RISD Specialty Paper Items RFSP #26-373

This is a Request for Sealed Proposals (RFSP) specification document issued by the Richardson Independent School District (RISD), a Texas public school system serving approximately 37,000 students across 50 campuses in northern Dallas County. RISD seeks qualified vendors to supply specialty paper items in various colors, sizes, and weights to meet the supply needs of all district campuses and departments. The proposal submission deadline is April 30, 2026, at 4:00 PM Central Time through the Euna Procurement portal, with a question submission deadline of April 22, 2026. The anticipated board recommendation date is June 4, 2026, with the agreement effective start date of June 5, 2026. The contract will be awarded to multiple qualified vendors and will run for three years through June 30, 2029, with no renewal options specified. RISD has not guaranteed any minimum purchase volumes under this agreement.

Pricing must be submitted through the online bid portal with line-item pricing for each paper item, brand, reams per case, and unit price per ream. Prices will remain firm for the initial 90 days of the contract, after which vendors may request increases only once per quarter if substantiated by manufacturer documentation; any price reductions offered to other customers must be proportionally extended to RISD. RISD's estimated annual expenditure for specialty paper items was $75,000 for fiscal year 2024-25. All proposals must be accompanied by required documentation including a questionnaire, Certificate of Interested Parties, RISD certifications, current W9, insurance certificate, and HUB certification if applicable. Evaluation will be weighted toward purchase price (50 points), quality of goods and proposal response (25 points), vendor reputation with K-12 references (5 points), ability to accept purchase orders (5 points), and principal place of business in Texas (5 points), with the remaining 10 points for extent to which goods meet district needs.

• Paper items: variety of color, size & weight (see Pricing Sheet for line items)

14. PRICING

A detailed list of all items requesting the Brand, Reams per Case, and Unit Price (per Ream) must be provided through the online portal bid table, “Line-Item Pricing: RFSP 26-373”.

Price Change Agreement: Prices are to remain firm during the initial 90 days of the contract. After that date, if there has been an industry-wide increase, vendors may request an increase in the same amount as the cost increase by the manufacturer. Price increases may be requested only once per quarter.

Notice of price increases must be fully documented and submitted 30 days before the date of the effective change. Documentation must be a newly dated price/cost list and a copy of any notification given to the vendor from the manufacturer on the manufacturer’s letterhead or invoice. Increases shall not affect any orders issued prior to the effective date of the increase. Any price reductions passed on to other customers are to be correspondingly offered at the same ratio to Richardson ISD and all Educational Purchasing Cooperative of North Texas (EPCNT) entities that may choose to participate in this bid process. Prices may be lowered at any time. The vendor’s failure to promptly notify Richardson ISD of such industry-wide price decrease may constitute a breach of contract and the contract may be cancelled. Richardson ISD reserves the right to award any cancelled contract to the next low bidder or re-bid, whichever is in the best interest of Richardson ISD.

Richardson ISD will conduct a comprehensive evaluation of all submissions received in response to this RFP. The district will appoint a selection committee to perform the evaluation. Each submission will be analyzed to determine overall responsiveness, qualifications under the RFP and Respondent’s proposed plan. At that time, negotiations will be conducted and a contract will be executed.
