The contracting firm must employ properly licensed and certified project monitors, air monitors, and project designers capable of overseeing asbestos abatement work, developing project specifications and drawings, and serving as the on-site "Competent Person" representative for BPS. Questions regarding the offering must be submitted by March 16, 2026 at 8:00 AM via the online BONFIRE portal, with answers posted by March 20, 2026. The offering closes on April 2, 2026 at 4:00 PM, with presentations scheduled at the district's discretion. The tentative award date is May 20, 2026, with an initial contract term running from July 1, 2026 through June 30, 2027. The contract includes five potential one-year extensions, extending the maximum term through June 30, 2032. The selected firm must be capable of responding to emergency requests within one hour of notification and having personnel on-site within two hours, while maintaining 24/7 availability for emergency calls.

The current year award is budgeted at $50,000.00, with the contract awarded on a best-value basis rather than lowest cost alone. The previous awardee, Labella Associates, held the prior contract (23-0624E2-074) for a three-year period. A minimum score of 40 out of 70 points on non-cost criteria is required to be considered, with total evaluation on a 100-point scale including cost (30 points), qualifications and experience (20 points), certifications and licenses (20 points), project approach and schedule (20 points), and compliance (10 points). Prevailing wage requirements per New York State Labor Law Section 220 apply to all employees assigned to projects. The selected firm must maintain comprehensive liability insurance, provide W-9 and EEO documentation, submit three client references, and disclose any violations, fines, indictments, or convictions from the past five years. Award may not be split among multiple respondents or consolidated, though subcontractors are permitted. The firm must demonstrate five years of certifiable experience in air and project monitoring under its current name and maintain complete independence from all asbestos abatement companies involved in individual projects.
