About this file
This is a Pre-Bid Meeting Q&A document prepared by the Bucks County Conservation District regarding the Delaware Valley University Livestock Project in Doylestown Township, Pennsylvania. The project encompasses construction of a roofed bed-pack manure storage facility, heavy use area with concrete under-barn liquid manure storage, manure collection and transfer systems, stormwater management, slatted stream crossing, stone livestock walkways, and water pipeline and hydrant installations. Sealed bids were due by 11:30 p.m. EDT on Thursday, September 24, 2026, submitted through the PennBID website. The Q&A document addresses contractor inquiries regarding project specifications and clarifications on the scope of work.
Key clarifications from the pre-bid meeting include: asphalt removal areas for pipeline installation under Farm View Road shall be backfilled with clean 2B stone rather than re-paved; excavation is classified with no anticipated bedrock removal required; the contractor must remove all rocks greater than 6 inches in diameter from fill and backfill materials; an existing 2'x2'x3' drop-box should be replaced with a manhole with solid lid; no compaction or concrete testing is required unless quality concerns arise during inspection; pipe types and sizes must follow design specifications; all required permits have been obtained; Bucks County Conservation District/NRCS can provide survey and stake-out support; livestock waterers have been relocated to the back wall with no changes to pipeline length, size, or quantity; and the contractor must install approximately 400 feet of 3-inch diameter electrical conduit from the existing generator pole along the building length to the northeast corner, to be enveloped in stone screenings with the University handling electrical work post-construction.

PRE-BID MEETING Q&A
Question:
Contractor would like to confirm where asphalt is to be removed so pipelines can be installed to cross the existing paved university road (Farm View Road), that re-paving this section using blacktop asphalt is not required upon completion?
Answer:
Areas where asphalt is to be removed to install pipelines under Farm View Road SHOULD NOT be re-paved using asphalt upon completion. These trenches shall be backfilled with clean ¾” 2B stone up to the existing road surface only.
Question:
Contractor asked if the University has an existing pump to agitate the under-barn liquid manure storage?
Answer:
Yes, the University has an 8-foot agitation pump that can be used in the planned pump-out slats.
Question:
Contractor asked if all un-used soil spoils will remain on site?
Answer:
Yes, whatever soil that is not used for final grading around the planned structures shall remain on-site.
Question:
Contractor asked if excavation is classified or unclassified?
Answer:
Excavation of project site would generally be defined as Classified. To clarify, as per test pit soil evaluations (found on page 6 of the design), it is not expected to encounter any bedrock that would require removal by means of pecking/hammering or blasting. It is the contractor's responsibility to excavate all soil, as per design, with the assumption that pecking/hammering or blasting will not be required.
As per design requirements, it is the responsibility of the contractor to remove all rocks greater than 6” in diameter & all trash material from any soil used for fill and/or backfill.
Question:
Contractor asked about the existing 2’x2’x3’ deep drop-box that needs to be replaced on the south side of Farm View Road, below the existing Beef HUA? Specifically, the contractor asked what the preferred drop-box type would be to install?
Answer:
Since no surface water is directed to the existing drop-box, it would be preferred to install a manhole with solid lid.
Question:
Contractor asked if any compaction or concrete testing is required?
Answer:
No, compaction or concrete testing is not required. Additional testing may be required if during inspection, concerns arise with workmanship or product quality.
Question:
Contractor asked if variations in pipe type/size can be used for the livestock water pipeline?
Answer: Please follow the pipe type/size listed in the design when submitting bids.
Question:
Contractor asked if all permits have been obtained?
Answer:
DEP Chapter 105 General Permits have been obtained for the stream crossing. Del Val confirmed that all township permits have been obtained.
Question:
Contractor asked who is responsible for survey and stake-out?
Answer:
Bucks CCD/NRCS can work with the contractor to provide survey and stake-out as needed.
Question:
Contractor asked about watering facilities planned in the planned Heavy Use Area, specifically regarding the water pipelines needing to be installed in the under-barn liquid manure storage facility?
Answer: The University decided running the water pipelines to service the livestock waterers through the under-barn liquid manure storage facility was not a practical idea. Instead, they decided to move the livestock waterers to the back wall. The water pipeline will run along the back wall (along profile A-A’ on the design) to service the livestock waterers. For bidding purposes, there will be no change in water pipeline length or size, or any change in the number of livestock waterers, as listed in Bid Sheet B – Proposed Scope of Work. The new location of the livestock waterers was updated on the file titled Design-HUAP_Interior_Layout on PennBid.
Question:
Contractor asked if electric is planned to be run to the heavy use area/manure storage facility?
Answer:
Yes, electric is planned to be run to the heavy use area/manure storage facility. During construction, the contractor shall run 3” diameter electrical conduit. Conduit shall begin at the pole next to the existing generator, run the length of the building to the northeast building corner.
Conduit shall be enveloped in stone screenings. The University will run electric themselves post-construction, so contractor will only need to install conduit. About 400’ of conduit will be needed.
Contractor shall consult with the University for exact placements. See below image for approximate conduit installation location, marked in blue.
