About this file
This is a 100% Design Submission document for the Ben Taub Hospital Green Elevator Modernization project, prepared by Spur Design for Harris Health System in Houston, Texas. The project involves a comprehensive modernization of the Green Elevators (a 6-bank group consisting of elevators #7, #8, #9, #10, #11, and #12) located in Ben Taub Hospital, a public hospital within the Texas Medical Center. The scope of work includes replacing nearly all elevator components, including motors, hoist cables, control cables, governors, roller guides, emergency stop switches, elevator controls, lobby floor indicators, call stations, cab control panels, lighting, and flooring. Only the existing elevator car frames and guide rails will remain intact. The project will be registered with the Texas Department of Licensing & Regulations under the Elimination of Architectural Barriers section and will follow the 2012 Texas Accessibility Standards.
The design submission includes detailed narratives for architectural, mechanical (HVAC), and electrical systems, with specific considerations for the hospital's operational continuity. The electrical design involves replacing obsolete panelboards, installing new power distribution systems, and ensuring compatibility with the hospital's existing emergency power infrastructure. The project will maintain the current standby power functionality, allowing all six elevator cabs to move simultaneously during power transfer. The hospital recently upgraded its generator capacity from 4000KW to 4500KW, which remains adequate for the elevator motor replacements. The design team has conducted a site investigation and will ensure compliance with multiple codes and standards, including International Building Code, NFPA regulations, and ASHRAE standards. The project aims to modernize the elevator systems while minimizing disruption to the hospital's critical operations.

Project Overview and Background
Ben Taub Hospital is a public hospital, located in Houston TX within the Texas Medical Center, is owned and operated by the Harris Health System. The original building was opened in May
1963. Currently the hospital has 402 licensed beds. This hospital has one of the busiest trauma centers in the U.S. and is the only hospital in Houston with a psychiatric emergency department open 24 hours a day.
The project scope for this is to modernize the Green Elevators (a 6-bank) in Ben Taub
Hospital. These are elevators #7, #8, #9, #10, #11, and #12. Renovations shall include new motors, hoist cables, control cable, governors, roller guides, emergency stop switches (as required), elevator controls, lobby floor indicators/lanterns, lobby call stations, cab primary control panel, cab auxiliary control panel, cab floor indicators, cab lighting, and cab flooring.
Only the existing elevator car frame and guide rails are to remain. Note – the above list is not meant to be all inclusive of the various elevator parts requiring replacement.
This project will be registered with the Texas Department of Licensing & Regulations under the
Elimination of Architectural Barriers section and the design team will follow the 2012 Texas
Accessibility Standards. A Registered Accessibility Specialist will conduct a plan review, inspection, and will file all required paperwork with the State to ensure compliance.
A Minor Application will be submitted to the Texas Health and Human Services – Architectural
Review. Per section 8.8.1 Minor Application, is a small project in an existing facility, with a current facility license, that has no significant changes to physical facility. It may have significant changes to the mechanical, electrical, plumbing, or piped medical systems at the department’s discretion. It has not substantial change in function operation. As listed on page
22 of 37 from the Application Instructions: ARU-21, replacing [an] elevator, is an example of a
Minor Application.

Elevator Lobbies
There are 7 Elevator Lobbies, floors Basement to 6th Floor that are within the scope and will have some limited minor renovation as part of this project. That would be the lobby floor indicators/lanterns, lobby call stations, and card reader. Finishes to existing lobbies will need to be protected by the general contractor and will be noted on the drawings. Touch up paint to match existing will be the only finish applied to the Elevator Lobbies. Each elevator lobby will be shown in the construction drawings to identify items to be removed and items to be new.
Elevator Cabs
There are 6 Elevator Cabs that will need to be renovated as they are currently in poor condition, due to the age and the amount of usage that these elevators endure on a daily basis. Elevator cabs to receive new flooring, wall paneling, ceilings, and lights. Elevator doors also appear to be in poor condition and should be replaced. A digital design package of finishes to be presented to the owner in the next submission.
Elevator Penthouse
The Elevator Penthouse, located on the roof level, is also within scope as there are several major equipment items that will be replaced. Finishes will remain unchanged in this room.
Existing suspend lighting will be replaced with new light fixtures.
Occupancy & Classifications
This building is classified as I-2 per the International Building Code. This project has no changes to occupancy or construction type.
Construction Phasing
Unless otherwise stated in the contract document, Contractor shall be allowed only one elevator bank (existing group of three elevators) to be ‘under construction’ at any time throughout the construction upgrade period. Additional restrictions will apply in regards to interim elevator maintenance as detailed in the ‘Interim Maintenance Terms & Conditions’ document.

HVAC Project Overview
Ben Taub Hospital is a public hospital, located in Houston TX within the Texas Medical Center, is owned, and operated by the Harris Health System. The project scope is to modernize the Green Elevators group (a 6-bank) in Ben Taub Hospital. This 6-bank elevator group includes #7, #8, #9, #10, #11, and #12. The elevator equipment to be replaced impacting the existing HVAC system shall include the motors and elevator control cabinets located up at the elevator penthouse on the roof level.
Existing system description
The existing HVAC system serving the elevator equipment room includes a single vertical Liebert System 3 air handling unit (AHU) labeled ACU-P-1. The unit utilizes chilled water for cooling only and provides approximately 20-tons of cooling with 5900-cfm of air flow. The electrical connection for the unit is fed from EHMA 20, 22, 24.
Selective Demolition
The existing air handler ACU-P-1 will be demolished to be replaced with a new unit. Demolition shall include some of the chilled water piping to allow the installation of new valving and controls.
Proposed System Description
A new vertical air handler style computer room air with chilled water cooling and easy filter access will be installed at the same location of the existing AHU after it is demolished. New chilled water piping, valves and controls devices will be added to be integrated with the existing DDC system. This unit may also be split into two 50% load units for redundancy.
Consideration of a part-load, redundant, split-system cooling-only unit in the event of chilled water or AHU failure. Another option would be including a 50% to 100% split DX cooling system to serve as backup to the chilled water unit. This unit would be on emergency power.
Phasing
Project phasing shall comply with description noted above under architectural summary.
Commissioning
The system will be commissioned subject to the requirement of Section 0191 00 General Commissioning Requirements.
Testing, Adjusting, and Balancing for HVAC
• Pre-testing is not required for this project.
• Final testing of systems will be performed and reviewed during the commissioning functional performance testing of the systems.
