About this file
Exhibit A-6 is a Certification of Drug-Free Workplace Program document associated with the Florida Agency for Health Care Administration's (AHCA) Invitation to Negotiate (ITN 002-24/25) for an Enhanced Provider Network Auditing Program. The document outlines requirements for businesses to establish and maintain a drug-free workplace, including publishing employee statements, informing workers about drug abuse dangers, distributing policy documents, and implementing sanctions for drug-related workplace violations. Vendors must notify the employer of any drug-related convictions within five days and make good faith efforts to maintain a drug-free work environment.
The certification is part of a larger procurement for a three-year contract valued between $5-10 million annually, running from April 1, 2025, through March 31, 2028, with potential renewal for up to three additional years. Key procurement dates include written questions due January 20, 2025, responses due March 11, 2025, negotiations scheduled for March 31 - May 5, 2025, and an anticipated notice of intent to award on May 15, 2025. The contract requires vendors to maintain Florida office locations, provide bilingual staff, and perform all services within the United States. Expenses will be reimbursed by managed care plans proportionally based on enrolled population, with plans required to pay the Agency within 21 days of receiving detailed charges.

2) Inform employees about the dangers of drug abuse in the workplace, the business’s policy of maintaining a drug-free workplace, any available drug counseling, rehabilitation, and employee assistance programs, and the penalties that may be imposed upon employees for drug abuse violations.
3) Give each employee engaged in providing the commodities or contractual services that are under bid a copy of the statement specified in subsection (1).
4) In the statement specified in subsection (1), notify the employees that, as a condition of working on the commodities or contractual services that are under bid, the employee will abide by the terms of the statement and will notify the employer of any conviction of, or plea of guilty or nolo contendere to, any violation of chapter 893 or of any controlled substance law of the United States or any state, for a violation occurring in the workplace no later than five (5) days after such conviction.
5) Impose a sanction on, or require the satisfactory participation in a drug abuse assistance or rehabilitation program if such is available in the employee’s community by, any employee who is so convicted.
