1. Specification Section 14210, Page 1 of 8- specifications list two manufacturers and also require non-proprietary controls. We have been notified that both manufacturers/systems listed are proprietary which has cost implications for the future.
Non-proprietary equipment would be something like MCE or Elevator Controls Corp, coupled with Hollister-Whitney machinery which would be serviceable by any qualified elevator company. Is it an accurate assumption that non-proprietary equipment MCE or Elevator Controls Corp with Hollister-Whitney machinery are acceptable for the reasons listed above?
Response: Delete reference to "non propriety" at Section 14210, Part 1.01, Paragraphs A.2 and B.2, Page 1.
2. The solicitation includes the Buy America Act clause. We have been notified that the specified manufacturers do not meet this requirement. Please clarify if Buy America Act applies and if it does, please specify elevators which comply with the Buy America Act. It is our understanding that MCE or Elevator Controls Corp coupled with Hollister-Whitney machinery are made in the USA and are in federal projects nationwide.
Response: Elevators are considered commercially available off-the-shelf items as defined by FAR Clause 52.225-9(a) and as such are deemed domestic construction materials as defined by FAR Clause 52.225-9(a).
3. Time frame of 180 days does not leave enough time for manufacturing and then installation.
Here is an approx needed time schedule (Total = 215 to 285 days depending on if original elevator is to be replaced)
- Submittals completed = 45 days
- Manufacturing= 70 days
- Installation of new elev. + GC work= 100 days
- if orig elev. to be modernized/ replaced= 70 days
Response: Change timeframe for completion of work in section F-2 FAR clause 52.211-10 paragraph (c) to be ready for use no later than 240 calendar days after the notice to proceed.
4. It is our understanding that there is no work required to existing elevator #1 in the base bid. We understand there is an option to replace the existing elevator in it’s entirety. If this is not a correct understanding, please clarify.
Response: This is correct. There is no work requirement on the existing elevator in the base item 01; there is an optional item to provide pricing for the replacement of existing elevator.

5. Is a 2100 lbs capacity elevator required per RFP section B and C or 2500 lbs capacity per specs 14210 page 4?
Response: The requirement is for a 2100 lb elevator. The reference to 2500 lbs on page 4 of spec 14210 shall be changed to 2100 lbs.
6. Will a Schindler elevator system be acceptable?
Response: A Schindler elevator system meeting the specs is acceptable however the government is looking to replace the existing Schindler elevator because of performance problems. The government has not been satisfied with the current Schindler elevator’s performance. It is the burden of the contractor to explicitly detail that a system not in the specs meets the requirement.
Clarifications:
The extended warranty optional items include the required 1 year warranty in the total duration stated. For example item 02 is for a 3 year extended warranty which would be two additional years after the initial one year warranty. Item 03 is for four additional warranty years after the initial one year warranty.
