations
Price
Price will be non-scored factor. Based on a comparison with other prices received in response to this solicitation, the Government cost estimate and price analysis; the government will assess whether the proposed price is realistic for the work to be performed and reflect a clear understanding of the requirement. Although the Government will not adjust the prices proposed, unrealistically low offers, indicative of potential buy-in, will be considered in determining the risk inherent in awarding this contract to such an offeror. The Government will evaluate offers requesting exception to the Buy American Act- Construction Materials in accordance with FAR provision 52.225-10 in section L-6.

Will jamb mounted hall fixtures be ok to use do to the limited space to center hall buttons between both cars now?
Response: No.
Do you need the security panel that is at first floor now?
Response: Yes.
Can the existing elevator components/controls be used?
Response: No, per RFP section C-1 the new elevator should be a stand-alone system.
