About this file
This document comprises two work write-ups from the City of Jackson Community Development Department for a residential property rehabilitation project at 1117 Carl Breeding Way in Jackson, Michigan. The project consists of two primary scopes: 1) roof replacement and gutter work, and 2) electrical system upgrades. The project is scheduled to be put out to bid on 9/19/25 with a bid return date of 10/1/25. The roof replacement involves stripping the existing roof, installing new architectural shingles, ice shield, felt, and metal edging, with approximately 200 sq ft of decking replacement. The gutter work includes installing approximately 120 linear feet of gutters and 100 linear feet of downspouts.
The electrical upgrade scope requires correcting existing code violations and implementing several electrical improvements, including installing hardwired smoke and carbon monoxide detectors, addressing main service panel conductor configurations, ensuring GFCI protection for kitchen and bathroom receptacles, verifying grounding compliance, and adding a dedicated water heater outlet. The project has a fixture allowance of $500.00, and all work must comply with the Michigan Residential Code (MRC) 2015. The City of Jackson Community Development Department is seeking competitive sealed bids from qualified contractors who have Sam.gov registration, proper licensing, and the ability to obtain required permits. The project will be awarded to the lowest qualified bidder.
